RESOLUTION OF THE CTTY COUNCIL OF THE CITY

CALI~ORNTA"S~"REVERSE~BATLOUT"~
BUDGET PROPOSALS
WHEREAS, the Legislative Analyst's Office had provided
information on the impact of the Governor's proposed vehicle license
fee reductions on the California cities; and
WHEREAS, the Governor's proposed reductions would reduce the
City of Lake Elsinore's revenues by more than one-half million dollars;
and
WHEREAS, such a reduction exceeds normal bailout by more than
$375,000; and
WHEREAS, this excess of reduction represents a"reverse bailout"
at the expense of the City of Lake Elsinore; and
WHEREAS, this reduction places a disproportionate load of
revenue reductions on the City of Lake Elsinore; and
6dHEREAS, the cities should be provided with subventions which
permit revenue growth at least comparable with schools or counties, that
is, approximately 7%; and
WHEREAS, the proposed reduction represents an 11°o reduction;
and
WHEREAS, the City of Lake Elsinore feels that all state programs
should be treated alike in face of the state's fiscal crisis,
NOW, THEREFORE, BE IT RESOLVED, that the City of Lake Elsinore
calls upon the Governor, and the State Legislature to adopt a fair share
approach to the reduction of subventions for state programs and local
services, and that reductions in subventions to cities be based upon a
formula which provides for a reasonable revenue growth of each cities
general purpose funds of a minimum of 7% for fiscal year 1982-83.
BE IT FURTHER RESOLVED, that a copy of this resolution be pro-
vided to the Governor, every member of the State Senate, every member of
the State Assembly, and the Mayor of every city of the State of California.
