A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF LAKE ELSINORE REPEALING
RESOLUTION N0. 81-75 AND ESTABLISHING
RULES, REGULATIONS, POLICIES AND
PROCEDURES GOVERNING THE USE OF THE
LAKE COMMUNITY CENTER.
WHEREAS, the City of Lake Elsinore, California, provides for the
public use of the Lake Community Center;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LAKE ELSINORE, that the regulations, rules, and policies governing public use
of the Lake Community Center will be as follows:
SECTION l.
A. All groups using Lake Community Center facilities are
responsible for assuming all liability for injuries to
persons or property during the use of the facilities and
agree to hold the City of Lake Elsinore free and harmless
from all liability imposed by law for the injury of people
or damage to property.
B. Application forms, available at Community Center, must be
completed in full and two (2) copies returned to the Comm-
unity Center. A refundable damage and cleaning deposit of
$60.00 (payable to the City of Lake Elsinore) is required.
One copy of the application will be returned to the appli-
cant after approval.
C. The City Manager, or his Designated Representative, shall
determine the applicant's classification for the purpose
of imposing fees. The decision will be in accordance with
City policy and will be final.
D. All required fees must be paid at least 21 days prior to the
scheduled facility use. All fees collected for facility use
will be deposited with the City Finance Department, with a
departmental receipt indicating the applicable coding.
E. The City reserves the right to deny any building utilization
request which is inconsistent with the policies and goals of
the City. The City also reserves the right to cancel or re-
schedule groups as needed provided that at least five (5)
days notice is given to the applicant.
F. Applicants must notify the City Manager, or his Designated
Representative of cancellations at least 72 hours prior to
the scheduled event. Failure to provide this notification
will result in the loss of the building clean-up deposit
and/or a prohibition from using City facilities in the future.
Provided the prescribed cancellation procedure is followed,
the applicant will receive a refund of fees paid minus a
service charge of $20.00.
G. The City Manager, or his Designated Representative, shall
resolve all matters not specifically addressed herein.
H. Payment of all deposit fees must be by check or money order.
I. Permits will be issued to adults only.
J. The use of City facilities by outside groups will be allowed
only when its use is in the best interest of the City or the
general public. City facilities are available on such days
and during such hours as they are not required for City use.

K. Smoking is prohibited in the Auditorium. Smoking is allowed
in the lobby, or outside of the Building.
L. Narcotics are not permitted in City facilities. Violations
of this regulation will be cause for immediate removal from
the premises and notification of the Sheriff's Department.
P~. All activities must cease by 12:00 Midnight.
N. Decorations must be of flame proof material and may not be
affixed to ceiling or walls. Al1 decorations must be removed
and the facility cleaned up before end of reservation time.
Failure to leave facilities intact and in a clean condition
shall result in denial of future use. Should loss or damage
occur to any special equipment the using organization or
person shall be liable. Towels, soap, cleansers, etc., are
not furnished by the City.
0. The City reserves the right of full access to activities at
all times to see that rules, regulations and City and State
laws are not violated.
