PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Shawn Slater. ROLL CALL PRESENT: BOARD MEMBER: FAGAN ~ PRESENT: CHAIR WOMAN: WATTS PRESENT: CODE ENFORCEMENT MANAGER: CHIPMAN Also present were: Code Enforcement Officer Shawn Slater, Code Enforcement Officer Fred Lopez and Office Specialist Teyler. PUBLIC COMMENTS n I 1 Ruth Atkins of Lake Elsinore indicated she had two concerns this evening. She stated it involved the Military Academy in which a police report was filed with a non-emergency number approximately two weeks ago that had not been corrected as of that morning. She commented there were open windows on the first floor which are big enough for someone to get in and do damage. She stated they were unhappy this had not been corrected. She indicated there was graffiti on the fence at the Machado Adobe. Code Enforcement Manager Chipman asked Code Enforcement Officer Slater to give an update on the case. He indicated we did originally have the Machado House on the Agenda but there had been some changes He stated Officer Slater had contact with the new owners so he would let Officer Slater give a status on the property. Agenda Item No Page of PAGE 2 - NUISANCE ABATEMENT MINUTES - AUGUST 19, 2008 n Chairwoman Watts addressed Code Enforcement Officer Slater. n Code Enforcement Officer Slater indicated we did have the Machado Plantation scheduled on the Nuisance Agenda this evening but was removed. He indicated he understood the property was in transition and would be purchased by a new property owner. He stated the new property owner contacted him after he received a phone call from the other property owner. He indicated the property owner called him and had been very interested in resolving the issues. He commented the property owner had not wanted to see a problem there. He stated he wanted to keep the property secure and maintain it as a part of history for the City. He said the new property owner contacted the current owner, Classic Pacific, wherein he would have a meeting with them tomorrow. He indicated they would address those issues at that meeting to mitigate any further violations and hazards on the property. He commented on the Military Academy. He stated he had been in direct contact with Nancy Daniels of the Garrett Group. He indicated he had gone out there that moming at 10:00 a.m. with four deputies and did a walk through of the building. He commented the maintenance man had been out there two days ago to lock the place up and to remove the graffiti but had heard voices inside that was why they had gone out there to secure the property. He indicated at 10:53 a.m. he contacted Nancy Daniels who stated she would have the contractor get out there today or in the next two days to board that up for them. He stated she was going to remove the graffiti, secure the fence line and be in touch with them for a follow up inspection. He indicated they were going to keep a closer eye on it in the future. Chairwoman Watts thanked Officer Slater. CONSENT CALENDAR 1. The following Minutes were approved: A. Minutes for June 17, 2008. PUBLIC HEARINGS Chairwoman Watts opened the Public Hearing at 4:38 p.m. 2. 16471 BRISTLECONE STREET. APN 379-242-003. LAKE ELSINORE. CA Chairwoman,Watts inquired if this case was Code Enforcement Officer Lopez'. Code Enforcement Manager Chipman indicated it was. n I I Code Officer Lopez indicated his attention was brought to this property through a routine inspection conducted on June 17, 2008. He commented the property had Agenda Item No Page of PAGE 3 - NUISANCE ABATEMENT MINUTES - AUGUST 19, 2008 n an extensive amount of junk, trash, debris and old tree limbs, branches, brushes and things of that nature. He stated a Notice of Violation was left at the property. He commented there had been very little change on subsequent inspections. He said some of the junk, trash and debris had been removed but not to a sufficient amount in a sufficient amount of time. He indicated he had conversations with a Jason Jones who claimed to be the son of the property owner and was the one who was responsible for the property. He commented that apparently the mom was incapacitated and had not lived at the property for quite some time. He stated through another conversation the property owner lived with her mother somewhere else in the City. He indicated according to Mr. Jones he visited the property two or three times a week and stated he was doing his best to get the property cleaned up. He said he had advised him his efforts were not progressing to the manner in which they should. He stated he had decided to take the property to nuisance in an effort to.get it cleaned up in a more timely fashion. He commented Joyce had received a telephone from a Penelope Jones, we did not know the relationship with either Jason or Leta, who stated Leta was in the hospital receiving cancer treatments and Jason was in hospital due to a car accident. He commented none of which he could verify at that time. He stated we would probably not see a response due to these conditions. rj I [ Code Enforcement Manager Chipman asked if we had known if this Jason had any legal interest in the property. Code Enforcement Officer Lopez indicated