A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, MAKING AMENDMENTS TO
THE LAND USE ELEMENT AND THE CIRCULATION ELEMENT
OF THE LAKE ELSINORE GENERAL PLAN FOR THE FIRST
CYCLE OF THE CALENDAR YEAR OF 1988.
THE CITY COUNCIL OF TAE CITY OF LAKE ELSINORE~
CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
WHEREAS, Section 65361(a) of the Government Code
provides that no mandatory element of a General Plan shall be
amended more frequently than four times during any calendar
year; and
WHEREAS, the Planning Commission held public hearings
on this round of General Plan Amendments on June 7, 1988, and
that these hearings were advertised as required by law. The
Planning Commission made recommendations to the City Council
concerning these General Plan Amendments and has filed with the
City Council copies of maps and reports; and
WHEREAS, notice was duly given of the public hearing
on the Amendments, which public hearing was held before the City
Council on the 28th day of June, 1988, at the hour of 7:00 p.m.,
with testimony received being made a part of the public record;
and
WHEREAS, all requirements of the California Environ-
mental Quality Act have been met for the consideration of
whether the projects will have a significant effect on the
environment.
NOW, THEREFORE, in consideration of the evidence
received at the hearinq, and for the reasons discussed by the
Council members at said hearing, the City Council now finds that
the Lake Elsinore General Plan be amended as follows:

Change approximately 8.38 acres from Public/Semi Public to
Aigh Density Residential (12.1-20 dwelling units per acre -
Condominiums; 12.1-24 dwelling units per acre - Apartments).
Approval is based on the following:
l. The proposed General Plan Amendment would establish a
land use density and usage more in character with the
subject property's location, access and constraints.
2. This Amendment will not adversely affect the surrounding
property with respect to value or precedent.

3. Granting of the requested Amendment will permit reason-
able development of the property consistent with its
constraints and more compatible with adjacent properties
and proposed development.
4. The approval of the requested Amendment permits develop-
ment to the highest and best nature within mitigable
means to insure maintenance of the general public
health, safety and welfare.
5. Finding of no significant adverse impact on the
environment and issuance of a Negative Declaration

Amend the Circulation Element of the General Plan by
changing vehicular traffic corridor classifications of
certain streets to minimize impacts on existing residential,
commercial, and industrial development, and recognize
topographic constraints.

Approval is based on the following:
1. To bring Circulation Element of the General Plan into
conformance with topographic and other constraints
existing along these corridors.
2. To consider right-of-way constraints caused by existing
development.
3. This General Plan Amendment will be compatible with the
City's development pattern.
4. The proposed Amendment will not be detrimental to the
health, safety, comfort, or general welfare of the
persons residing or working in the neighborhood, nor
injurious to property or improvements in the
neighborhood.
5. Finding of no significant impact upon environment and
issuance of a Negative Declaration.
PURSUANT TO THE ABOVE FINDINGS, IT IS RESOLVED by the
City Council of the City of Lake Elsinore, California, that the
City of Lake Elsinore General Plan Land Use Element and
Circulation Element be amended for the first time in calendar
year 1988 to reflect General Plan Amendments 88-2 and 88-3.
PASSED, APPROVED AND ADOPTED this 28th day of June,
1988, by the following vote:
