A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE ADOPTING REVISED CITY COUNCIL POLICY NO. 400 -2
(USE OF ELECTRONIC DEVICES DURING CITY COUNCIL MEETINGS)
WHEREAS, in an effort to utilize technology that improves efficiency and reduces
costs, a paperless agenda program has been developed so that City Council Members
and City staff can receive Agenda packets electronically; and
WHEREAS, City Council Policy No. 400 -2 prohibits City Council Member
communication via electronic devices during public meetings and executive closed
sessions; and
WHEREAS, the City Council desires to revise and clarify Policy No. 400 -2 in order
to balance the promotion of paperless agenda program and efficient and effective conduct
of City business with the need to ensure and promote transparency and full compliance
with the City's and the California open meeting laws.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The City Council of the City of Lake Elsinore hereby adopts the
revised City Council Policy No. 400 -2 (Use of Electronic devices During City Council
Meetings) as presented to the City Council on January 28, 2014. The revised Policy No.
400 -2 shall supersede and replace the existing Policy No. 400 -2 in its entirety.
SECTION 2. This Resolution shall take effect from and after the date of its
passage and adoption.
PASSED, APPROVED AND ADOPTED this 28"' day of January, 2014.

and Mayor Johnson