he did not. He stated he was not on any of the tax records. He commented Leta Jones was. He said he had actually spoken to her mother and she indicated Leta was not in a capacity to accept responsibility for the property and that was the reason her son, who only lived there part time, was doing what he could. He stated it had come down to money or lack thereof as to the reason why it was not done in a timely fashion. Code Enforcement Manager Chipman indicated we had received complaints from the neighbors around there for a couple of months and it was not getting any better. He stated it looked the same now as it had before. Code Enforcement Officer Lopez indicated he had gone by there that day and there had been no significant changes from the last inspection on August 4, 2008. He stated he had issued citations to the property but the ultimate goal was to get it cleaned up so he did not feel the citation process would make that happen any quicker. He stated that was one of the reasons for taking the property to nuisance. He commented he had received several complaints. Chairwoman Watts indicated there had been no change she would personally declare it a nuisance because you could only keep a case going for so long. n Code Enforcement Officer Lopez agreed. Code Enforcement Officer Lopez recommended the Board declare the property a public nuisance clearing the way for the City to go abate the current conditions. He stated we would give the property owners proper notice and if they could get the property clean within the time frame that would be acceptable as well. RILEY STREET. APN 374-162-034. LAKE ELSINORE. CA Chairwoman Watts asked if the speaker would like to speak or wait until after Code Enforcement Officer Slater spoke. n Linda Davis. stated she had maintained her property and she had pictures to prove they had been cleaning it. She indicated there were buildings on the property that had to be painted but they were trying to get the weeds cleaned up. She commented they had removed one trailer from the property. She stated on the twenty-fifth they were going to start painting the building on the outside of the structure. She indicated she had pictures to prove there were properties on that street that had not been cleaned in years with weeds built up. She commented she had a new home built next to them at 221 Riley and their backyard was full of green shrubbery, weeds that had grown along the back fence and it was all the way over the back fence. She said they had been cleaning their property trying to get all the. stuff on the property they did not want gone. She stated there was not a week gone by that they had not filled their trash cans full of weeds and household trash. Code Enforcement Manager Chipman asked if her name was Bobby. Ms. Davis indicated her name was Linda Davis. Code Enforcement Manager Chipman asked if she would please speak into the microphone and give her name. Ms. Davis indicated her name was Linda Davis, 220 North Riley, Lake Elsinore. n Code Enforc~ment Manager Chipman thanked her. Agenda Item No Page of PAGE 5 - NUISANCE ABATEMENT MINUTES - AUGUST 19, 2008 n Ms. Davis indicated she brought pictures to show they had been cleaning their backyard and had been maintaining it. She stated the front yard had not been touched yet because her dad had two surgeries within the last three months regarding clogged arteries and the doctor had stopped him from working on it. She said they would have everything done and cleaned by the end of this year and have the front yard in a maintained order. She stated they were going to concrete in the front yard so they would not have to worry about weeds building up. She indicated they were going to put flowers in the front yard and they were trying to get the backyard cleaned up so they could get grass to grow back there because they want to be able to enjoy their backyard. She commented she had been working on it herself for about four or five months and trying to take care of her dad and' her stepmom who was dying. She stated there were three or four other people who were coming over to help maintain and get the stuff done. Code Enforcement Manager Chipman asked if she had current pictures to show what the property looked like. Ms. Davis stated she did. Code Enforc.ement Manager Chipman asked if they could see them. He inquired if the pictures had been taken today. I, Ms. Davis indicated they were taken yesterday. Code Enforcement Manager Chipman stated the pictures taken of next door were not going to be shown to the Board Members and would be dealt with as a separate issue through Code Enforcement. He indicated the pictures had no bearing on her property. Ms. Davis stated that was fine. She indicated the addresses were on the back and that the house had been abandoned. Board Member Fagan asked if there was a fire hydrant in the middle of her yard. Ms. Davis indicated they were just sitting around. Code Enforcement Manager Chipman stated they were decorative. Ms. Davis stated they were not hooked up. Chairwoman Watts indicated they were not the real thing. n Ms. Davis indicated they were not hooked up, they were just things given to her father forty years