Mayor Johnson announced the Certificate of Recognition of Susan Reid will be presented at
the next Regular City Council meeting.

Mayor Johnson presented a recognition plaque to Council Member Magee. Council Member
Magee stated that it was an honor and privilege to serve this community.

Pete Dawson congratulated Council Member Magee. Mr. Dawson provided an activity report
for the Lake Elsinore Marine Search and Rescue (LEMSAR) for 2013.
CONSENT CALENDAR
(1) Approval of Minutes
Recommendation: It is recommended that the City Council approve the Minutes of the
Regular City Council Meeting of December 10, 2013.
(2) Warrant List dated December 12 & 26, 2013
Recommendation: It is recommended that the City Council receive and file the
Warrant list dated December 12 & 26, 2013.
(3) Investment Report for October 2013
Recommendation: It is recommended that the City Council receive and file the report.
(4) Purchase of Equipment for Fire Truck 97
Recommendation: It is recommended that the City Council: A) Authorize the Fire
Chief to begin the purchase of the equipment to fully outfit Fire Truck 97; and B)
Approve that $190,000 be made available to execute these purchases.
(5) Riverside County Mortgage Credit Certification Program Participation
Recommendation: It is recommended that City Council adopt Resolution No 2014-
001 A Resolution of the City Council of the City of Lake Elsinore, California, approving
participation with the County of Riverside Mortgage Credit Certificate (MCC) Program.
(6) Resolution of the City Council of the City of Lake Elsinore Approving a Deposit and
Reimbursement Agreement a City Fee Deposit and Reimbursement Agreement and
an EVMWD Fee Deposit and Reimbursement Agreement Relating to the City of Lake
Elsinore Community Facilities District No. 2007 -5 (Red Kite)
Recommendation: It is recommended that City Council adopt Resolution No 2014-
002 approving the Deposit and Reimbursement Agreement, the City Fee Deposit and
Reimbursement Agreement and the EVMWD Fee Deposit and Reimbursement
Agreement.

(7) Agreement for Professional Design Services G &A Consulting Civil Engineers Inc for
Gunnerson Street Rehabilitation — Phase 1 (Riverside Drive to Lakeshore Drive),
Proiect 4350
Recommendation: It is recommended that the City Council: A) Award design of the
Gunnerson Street Rehabilitation — Phase 1 (Riverside Drive to Lakeshore Drive) to
G &A Consulting Civil Engineers, in the not to exceed amount of $76,115; and B)
Authorize the City Manager to execute the contract with G &A Consulting Civil
Engineers, Inc.
(8) Approval of an Agreement with the County of Riverside to Construct Sidewalk and
Perform Maintenance along a portion of Machado Street
Recommendation: It is recommended that City Council: A) Approve the Agreement
between the City of Lake Elsinore and the County of Riverside in substantially the
form attached and authorize the City Manager to execute the Agreement in such final
form as approved by the Director of Public Works and the City Attorney; and B) Pass
and adopt Resolution No. 2014 -003.
(9) Notice of Completion — Elm Street Pavement Phase II Project No. 4385 -2
Recommendation: It is recommended that City Council: A) Accept the improvements
into the City maintained road system; B) Direct staff to file the Notice of Completion
with the County Recorder's Office; C) Direct staff to release any remaining retention
funds 35 days after filing of the Notice of Completion; and D) Authorize transfer of
project fund balance to Main Street Overlay Project No. 4405.

Contribution
Agreement
with
the
Lake
Elsinore
Unified
School
District
to
Construct a Traffic
Signal
at
the
Intersection
of
Canyon
Hills
Road
and
Sage
Lane
Recommendation: It is recommended that City Council approve the Funding
Contribution Agreement between the City of Lake Elsinore and the Lake Elsinore
Unified School District in substantially the form attached and authorize the City
Manager to execute the Agreement in such final form as approved by the Director of
Public Works and the City Attorney.
(11) Proposed AudioNisual Upgrade to the Cultural Center
Recommendation: It is recommended that City Council: A) Award the improvements
of the Cultural Center audio and visual upgrade to RK Electric for the design and
installation of new audio and visual infrastructure in the amount of $115,203, which
includes a 10% contingency; B) Award the installation of the new dais and ADA lectern
to RK Electric to subcontract with Artistic Wood in the amount of $12,797, which
includes a 10% contingency; C) Approve the funding of $115,203 from fund 160 "PEG
grant "; and D) Approve the funding of $12,797 from fund 116 DIF fund.

(12) Lake Elsinore Municipal Code Waiver for Good Vibes Music Festival on the Lake at
La Laguna Resort & Boat Launch
Recommendation: It is recommended that City Council waive Lake Elsinore Municipal
Code section 9.28.030 Furnishing Alcoholic Beverages in Public for the proposed
"Good Vibes Music Festival on the Lake" Special Event, subject to compliance with
all other conditions for the event as approved by the City Manager.
(13) 2013/14 Supplemental Law Enforcement Services Fund ( SLESF) Grant
Recommendation: It is recommended that City Council approve the expenditure plan
and the allocation of funds from the SLESF Grant.
Motion by Council Member Tisdale, second by Mayor Pro Tern Manos, to approve the
Consent Calendar.

