HomeMy WebLinkAboutCC Reso No 1988-41RESOLUTION NO. 88-41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ESTABLISAING LANDSCAPE GUIDELINES FOR ALL DEVELOPMENT WITHIN THE CITY. THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the City desires to improve the qualilty of life for its citizens; and WHEREAS, the City has determined it necessary to improve the City's image; and WHEREAS, the City desires to promote higher standards for development; and WHEREAS, the City has determined a need for devel- oping, adopting and implementing landscape guidelines; and WHEREAS, the Planning Commission, at its meeting on June 7, 1988, aPter review and consideration of the Landscape Guidelines, adopted Resolution No. 88-4, approving said Guidelines and recommending adoption of same to the City Council; and WHEREAS, this proposal was evaluated with regards to environmental impacts and was determined not to be a project under the California Environmental Quality Act; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lake Elsinore, California, does hereby approve and adopt the Landscape Guidelines, designated at Exhibit "A", attached hereto and made a part hereof. Purpose and Intent The city recogn~zes that landscap~ng ~s a cruc~al part of development and should demonstrate the same level of comm~tment as the structure and s~te plann~ng Qual~ty landscap~ng can enhance the appearance of structures and the env~ronment wh~le ~mprov~ng the C~ty's ~mage and qual~ty of l~fe for the c~t~zens The purpose of th~s manual ~s to prov~de gu~del~nes and m~n~mum standards for landscap~ng and def~ne the manner ~n wh~ch landscape plans shall be subm~tted to sat~sfy the landscap~ng requ~rements of the C~ty of Lake Els~nore All development shall conform to the m~n~mum standards set forth ~n the follow~ng requ~rements However, the standards should not be cons~dered as l~m~tat~ons and developers are encouraged to explore new or ~nnovat~ve des~gn concepts and mater~als The c~ty reserves the right to rev~ew each project ~nd~v~dually for un~que or spec~al cons~derat~ons wh~ch may requ~re add~t~onal or reduced requ~rements The Standards and requ~rements set forth ~n the follow~ng document are supplemental to any appl~cable mun~c~pal codes or regulat~ons Should there be a confl~ct between these Standards and any other codes or regulat~ons, the more str~ngent shall preva~l In summary, these gu~del~nes are prov~ded to ensure that the appropr~ate landscape mater~al ~s ut~l~zed ~n the appropr~ate locat~on and ~nstalled w~th the proper techn~que A L~sted below are as ~t relates to cons~der these landscape plans general pol~c~es and goals of the c~ty landscap~ng ProJect des~gns shall pol~c~es and goals when develop~ng 1 Landscap~ng ~s to trees, ground cover landscape system ~s cons~st of permanent ~rr~gation, and/or turf unless a temporary warranted (see def~n~t~ons) 2 All unpaved, unused areas of commerc~al, ~ndustr~al, and mult~-fam~ly for landscape subm~ttal to f~nal releases) prov~de an outl~ne of the plans (from prelim~nary A General Requ~rements All landscape plans for commerc~al, ~ndustrial, and mult~-fam~ly res~dential proJects consist~ng of four (4) or more un~ts) shall be s~gned by a landscape des~gner S~ngle fam~ly res~dent~al un~ts, duplexes and tr~plexes, shall conform to any appl~cable sect~on of these gu~del~nes or other c~ty codes and ord~nances perta~n~ng to landscap~ng, but profess~onal landscape plans are not requ~red B Rev~ew and Approval Process (see Flow Chart) 1 Pre-Subm~ttal Meet~nq - The pre-subm~ttal meet~ng ~s the recommended f~rst step ~n secur~ng landscape plan approval for a proposed proJect Th~s meet~ng should co~nc~de w~th the prelim~nary meet~ng held w~th c~ty staff, the appl~cant, and the appl~cant's eng~neer and arch~tect Although not mandatory, th~s meet~ng w~ll fam~l~ar~ze the appl~cant and/or landscape des~gner w~th the C~ty's rev~ew process, ~dent~fy the ~nformat~on and mater~als necessary to f~le landscape plans, d~scuss plant~ng mater~al, and expla~n potent~al concerns and solut~ons w~th the s~te Th~s meet~ng may be arranged by contact~ng the Plann~ng D~v~s~on 2 Prel~m~narv Plan Subm~ttal - Once the appl~cant ~s prepared for formal proJect subm~ttal to the c~ty, a prel~m~nary landscape plan shall be prov~ded as part of the total appl~cat~on package for Des~gn Rev~ew The prel~m~nary landscape plans shall be attached to the s~te, grad~ng, floor, and elevat~on plans The requ~red number of plans ~s ~nd~cated ~n the proJect subm~ttal requ~rements checkl~st Contents of the prel~m~nary plan are prov~ded ~n Sect~on IV 3 c~tv Rev~ew - Upon rece~pt of the proJect, the c~ty Plann~ng D~v~s~on shall rev~ew the plans for completeness and forward the plans to the C~ty's Landscape Consultant for conceptual rev~ew After complet~on of th~s rev~ew, approx~mately two (2) weeks, the consultant returns the plans to the Plann~ng D~v~s~on outl~n~ng h~s/her f~nd~ngs and recommendat~ons The Plann~ng D~v~s~on shall ~ncorporate the recommendat~ons ~nto the proJect staff report's Cond~t~ons of Approval 4 Approval - Based upon f~nd~ngs and recommendat~ons ~n the staff report, the prel~m~nary landscape plans are then approved or cond~t~onally approved by the c~ty Counc~l 5 F~nal Landscape Plans Pr~or to issuance of bu~ld~ng perm~ts, the appl~cant shall subm~t and rece~ve approval of the landscape construct~on documents by the Plann~ng D~v~s~on Three (3) sets shall be subm~tted ~n substant~al compl~ance w~th the Cond~t~ons of Approval along w~th perm~t appl~cat~on and fees spec~f~ed on the c~ty Fee Schedule The plans are then rev~ewed by staff and the C~ty's landscape consultant Upon approval, a stamped approved "Job set" w~ll be ava~lable for the appl~cant along w~th the perm~t The subm~ttal (5) requ~rements for the f~nal construct~on documents are prov~ded ~n Sect~on IV 6 Rev~s~ons The c~ty requ~res that any changes to the approved plans rece~ve Plann~ng D~v~s~on approval pr~or to ~mplementat~on in the f~eld The appl~cant shall subm~t the follow~ng ~tems a Three (3) sets w~th revis~on(s) shown ~n red and noted on the t~tle sheet o b A letter of explanat~on from the proJect land- scape des~gner Just~fy~ng the rev~s~on(s) 7 Inspect~ons a The follow~ng ~nspect~ons may be requ~red dur~ng ~nd~cat~ng that the ~nstallat~on has been completed per approved plans (2) Upon rece~pt of the letter, the c~ty w~ll ~nspect the proJect to conf~rm compl~ance (3) The letter shall be subm~tted to the