ago. Agenda Item No Page of PAGE 6 - NUISANCE ABATEMENT MINUTES - AUGUST 19, 2008 n Code Enforcement Manager Chipman indicated they were looking at the pictures taken in 2007. He stated the case had been going on since 2006. Ms. Davis stated she had lost her mother along with taking care of her dad and trying to keep the property cleaned up by herself. She indicated she now had other people coming in to help maintain the property and getting it cleaned up. She commented on when the City had their city wide trash dump they had taken five loads of wood and debris. Code Enforcement Manager Chipman indicated she had certainly made progress comparing the pictures from yesterday. Ms. Davis commented that was not all they were going to do because they were going to go through and just wipe it out. Code Enforcement Manager Chipman stated the Board was somewhat reluctant due to the fact the case had been going on for so long. He commented they hear a lot of excuses on why it takes so long because everyone had problems. Ms. Davis concurred. n Code Enforcement Manager Chipman asked how were they to be convinced she would have all this done in a timely fashion. Ms. Davis stated they were going to put up a new fence along the backside of the property and a wooden fence along the other side where it has now chain link. She commented they were going to block the backyard in. She commented she wanted to put grass back there but it would have to be something that would not need to be maintained; it was going to be fake grass. She said it was going to be something you would never have to mow. Chairwoman Watts indicated looking at the paperwork on 10/31/07 spoke with son extension granted. Ms. Davis indicated he did not have a son that lived on the property. She commented she was the only one who lived on the property with him, she was his daughter. Code Enforcement Manager Chipman asked if it was her son or brother. He stated he remembered speaking to her. Ms. Davis stated he was talking about the one that lived across the street. She commented he had not lived on the property. n Agenda Item No Page of PAGE 7 - NUISANCE ABATEMENT MINUTES - AUGUST 19,2008 ~ Code Enforcement Manager Chipman stated he had not known his name. He asked Code Enforcement Officer Slater if he had known. Code Enforcement Officer Slater stated during some of the inspections, Code Enforcement Supervisor at the time Tony Romero spoke with the person at the podium and Mr. Davis. He indicated at that point it was determined it would be best if he approached the brother across the street prior to doing the inspections because he was best suited to explain the violations and control the family. Code Enforcement Manager Chipman indicated it was a brother that did not live at the property. Ms. Davis stated he did not live at the property and could not even keep his own property clean. Board Member Fagan stated there were some photographs of some bad looking electrical connections. He asked if that had been corrected. Ms. Davis asked if he had pictures she would like to see them. She indicated she would have to see them because she did not know what he was talking about. n Board Member Fagan indicated the electric meter. He stated the cover was off the electric meter. Ms. Davis st~ted the cover was on and it had been reconnected. She indicated everything was back on it. Chairwoman Watts inquired about the light bulb. Code Enforcement Manager Chipman stated it was in the storage shed. Board Member Fagan indicated it could very easily start an electrical fire in his opinion. He stated he did not go to the property to take a look. Ms. Davis asked if she could see the picture. Code Enforcement Manager Chipman indicated those were all the pictures taken during an inspection by Code Enforcement and Building. Board Member Fagan stated the pictures were taken last year. n Code Enforcement Manager Chipman stated the shed needed to be permitted. He indicated they needed to get permits for all the electrical too. He commented Agenda Item No Page of PAGE 8 - NUISANCE ABATEMENT MINUTES - AUGUST 19, 2008 n they had made progress but it had taken a lot of prodding to get them there. He stated he had not spoken to him only to her. Code Enforcement Manager Chipman asked Mr. Davis to please speak at the microphone so we could record the conversation. Ms. Davis commented on the electric box. She stated the lady next door moved a fence over and kicked his electric line over. She indicated that was sitting in Superior Court right now due to the damage she had done to his property. She stated she had dug up a waterline there so they had to cut the waterline off so they could have water in the backyard in case there ever was a fire. She said the light fixtures were all being replaced. She indicated the one under shed, that shed was being torn down and light fixtures were coming down. She said they were working on so much of the property every night so they could get over to that area. She said one of the trailers had been moved off the property. She stated it had been sold. She indicated she had been working on it for the last two years by herself and now she had people coming in to help so she did not