Recommendation: It is recommended that the City Council waive further reading and

COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AMENDING LAKE
ELSINORE MUNICIPAL CODE, TITLE 2, CHAPTER 2.46 PUBLIC SAFETY

(16) Code Amendment Regarding Yard Garage and House Sales — An Amendment to
Lake Elsinore Municipal Code Section 5.112 Yard Garage and House Sales Setting
Forth Revised Regulations
Recommendation: It is recommended that the City Council waiver further reading and
introduce by title only ORDINANCE NO. 2014 -1321 AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF LAKE ELSINORE AMENDMENT CHAPTER 5.112 OF
THE LAKE ELSINORE MUNICIPAL CODE amending certain procedures and
regulations for yard, garage, and house sales.
Community Development Director Taylor provided staff's recommendation to the Council.
Chris Hyland expressed her opposition to charging fees for yard sale permits.
Jeff Siller stated that he looked forward to seeing progress in the City and more ordinance
updates to make them relevant to present day.
Council Member Tisdale stated that there is a difference between garage /yard sales and
perpetual yard sales.
Mayor Pro Tem Manos asked if there are any regulations for off -site signage. Community
Development Director Taylor responded that there is a prohibition of posting signs on trees
in public right of way, light poles or utilities boxes. The City does not allow off -site signage.
Mayor Pro Tem Manos asked if yard sale permits will be available online. Director Taylor
responded that online yard sale permits will be available in the near future. Mayor Pro Tem
Manos asked about penalties for leftover signage. Director Taylor responded that a citation
is issued when a person has yard /garage sale every week in violation of the ordinance.
Similarly, citations are issued for signage violations. The first citation is $100, the second
citation is $200, and the third is $500.
Motion by Council Member Tisdale, second by Council Member Magee, to waive further
reading and introduce by title only Ordinance No. 2014 -1321. City Clerk Bloom read the
title of ORDINANCE NO. 2014 -1321, AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LAKE ELSINORE AMENDMENT CHAPTER 5.112 OF THE LAKE ELSINORE
MUNICIPAL CODE; the motion passed by unanimous roll -call vote as follows:

(17) Mayor's Recommended Council Appointments
Recommendation: It is recommended that the City Council discuss and approve the
Mayor's recommendations to the Council appointments to the various governmental
agency committees.

City Clerk Bloom provided an overview to the Council.
Council Member Tisdale stated that he would not be attending the WRCOG SANDAG Board
Subcommittee meetings. Mayor Johnson clarified that the position is appointed by the
WRCOG.
Motion by Council Member Tisdale, second by Mayor Pro Tern Manos, to approve the
Mayor's recommended Council appointments to the various governmental agency
committees; the motion passed by unanimous vote as follows:

CITY MANAGER COMMENTS
City Manager Yates stated that staff was looking forward to an exciting New Year. Mr. Yates
recognized the passing of Ronnie Kovach who died in December 2013. Mr. Kovach was a
fishing expert who promoted fishing the lake and will be missed by this community.
CITY ATTORNEY COMMENTS
City Attorney Leibold congratulated Mayor Johnson on her first meeting and wished everyone
a Happy New Year.
CITY COUNCIL COMMENTS
Council Member Magee recognized LEMSAR for volunteering 4,000 hours and for their
service helping and protecting the safety of the boating public. Council Member Magee also
recognized the Rotarians, the Animal Friends of the Valleys, the Clean Extreme Committee,
HOPE, and the Trauma Intervention Committee for all their services. Council Member Magee
asked for Mayor Johnson's leadership in helping the City rebuild its relationship with Canyon
Lake regarding the fire protection issue.
Council Member Tisdale announced the HERO program, offered through Western Riverside
Council of Governments, was a great program with a lot of funding opportunities for home
upgrades. He reported that the City of Lake Elsinore had 286 projects funded at a cost of
over $5 million and $123 million of economic stimulus in Western Riverside County. Council
Member Tisdale encouraged the public to take advantage of the HERO program. He also
thanked Fire Chief Barr, Captain Kennedy- Smith, and staff for their hard work.

Mayor Pro Tern Manos congratulated Mayor Johnson on her first meeting. He stated that
the City Council accomplished a lot in the past year. He said that the City Council has set
the plate for many future projects. He is looking forward to this next year and turning Lake
Elsinore into a first -class city. Mayor Pro Tem Manos wished everyone a Happy and
Prosperous New Year.
Mayor Johnson thanked staff for their hard work. She stated that she would be happy to
rebuild the City's relationship with Canyon Lake. Mayor Johnson reported that she went on
a ride -along with the fire department. She had the opportunity to visit four fire stations and
the Hemet Air Base where the command center and fire aircraft resources are housed. She
thanked Chief Barr for accompanying her on the ride - along. Mayor Johnson announced that
the meeting would be adjourned in memory of Pedro "Pete" Vasquez who passed away on
December 1 gtn
ADJOURNMENT
Mayor Johnson adjourned the meeting in honor of Pedro "Pete" Vasquez at 7:41 p.m. to the
next regularly scheduled meeting to be held on Tuesday, January 28, 2014, at the Elsinore
Valley Municipal Water District (EVMWD) Boardroom located at 31315 Chaney Street, Lake
Elsinore, California.
