A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ESTABLTSHING BUSINESS LICENSE FEES FOR THE CITY
OF LAKE ELSINORE.
WHEREAS, the City of Lake Elsinore has not made any adjustment in its
business license fee structure since 1961; and
WHEREAS, the new license fees will be phased in over a two-year period; and
WHEREAS, after this two-year period the rates will still be at or below the
current area averages,
NOW, THEREFORE, BE IT RESOL~ED, by the City Council of the City of Lake
Elsinore, California that:
SECTION 1: Effective November 15, 1982, annual business license fees in
the following categories as defined by City Ordinance 657 will be:
A. General
B. Professional
C. Contractor
D. Broker
E. Rentals
F. Vending Machines
Annual Gross Receipts
-- 0 - $50,000
In excess of $50,000
$ 55.00
$ 72.00 for each professional employed
$ 83.00 (See Section 4)
$ 45.00 for each broker, salesman or
agent employed
One (1) to three (3) units or spaces
$ 30.00 flat - Each unit or space in excess
of three (3) will be charged $5.00 per
unit or space.
Fees will be based on Gross Receipts as

* All contractors shall pay $1.00 for each additional vehicle above
the $25.00 fee.
SECTION 2: In addition to the above stated fees, each business will be re-
quired to pay the following uniform employee schedule:
10 to 14 employees $ 70.00 per year
15 to 20 employees 100.00 per year
21 to 30 employees 120.00 per year
31 to 40 employees 150.00 per year
41 to 50 employees 200.00 per year
51 or more 200.00 per year plus $5.00 per employee
over fifty (50)
SECTION 3; Effective July 1, 1983, the following categories will be adjusted
to the fees indicated below:
A. General $ 66.00
B. Professional $ 86.00 for each professional employed
C. Contractor $ 100.00
D. Broker $ 64.00 for each broker, salesman or agent
employed.
SECTION 4: Each general building or engineering contractor shall furnish the
license collector with a list of all sub-contractors upon forms
furnished by the license collector prior to obtaining inspection
of the work performed by such sub-contractors. It shall be the
responsibility of every gerreral building and engineering contractor
to require sub-contractors under his control or direction to obtain
a business license as herein provided before permitting said sub-
contractor to begin or perform services for said general building
or engineering contractor. Every person engaged in the business
of contracting and/or sub-contracting shall be required to have a
city license for doing the type of work authorized before obtain-
ing a city building permit.
Group 1
Every person engaged in a business or acting as a general or
engineering contractor (B-1 or A)--$83.00 per annum.
Group 2 --
Every person engaged in a business or acting as a subcontractor
per classifications established by state contractors board as
set forth under the group in the Municipal Code, and other
persons that do jobs less than $200.00 in value -- $50,00 per
annum.
Each general building contractor shall furnish the license
collector with a list of each subcontractor upon forms furnished
by the license collector. (C-4, C-6, C-8, C-19, C-45, C-11, C-12,
C-16, C-15, C-23, C-17, C-21, G2, C-26, C-27, C-29, C-33, C-34,
C-35, C-36, C-38, C-39, C-42, C-43, C-50, C-51, C-53, C-20, C-57,
C-60).
Group 3--
(1) A business license shall be required of every person acting
as an owner-builder who builds any building or structure for the
purpose of sale or as rental units, (i.e., three (3) or more units).
The license tax for such owner-builder shall be $75.25 per year.
(2) It shall be the responsibility of every owner-builder to
require all subcontractors under his control or direction to obtain
a business license as herein provided before permitting such sub-
contractor to begin work or perform any service for the owner-
builder. Each owner-builder shall furnish the license department
with a list of subcontractors, as mentioned above prior to the
starting of any work. It shall be the responsibility of every

owner-builder to determine that all subcontractors have obtained
a.proper business license before such owner-builder shall request
and/or receive any city building department inspection.
(3) The license tax provisions for owner-builder shall not apply
when a one or two-family dwelling being built is on property owned
by the owner-builder and such building or structure is for the use
of the owner-builder, except that all subcontractors shall comply
with the provisions of paragraph (2) of this subsection.
SECTION 5: Posting, display, etc., of licenses
All licenses must be kept and posted in the following manner:
(a) At a fixed place of business in the city the license shall be
kept and posted in a conspicuous place upon the premises where
such business is conducted.
(b) Business not conducted from a fixed place in the city the
license shall be kept at all times in the possession of the
person while conducting the business within the city.
(c) For the use of any vehicle a license tag or plate or other
satisfactory means of identification shall be issued by the
license collector. It shall be conspicuously attached to
every vehicle, used in the conduct of the person's business
within the city. The fee for such tag or plate or other satis-
factory means of identification shall be as set forth in
Section 1 (G) 1.
(d) For each coin-operated vending, cigarette, music and amusement
machine a license tag or other satisfactory means of identifi-
cation shall be issued by the license collector. Said identifi-
cation shall be conspicuously attached to each such machine.
SECTION 6: Other Businesses
- A. Other persons, companies or corporations conducting business in
the City of Lake Elsinore but not having their principal place
of business in the City shall be assessed the same fees, zoning
requirements and regulations as are applicable to other such
businesses which are located in the City.
B. Examples of this category include but are not limited to Real
Estate brokers, auctioneers, salesmen, and agents who conduct
business in the City on weekends and/or after the normal
workday.
C. The Code Enforcement Officer shall conduct special weekend
enforcement efforts to insure that proper licenses have been
obtained or that notices and citations are issued to persons
conducting such business in the City.