have to stress and do it by herself. She indicated she was only one person. n Board Member Fagan stated he could appreciate that but he had a problem with it going on for so long. He indicated by looking at the photographs she had brought in that they had made considerable amount of progress in the last year. He commented he was torn between a decision to recommend a nuisance. Code Enforcement Manager Chipman indicated he felt they could not give them to the end of the year. He stated the case had been going on for two years now. Ms. Davis asked for at least a couple more months. She stated that way they could get it done. Board Member Fagan indicated they could give a thirty day extension if that was how the Board felt about it but the fact that the case had been dragging on for so long weighed heavily on them. Chairwoman Watts asked Ms. Davis to have a seat so Code Enforcement Officer Slater could give his recommendation. Ms. Davis thanked Chairwoman Watts. n Code Enforcement Officer Slater addressed the Board Members. He indicated the case was originally written up in a Neighborhood Enhancement Enforcement Project in July of 2006. He stated in that project they had gone door to door writing up every home on every block for all violations completely visible and violating local ordinances, State Building ordinances, life and safety issues. He commented during that process he was confronted by the family members that Agenda Item No Page of PAGE 9 - NUISANCE ABATEMENT MINUTES - AUGUST 19,2008 n they were being singled out and harassed. He indicated they called out a supervisor to intervene. He stated given their feeling of being harassed as you would see from the duration of this case; that he afforded them more opportunity than he had ever given anybody in any case that he had ever handled in four years with the City. He said it had come to a point wherein he had begun to abuse his right and the trust of the citizens of this community. He indicated the pictures they were looking at for the water and electrical was unpermitted, had never been inspected or improved, alterations of the wiring in the backyard, and the sheds were being maintained in an un-slightly manner. He stated they were built and maintained in a manner not consistent with our zoning ordinances. He indicated typically you would allow one accessory structure in the backyard and there were as many as five or six. He indicated two of the sheds had electrical that he personally viewed himself wherein wires were hanging and dangling and were never inspected or approved. He said at the time gray water was draining from a pipe from the porch into the backyard. He indicated there were alterations to the plumbing which had never been verified or approved. He stated in a metal shed on the side to rear of the house a water heater was installed with no permits pulled, no inspections and no approvals. He indicated the gas running to that was the same with nothing on file. He stated he had a Building Inspector with him who had done the inspections which was all confirmed by him. He indicated he had a Pla'nning Associate with him, Joe Bitterolf who also commented none of those things were approved. He indicated considering all those things noted he could consider it a gross negligence and would request the Board find this property a nuisance. n Board Member Fagan asked when was the last time he inspected the property. Code Enforcement Officer Slater indicated he drove by two days ago. He stated the sheds in the backyard appeared to be the same as they were in the photos. Chairwoman' Watts asked Ms. Davis to come to the microphone. She inquired if four other people were helping her. Ms. Davis concurred. Chairwoman Watts asked if it was on a daily basis. Ms. Davis concurred. She indicated every night at five o'clock they showed up. She stated the water heater was there when they moved in forty years ago. Chairwoman Watts indicated that did not mean it was correct. n Ms. Davis stated the water heater was there, and the water pipes, gas lines were all there. She indicated the water pipes underneath the house were all there on the house when they bought the house. Agenda Item No Page of PAGE 10 - NUISANCE ABATEMENT MINUTES - AUGUST 19, 2008 n Chairwoman Watts stated she understood that but people in this area at times had not gotten permits to do what they were suppose to do and that had fallen back on her. Ms. Davis agreed. Chairwoman Watts recommended to declare the property a nuisance. She asked how the other Board members felt. Code Enforcement Manager Chipman stated he had a couple of questions for Code Enforcement Officer Slater before they made a decision. He stated the pictures indicated they were taken on 8/29/07 which was the same date the Building Inspector was out there with him and Joe Bitterolf. Code Enforcement Officer Slater indicated that was correct. Code Enforcement Manager Chipman inquired if the Davis' were given a Notice of Correction at that time that they needed permits and they needed to remove the structures. n Code Enforcement Officer Slater stated yes they were. Code Enforcement Manager Chipman asked Ms. Davis if she was familiar with that. Ms. Davis