TTnion Scflool Aistrict that the district's three elenentary schools,axe overcrowded
as evidenced by the double sessionina o~ twenty-six classes of children in grades
2-6 as oP October 8, 1978; and
SYf~S, it is the belie3 03 the Iake Asi.nore City Council manbers tha.t continued
populati.on growth wi.ll occur within the city limits o# Iake ~lsinore thus pzroduc-
ing added student growth to the school district; and
SYf~tF'.AS, the Iake I~Lsinore City Counci.I members reaffirm their conviction that the ~
Yo~ People of our commznity constitutes one of its greatest resources and that
education o~ youth in adequate school facilities is of pxime importanee; and

St'~~5, the Lake IIsinore City Council supports the ~lsinore TTnion School District
Boas'd~of Tnastees in their attempts to secure tamporary classroorns to alleviate
overcrowcling by concurring ~vith pmposed County School Fee Qrdinance Guidelines, .
adopted by.the Riverside County Eoard of Supervisors Augvst 29, 1978, that.would
assess a developer fee for all new rssidential dwellinb ;.and
S~E[1S, it is the conviction of the Iake I:lsinore City Council that
a School I~'ee Ordina.nce be considered a t~orary solution to classroom overcrowding
and that a 1ong.range solution be sought through state legislation; and _

Ri.verside County Boarct of S~zpervisors School Fee Task Force Guidelines for a county
School Fee Qrdinance designed to reduce overcrowding of classrooms in the Elsinor:=;
Union School District and other county school districts impacted with new xesidential
growth. .
