HomeMy WebLinkAboutCC Reso No 1975-06____ . . ___ ~~ RESOLUTION NO. 75-6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, DETERMINING TO PARTICIPATE IN THE NATIONAL FLOOD INSURANCE PROGRAM OF TAE FEDEFZAL INSURANCE ADMINISTRATION BY DIR- ECTING THE DIRECTOR OF BUILDING AND SAFETY IN MATTERS RELATING TO CONSTRUCiION IN AREAS SUBJECT TO FLOODING, WHER~AS, the City of Lake Elsinore has adopted and is enforcing the Uniform Building Code, 1970 Edition, and UIHEREAS, Section 301.(a);of the aforesaid prohibits any ` person, firm or corporation from ereoting, constructing, enlarg- ing, altering, repairing, improving, moving or demolishing any buiiding or structure without first obtaining a separate building permit for each building or structure from the Director of Building and Safety, and • WHEREAS, the Director of Building and Safety must examine all plans and specifications for the proposed construc- tion when application is made to him for a building permit. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of ~ the City oi Lake Elsinore as follows: ~ ' 1. That the Director of Building and Sa£ety shall sevievr al1 building permit applications for new construction or substantial ir.mprovements to c]etermine whether proposecl building sites will be reasonably safe from floocling. If a proposed building site is in a location that has a flood haaard, any proposed new'construction or substantial improvement (including prefabricated and mobile homes) must (i) be designed (or modified) and anchored to prevent £lotation, collapse, or lateral movement of the structure, (ii) use construction materials and utility equipment that are resistant ~o flood damage, and (iii) use construction methads and practices th~t wi11 minimize flood . damage; and : ~/ 2. That the Director of Building and Safety shall review subdivision proposals and other proposed ne~a developments to assure that (i) all such proposals are consistent with the need to minimize fleo3 c~amage, (ii) all public utilities and facilities, such as sewer, gas, electrica? and viate-r systems , are located, elevated, and constructed to minimize or eliminate flood damage, and {iii) adequate drainage is provided so as to reduce exposure to flood hazards; and 3. ihat the Director of Building and Safety shall require new or replacement water supply systems and/or sanitary sewage systems to be designed to minimize or eliminate infil- tration of flood waters into the systems and discharges irom the systems into flood waters, and require on-site waste dis- _ posal systems to be located so as to avoid impairment of them , or contamination from them during flooding.