stated she was not. She indicated all she knew was she was given a notice regarding what needed to be cleaned up and what needed to be corrected. Code Enforcement Manager Chipman stated a lot of this issue was not necessarily just clean up but removing the trailers and the storage sheds. Ms. Davis stated they were working on that. Code Enforcement Manager Chipman indicated they could only have one shed and remove the other trailers, boat trailers. Ms. Davis indicated there were no boat trailers, they had gotten rid of all that. n Code Enforcement Manager Chipman indicated it would make a huge impact to just get those sheds and those trailers out of there. He stated on top of that they still needed to pull permits to fix the electrical, the plurnbing, the water heater and all those issues. She indicated they wanted to take the building down that has the water heater in it and move it toward the house and put a small building around that or put it on the back porch and close it in. Code Enforcement Manager Chipman stated he was going to call on Dave Ferguson. He asked if Dave was the Building Inspector out there on that day. Building Inspector Ferguson stated yes. Code Enforcement Manager Chipman inquired if the water heater she was talking about was the only water heater for that residence. Building Inspector Ferguson indicated they were not allowed in the house. He stated they walked the outside. He indicated it was in the shed about 5' to 5 W tall. Code Enforcement Manager Chipman asked if it was in the shed that was not attached to the house. Building Inspector Ferguson commented it was not attached to the house. He stated there was about a foot and a half between the house and shed. n Code Enforcement Manager Chipman indicated that seemed unusual and he would have to imagine there was another water heater in the house. Ms. Davis indicated there was not. Code Enforcement Manager Chipman asked if the water heater supplied the house and the laundry. Ms. Davis stated it did. Code Enforcement Manager Chipman stated it was a very odd setup. Ms. Davis agreed. She stated she thought the same thing when they moved there. Code Enforcement Manager Chipman indicated he was looking at what he thought was the side of their property. He stated it looked like there was a vent stack coming out on the right side of the property. He said there was a little shed roof. n Agenda Item No Page of PAGE 12 -NUISANCE ABATEMENT MINUTES -AUGUST 19,2008 n Ms. Davis stated they were to go in there tonight, straighten that up and start painting those buildings. She indicated they had been trimming trees and getting the shrubberies picked up and cleaned up. Code Enforcement Manager Chipman indicated he too was discouraged at the amount of time that had taken place on this case and he would have to go along with Ms. Watts. Ms. Davis indicated her brother had promised Code Enforcement Officer Slater a lot of things that had not been carried out. Code Enforcement Manager Chipman stated that certainly had an impact on the case. Ms. Davis said her brother did not live there. She indicated they had no right going over there talking to anyone about that property. She stated they should have talked to her, she understood what Code Enforcement Officer Slater was saying. She commented Code Enforcement Officer Slater was a good guy. She stated that he had bumped heads with Bobby a lot of times. She indicated Bobby had a lot of medical problems. She said Bobby did not know what was going on reg'arding that property. She stated Linda was the one that maintained the property and cleaned the property. r Chairwoman Watts asked if her dad was there. Ms. Davis stated her dad was getting ready to have some surgery done. Code Enforcement Officer Slater indicated all the agreements and conversations had taken place on the property or when Linda and her father had come into City Hall. , Ms. Davis concurred. Code Enforcement Officer Slater stated when he talked to Bobby, the brother, Linda and Mr. Davis were there. Ms. Davis stated Bobby was the nephew. Code Enforcement Officer Slater indicated when he spoke to the brother across the street, Ms. Davis was present at all times. n Ms. Davis stated that was Michael. She indicated Mike was going to be there but he had to work. She commented he was going to tell the City he had nothing to with her dad's property and he did not want to get involved in it. Code Enforcement Manager Chipman indicated he appreciated her honesty and her willingness to clean the property but again he agreed with Chairwoman Watts that enough time had gone by and enough time to clean up. Ms. Davis stated she only needed thirty more days. MOVED BY CHAIRWOMAN WATTS, SECONDED BY CODE ENFORCEMENT MANAGER CHIPMAN, AND CARRIED BY UNANIMOUS VOTE OF THOSE PRESENT TO DECLARE THE PROPERTY AT 220 N. RILEY, APN 374-162-034, LAKE ELSINORE, CA A PUBLIC NUISANCE. 4. VACANT LOT ON STRICKLAND & FOSTER, APN 375-292-007, LAKE ELSINORE, CA ,Chairwoman Watts asked Code Enforcement Officer Slater to address the case. Ii .Code Enforcement Officer Slater asked the Board Members if they had a chance to drive by and look at the property. Board Member Fagan indicated he had. Code Enforcement Officer Slater indicated this was a vacant, triangle piece of property off of Strickland Avenue at Foster. He stated in 2007 he received a complaint from residents on Foster that somebody had illegally dumped a bunch of dirt. He indicated he talked to one of our contract engineers who stated the dirt was permitted and put there permissibly by the person who owned the property. He stated since that time people had seen that dirt and added their own debris to it. He indicated it was dead vegetation, trash, garbage, pieces of furniture and now everything had started to grow becoming a little forest. Board Member Fagan asked who had told him they had permission to dump the stuff. Code Enforcement Officer Slater stated one of our contracted City Engineer Inspectors verified with the City the person who owned the property had permits to dump several piles of dirt for preparation to use it for another project. Board Member Fagan stated there was a lot of dirt out there. n Code Enforcement Officer Slater indicated he was not provided with any documentation to support that, he just took it for face value that everything was Agenda Item No Page of PAGE 14 - NU1SANCE ABATEMENT MlNUTES - AUGUST 19,2008 r valid. He stated since that time no movement had been observed to use that dirt or do anything with it. He commented people were just adding their junk to it and it had become quite a nuisance to the people who lived on that street and to the people who drove by it. He indicated he had noticed a newly refurbished home at 18000 Strickland right at that intersection. He stated with that in mind and with the lack of cooperation and consideration from any of the property owners or responsible parties and no response from the letters, notice or tickets. He stated which had all been unanswered he requested the Board consider this a public nuisance so we could abate this as soon as possible. Code Enforcement Manager Chipman asked if we had had any contact. He asked if Jeff Howie was the owner of this property. Code Enforcement Officer Slater stated all the records he had found indicated it was Jeff Howie. He indicated using Joyce and some of her resources and Nicole Fields in Engineering they found another party who may have been involved the SilL Investment, LLC. Code Enforcement Manager Chipman inquired if we had had any contact, any conversations with anybody. I Code Enforcement Officer Slater indicated not that he was aware of. He stated he had not received any telephone calls or written correspondence regarding any of notices he had sent. Board Member Fagan stated it had looked like they signed for it. Code Enforcement Manager Chipman indicated it had not looked like they did. Chairwoman Watts stated she could not see where they signed for anything. Board Member Fagan indicated we had not contacted the owners at all. Code Enforcement Manager Chipman indicated it looked like he made an attempt to but had not received a response. Chairwoman Watts asked what was back there. Code Enforcement Manager Chipman stated it was return to sender undeliverable. n Code Enforcement Officer Slater indicated there was a piece of mail that went out and received on February 22, 2008 regarding a citation for $400.00 and again on April 16, 2008 looks like another citation was mailed out and received, signed by somebody for a total of $1,000.00 which equals a total of $1,400.00 Agenda ltem No Page of PAGE 15 - NUISANCE ABATEMENT MINUTES - AUGUST 19, 2008 r that the recipient received and signed for mailed to Jeff Howie at his 1240 East Ontario Avenue address. Code Enforcement Manager Chipman stated it looked like a Lydia Contreras. Chairwoman Watts indicated it was Contreras who signed for that on 8/8. Code Enforcement Manager Chipman asked had we ever talked to any of these people. Code Enforcement Officer Slater stated negative. He indicated he had received nothing, no correspondence or telephone calls at his desk. Code Enforcement Manager Chipman indicated he could not read the name on one. Code Enforcement Officer Slater indicated when he pulled up our standard tax ownership property records it indicated Jeff Howie. Chairwoman Watts stated looking at the property it seemed no one was worried about it. She indicated they could declare it a nuisance and maybe they would get on the ball. II Code Enforcement Officer Slater commented that was his intention and hope. Code Enforcement Manager Chipman indicated he had not seen any reason why they should not declare it a nuisance. He stated Code Enforcement Officer Slater made a good attempt to get a hold of the owner. He commented several of the receipts had been signed for by different individuals at the same address. Code Enforcement Officer Slater commented his original complaint came via Councilman Hickman. He stated the original was filed from a resident through Councilman Hickman so it had gone to that level of escalation. Code Enforcement Manager Chipman indicated Jeff Howie had rung a bell to him because he had known he was involved in several other residential projects in the City and he had not had the best of luck. He stated he had some financial problems just like everyone had with the economy.
