NUISANCE ABATEMENT MEETING

CALL TO ORDER
The regular Nuisance Abatement Meeting was called to order by Board Member Watts at
5:00 PM
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Building & Safety & Code Enforcement Manager
Chipman.
ROLL CALL
PRESENT: BOARD MEMBERS:
WATTS, FAGAN
ABSENT:
NONE
Also present were: Building & Safety /Code Enforcement Manager Chipman, Senior
Code Enforcement Officer Gordon, and Office Specialist Porche'.
PUBLIC COMMENTS
None.
CONSENT CALENDAR
1. The following minutes were approved:
A. Nuisance Abatement Meeting for April 19, 2005.
MOVED BY FAGAN, SECONDED BY WATTS AND CARRIED BY
UNANIMOUS VOTE OF THOSE PRESENT TO APPROVE THE CONSENT
CALENDAR AS PRESENTED.

PUBLIC HEARINGS
1. Nuisance Abatement Hearing at 15410 Grand Avenue.
Board Member Watts requested Senior Code Enforcement Officer Gordon to give a brief
overview of the property.
Senior Code Enforcement Officer Gordon indicated that this property involves a 26-acre
piece of land occupied by a family that has allowed trailers and storage building behind the
main house. She stated that trash & debris cluttered the areas, which cause concern
regarding health issues. Furthermore, she indicated that there was a problem with the sewer
system, causing raw sewage to flow onto the ground.
Senior Code Enforcement Officer Gordon stated that she has spoken with the owner of the
property, and was informed that the property would be cleared of all trash and debris. She
stated that the Code Enforcement Division has inspected the property and determined it to
be in compliance with the City's nuisance code, and therefore recommended to Staff and the
Committee that this case be dismissed.
Board Member Watts requested comments from the public. There being no comments,
Board Member Watts referred the discussion back to the table.
Board Member Watts asked Staff if the property continues to attract loiters.
Senior Code Enforcement Officer Gordon replied that all is under control. She indicated
that the area continues to have people walking by the lake front, but not on the property.
Board Member Watts asked about the swimming pool.
Senior Code Enforcement Officer Gordon stated that the swimming pool is currendy
empty.
Board Member Watts had no further questions.
Board Member Fagan stated that he accepts Staffs recommendation and had no further
questions.
MOVED BY FAGAN, SECONDED BY WATTS AND CARRIED BY
UNANIMOUS VOTE OF THOSE PRESENT DISMISS THE PROPERTY AT
15410 GRAND AVENUE.

2. Nuisance Abatement Hearing at 29080 Gunder Avenue
Building & Safety /Code Enforcement Manager Chipman asked Senior Code Enforcement
Officer Gordon to review the case with the Board and to give a recommendation.
Senior Code Enforcement Officer Gordon gave a brief overview of the property. She
indicated that the property involves a single family house that appeared to have had a
landslide to which prompted an investigation by the Code Enforcement Division. She
stated that the Code Enforcement Division observed many code violations, including
inoperable vehicles, and an accumulation of personal items in publics view. She indicated
that in addition to the debris, a large shed was built without the proper building permits.
Senior Code Enforcement Officer recommended to Staff and the Board Members that this
property be declared a public nuisance and to proceed with the abatement of the property.
Board Member Watts requested comments from the public.
Edward Wucher, 29080 Gunder Avenue, Lake Elsinore stated that he is the brother-in-law
of the owner of the property. He stated that he is currendy cleaning up the area, however
stated that he would need more time. He requested a thirty-day extension.
Board Member Watts asked Mr. Wucher if 30 days would be enough.
Mr. Wucher indicated "Yes".
Board Member Fagan asked Mr. Wucher if the property was near Morgan Street.
Mr. Wucher replied "No". He stated that the property was near Ulmer Street.
Building and Safety/Code Enforcement Manager Chipman asked the owner if the property
had been cleaned up after the pictures had been taken.
Mr. Wucher stated "Yes".
Building and Safety/Code Enforcement Manager Chipman asked the owner if the patio
cover had been approved by the City.
Mr. Wucher indicated "No", however, he stated that he is working on it.
Board Member Fagan agreed to give the owner a thirty day extension.
There being no further comments, Board Member Watts requested the reading of the Order.

UNANIMOUS VOTE OF THOSE PRESENT TO GIVE A 30 DAY EXTENSION
TO THE PROPERTY LOCATED AT 29080 GUNDER AVENUE, LAKE
ELSINORE, APN 378-072-016.

CODE ENFORCEMENT COMMENTS
Senior Code Enforcement Officer Gordon:
. She stated that the City Council has approved for an additional Code Enforcement
Officer.
NUISANCE ABATEMENT BOARD COMMENTS
Board Member Watts:
. She noted that more Staff is well needed, and was glad to hear of City Councils
recommendation.
Board Member Fagan:
. No comments.
