A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF LAKE ELSINORE REPEALING
RESOLUTION N0. 81-76 AND ESTABLISHING
RATES AND USER FEES FOR THE
LAKE COMh1UNITY CENTER
WHEREAS, the City of Lake Elsinore, California provides for
the public use of the Lake Community Center.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Lake Elsinore, California that:
Section 1) RESOLUTION N0. 81-76 is hereby repealed.
Section 2) The rates and user's fees for the Lake
Community Center are as follows:
NON-PROFIT GROUPS

ATHLETIC USAGE -(Practices Only -(A6ove stated Rates apply to
all other Athletic Events)
Athletic Court Rental (Practice Only). ..$ 5.00/Hr. 2 Hr. Min.
A) Non-Profit Groups are defined as those clubs, organization, community
groups and educational classes that are self-sustaining and provide
services to the community, or have offered non-profit status.
B) Profit Making Groups are those individuals, business or commercial
groups seeking to use the Lake Community Center for a money-making
activity, selling merchandise, charging fees, putting on shows and
exhibits, concession stands and selling food items where money is
being exchanged for a profit.
C) The clean-up deposit is refundable, except for a deduction of custodial
costs directty related to the user.
D) Custodial charges are based on actual time and material at a base rate

~) Custodial services include the monitoring of activities or securing of
facilities after normal hours of activity (after 5:00 p.m., weekdays,
and on weekends) as may be required by the City Manager or Designated
Representative. The charge for this service is based on custodial time
at $18.00/hour.
F) Athletic activities will be coordinated through the Lake Elsinore Park
and Recreation Department with the approval of the City P4anager or
Designated Representative. Fees will be contingent on the activity
involved. Any direct costs, except as authorized by the City Council,
will be borne by the organization, but will not exceed the basic user
fees.
G) P4eetings shall be non-exclusive, and shall be open to the general public,
unless a charge is made to the user.
N) .No structures may be erected or assembled on City facilities, nor may
any electrical, mechanical, or other equipment be emplaced unless special
approval has been obtained from the City Building & Safety Department,
through the City Planager or his Designated Representative.
I) Nothing shall be sold, offered, or advertised for sale on or in community
facilities. This restriction may not apply to activities for which a
charge is made to the user.
;~) Youth groups will not be allowed to use a facility without adult super-
vision. For "teen" programs such as dances, parties, or similar acti-
vities, adult and/or police supervision must be provided as determined
by the City Manager or his Designated Representative and/or the Sheriff's
Department. If required, the cost for a Sheriff's officer will be borne
by the applicant.
K) The applicant is responsible for leaving the facility in a clean condi-
tion. If property damage is incurred, the applicant shall pay the costs
of repair or replacement. Such payment must be made on demand. Failure
to pay may result in a denial of future facility use.
L) All promotional materials must be approved by the City P7anager or his
Designated Representative prior to public release.
M) Each group or private party must designate a clean-up committee which will
be allowed to remain in the building after the event. All other persons
must vacate the premises at the time stated on the reservations. The
facility must be cleaned and returned to its original condition, other-
wise additional charges will be levied against the applicant's cleaning
deposit.
N) Requests for Reduction or Waiver of Fees may be made to the City Council on
a case by case basis. Requests must be in writing and must be submitted to
the City Clerk's Office for Staff review 10 working days prior to the City
Council Meeting.
This Resolution is passed, approved and adopted this 24th day of AUGUST ,
1982, by the following roll call vote:
