A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, ADOPTING PERSONNEL
RULES AND REGULATIONS
', WHEREAS, the City Council has approved and set for second reading
Ordinance No. 805 establishing Chapter 2.46 of the Lake Elsinore Municipal Code
entitled Personnel; and,

; WHEREAS, The City Council is authorized and directed to adopt Rules and
j Regulations for the administration of the personnel system pursuant to said
I Chapter; and,
WHEREAS, the objectives of these Rules are to facilitate efficient and
economical services to the public and to provide for an equitable system of
personnel management in the municipal government; and,
WHEREAS, these rules set forth in detail those procedures which insure
similar treatment for those who compete for original employment and promotion,
and define many of the obligations, rights, privileges and prohibitions which
, are placed upon all employees in the competitive service of the City; and,
WHEREAS, at the same time, within the limits of administrative
feasibility, considerable latitude shall be given the City Manager and
Personnel Director in the interpretation of these rules; and,
WHEREAS, the City has met and conferred with the Professional/Administra-
tive Group and have come to an agreement regarding various terms and conditions
of employment; and,
WHEREAS, said agreement makes reference to certain PERSONNEL RULES AND
REGULATIONS dated June, 1987, with respect to many of those terms and
conditions.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lake
Elsinore does hereby find, declare and determine as follows:
1. Said PERSONNEL RULES AND REGULATIONS dated June, 1987, which
are attached hereto and made a part hereof, are hereby
approved and adopted.

' 2. Said RULES shall apply to all classes of employment in the
Professional/Administrative Group.
3. Said RULES shall become effective upon the effective date
of Ordinance No. 805.
