HomeMy WebLinkAboutCC Reso No 1987-19RESOLUTION NO. 87- 19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, MAKING AN AMENDMENTS TO THE LAND USE ELEMENT OF THE LAKE ELSINORE GENERAL PLAN FOR THE FIRST CYCLE OF THE CALENDAR YEAR OF 1987. THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALI- FORNIA, DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, Section 65361(a) of the Government Code pro- vides that no mandatory element of a General Plan shall be amended more frequently than four times during any calendar year; and WHEREAS, the Planning Commission held public hearings on this round of General Plan Amendments on March 17, 1987, and April 7, 1987, and that these public hearings were advertised as required by law. The Planning Commission made recommendations to the City Council concerning these General Plan Amendments and has filed with the City Council copies of maps and reports; and WHEREAS, notice was duly given of the public hearings on the Amendments, which public hearings were held before the City Council on the 14th day of April, 1987, at the hour of 7:00 p. m., with testimony received being made a part of the public record; and WHEREAS, all requirements of the California Environ- mental Quality Act have been met for the consideration of whether the projects will have a significant effect on the environment. NOW, THEREFORE, in consideration of the evidence I received at the hearing, and for the reasons discussed by the , Council members at said hearing, the City Council now finds that ' the Lake Elsinore General Plan be amended as follows: A. GENERAL PLAN AMENDMENT 87-1 'I APPLICANT: Robert K. Wong ' PROPERTY OWNER: Robert K. Wong ', LOCATION: On the southwesterly corner of ' Riverside Drive and Collier Ave- , nue, southwest 1319.67 feet along Riverside Drive and southeast 990 , feet along Collier Avenue and to I a depth of 330 feet (net). , _1_ , Chanqe approximately 15 gross acres from Limited I Industrial and Floodway Fringe to Commercial Manu- , facturing. , Approval is based on the following: 1. This Amendment would enhance the City of Lake - j Elsinore's position in its efforts to attract commercial-manufacturing uses and expand the economic base by providing desirable commercial- manufacturing development sites within the cor- , porate City limits. I 2. This Amendment will meet the goals of Lake ', Elsinore's General Plan by encouraging the ' location of commercial-manufacturing uses ', which are compatible with the valley's re- I sources, climate and appearance. i 3. This proposed Amendment will encourage the ' kind of economic growth and development which supplies jobs and economic self-sufficiency , for existing and future residents, and main- tains the City's ability to finance public ~ improvements, and human services. ~ 4. This Amendment will help accomplish the City's goal and policy to create a balance of land use in the planning area and encourage stra- ' tegic locations for commercial area along major streets. ' 5. This Amendment would not adversely affect the ' surrounding property with respect to value or i precedent. ', 6. This change is compatible with surrounding land uses and zoning. 7. Finding of no significant impact upon the ', environment and issuance of a negative ' declaration. B. GENERAL PLAN 87-2 , APPLICANT: Jeff Juhasz, Nick Nash, Jr. and ' George Jenkins ' PROPERTY OWNER: Jeff Juhasz, Nick Nash, Jr. and ' George Jenkins ' LOCATION: Two parcels, one on north side and one on south side of end of , cul-de-sac on Nashland Avenue ' (Parcels 8 and 11), and one par- cel (Parcel 1) on west side of , Quail Drive between Nashland Avenue and Raven Drive. ~ Change the existing land use designation on three par- cels totalling approximately .42 acres from Medium Density Residential (6.1-12.0 dwelling units per acre) to High Density Residential (12.1-20.0 dwelling units per acre - Condominiums; 12.1-24.0 dwelling units per , acre - Apartments). ~I Approval is based on the following: II 1. The existing Medium Density Residential designa- tion is not compatible with existing surrounding land uses. 2. The General Plan High Density Residential Land Use i designation would provide the appropriate mecha- nism to ensure compatible land use utilization in -2- relationship to the surrounding residential uses established in the area. 3. This Amendment would result in compatible zoning and General Plan designations, which would be in compliance with State Zoning and Planning Law. 4. The proposed Amendment will not adversely affect surrounding property with respect to value or precedent. 5. This area is appropriate for higher density ' residential development due to the adequacy and availability of essential infrastructure and urban services. 6. This Amendment would establish the potential to increase threshold population which would support local businesses and services. 7. Finding of no significant impact upon the environment and issuance of a negative declaration. PURSUANT TO THE ABOVE FINDINGS, IT IS RESOLVED by the City Council of the City of Lake Elsinore, California, that the City of Lake Elsinore General Plan Land Use Map be amended for the first time in calendar year 1987 to reflect General Plan Amendment 87-1 and General Plan Amendment 87-2.
