NUISANCE ABATEMENT MEETING

CALL TO ORDER
The regular Nuisance Abatement Meeting was called to order by Planning/Code
Enforcement Manager, Villa, at 5:12 p.m.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Board Member Fagan.

Also present were: Planning/Code Enforcement Manager Villa, Senior Code
Enforcement Officer Gordon, Code Enforcement Slater and Office Specialist Staley.

CONSENT CALENDAR
1. The following minutes were approved:
A. Nuisance Abatement Meeting for August 17, 2004.
MOVED BY FAGAN, SECONDED BY WATTS AND CARRIED BY
UNANIMOUS VOTE OF THOSE PRESENT TO APPROVE THE
CONSENT CALENDAR AS PRESENTED.
PUBLIC HEARINGS
1. 15170 Machado Street - Fire damaged house with accumulation of trash and debris.

Planning/ Code Enforcement Manager Villa asked Senior Code Enforcement Officer
Gordon to review the case with the Board. Senior Code Enforcement Officer Gordon
indicated that a fire on September 24th destroyed most of the vacant house, leaving the
foundation and a chimney as well as a lot of trash, debris and a dilapidated mobile home. She
indicated that a Notice of Violation was sent to the listed property owner who forwarded it
to Corman-Leigh Properties who intended to build houses on the site, although they had not
yet submitted any plans to the City. She also indicated that a representative from Corman-
Leigh contacted Code Enforcement to advise that they had begun the clean up of the
property, but needed more time to complete the work, especially with the recent rains.
Senior Code Enforcement Officer Gordon suggested two possible recommendations to the
Board, (1) they could declare the property to be a nuisance, giving Corman-Leigh 10 days to
either appeal the City's actions or (2), finish the clean up or they could bring the case back
to the November 16th Nuisance Abatement Hearing, giving them an extension of
approximately 30 days to complete the work. She indicated that if the work was completed
by then, the case would be dismissed at the Hearing. Chairwoman Watts suggested allowing
the property owner the full 30 day extension.
MOVED BY FAGAN, SECONDED BY WATTS AND CARRIED BY
UNANIMOUS VOTE OF THOSE PRESENT TO APPROVE THE
FULL 30 DAY EXTENSION.
2. 539 Lake Street - Accumulation of stored items. inoperable vehicle and a lot of trash and
debris in yard.
Planning/ Code Enforcement Manager Villa asked Senior Code Enforcement Officer
Gordon to review the case with the Board and to give a recommendation.
Senior Code Enforcement Officer Gordon indicated that this case involved a single family
house where the occupants accumulated things in the yard and had regular yard sales, often
not removing the items from public view. She noted that this was not the first time the City
had to take action to get the property in compliance. She indicated that the occupants said
they spent a day with a small bobcat tractor and dump truck; and took a load to a landfill.
She indicated that an inspection by Code Enforcement showed an inoperable truck was
gone, but the yard was not cleaned up enough to dismiss the case. Staff recommended that
the property be declared a nuisance and that after 10 days the City would take bids, remove
the debris and place the charges on the owner's property tax bill.

UNANIMOUS VOTE OF THOSE PRESENT TO DECLARE THE
PROPERTY LOCATED AT 539 LAKE STREET A NUISANCE.
INFORMATIONAL ITEMS
Planning/ Code Enforcement Manager Villa expressed he would like to introduce Code
Enforcement newest Officer, Shawn Slater. He commented that he has been with the City
for a litde over two months. Officer Slater thanked everyone and expressed that he was

looking forward to a long future with the City of Lake Elsinore. Planning/Code
Enforcements Manager Villa shared with the Board that the Code Enforcement Division
presented a power point presentation to the Public Safety Advisory Commission to explain
the future of Code Enforcement. He indicated that Code Enforcement was responsible for
the Lake Elsinore Municipal Code. Planning/Code Enforcements Manager Villa offered to
present the presentation to the Board Members which would give the Board Members a
better understanding of what Code Enforcement did and how this Board helped Code
Enforcement carry out those duties on a daily basis. Code Enforcement dealt with about
three thousand cases a year.
CODE ENFORCEMENT COMMENTS
None.
NUISANCE ABATEMENT BOARD COMMENTS
Chairwoman Watts and Board Member Fagan requested an update on the two lots at
Graham Avenue. Planning/Code Enforcement Manager Villa asked Senior Code
Enforcement Officer Gordon to review case. Senior Code Enforcement Officer Gordon
indicated that the lots were being abated by the person using the storage lots, Mr. Alexander.
Senior Code Enforcement Officer Gordon read the recent letter she mailed to the property
owner, Linda Boyd. She recited the letter. The letter indicated that the property owner was
given an extension to abate the property, but because so much time has passed and the lots
are still not completely cleared, the owner now has until November 6, 2004 to complete the
work or the City will take bids to abate the property. The cost will be placed on the owner's
property tax bill. Board Member Fagan stated that it looked like their was an effort being
made to clean up the lots, but then the work suddenly stopped.

CARRIED BY UNANIMOUS VOTE OF THOSE PRESENT TO ADJOURN THE
NUSIANCE ABATEMENT MEETING AT 5:45 p.m.
