f A regal r meeting of the City Council of the City of Elsinore
was held on the above date. The meeting was called to order at tl~ hour
' of 4 a.m: with Mayor A.- G. -Keok in the" chair.
Councilmen L.•B-. Taylor, ~A, G. Keck; J. H. Bell and 1v. L. Everett
answered the roll call. Absent: Councilman P. C. Graham.

The'rninutes of the previous r:eeting not being prepared;; t~uere
passed for 'reading at the next regular-"meeting of the council:
' The clerk then presetted to the Council a communication from
~ Water Superintendaht M. Harmon, reque.eting that he be'granted a tvu vreeks'
vacation.
.Upon motion duly made and. carried,.: the matter was'].aid on the
table for further consideration later in the meeting.
i City Engineer Glenn Graham then presented to Council his repa•t
-' o-n petition for'pabing of certain portion of Heald', Alain and other streets,
shotving that 5~~ of the frontage in said'dstrict-was signed for, favoring
::,the improvement. __ .
Whereupon, after Council's due s(jnsideration of said petition, it
was moved by Councilmen Taylor `and seconded by Councilmen" P~11 that the
petition be turned back to the City Engineer with instructions ,that he bo
authorized to proceed wwith the necessary work, which motion was carried
by the :following vote:,.....

aS communication to Council from the Aletropoli~m 19ater^, istrict
inviting the City of Elsinoro to join in the district was then read by
the clerk.
- Whereupon, 'it was duly moved•'by Councilman .Taylor Nand s econded
by Councilman'vverett that'the Clerk be>instructed-tb:reply'to said com-
muh:eatieh, inviting Tiir'. Howard~Secretary to arrange to meet with-the City
Council to explain more fully their propositions; also hat-City.<~ttorney
be advised to be present at the time of meeting:

% Councilman Taylor then reported to Council that after rraking 3n
'' iinvestigaton%,' he considered the City's contract, with City EngirE er
Graham inequitable and recommended hat the terms of sar!e w~th:reepect
to•fee allowed, be changed, granting the Engineer8"f, instead of.6~ on the
cost of improvement work..
Whereupon after due consideration of the matter it wa.s moved by
Councilman Taylor and seconded by Councilman yverett that Engineer Graham
be granted an .increase in fee from 6~ to 8;~ on the cost of imp ovenent
work and that his contract be changed-to.`read 8% instead of 6~,,i~t~ich

Thereupon the clerk presented to Council a petition signed ,
hy,a nuMber of property ,owners in the &outheast part of the city,
asking that ,council start proceedings to improve said district
outlined on rnap attachod vaith a sewer system.
Plhereupon, it-.was moved by,Councilman;Taylor and seconded:
by Councilman Everett tha~i said petition for sewer improv@ment be,
referred to the City Engineer for. checking ~~ith instructions that..
he report on same at the next regQar meeting of: Council.
Upon vote motion carried.
The clerY, then presented to Council a report filed-by.Mr. A:eGi11
covering the estimated cost of a proposed se~rrer connection to his .prop-
arty on Graham I~ve, with request that Council apportion said cost to
property benefitted.
Upon motion duly made and carried, the; matter was referred o the
.City Engineer :for checking.
In the absence of Councilman Graham, the chair.appoint.ed
Councilman Taylor to serve upon the auditing Committee:
Bills as audited. by the auditing Committee were then pre-
sented to Council,,andon'mo,tion duly: made and_on call vote carried, were
ordered paid and the clerk was instructed to issue warrants in p~•-
ment o f sarne < :..
Thereupon, Councilman Taylor moved that tha office of Chief
of Police and Night Police be declared vacant, said vacancy to take
::effect at once;rahd that Nr> Frank and A~Ir. Connell be instructed to
tixrn in their badges. and other policeequipment: to tihe,.Gity Clerl:~:
which motion was seconded by Councilman Be].1, ::and 'carried by th=. : 'c.

Councils..on motion duly made and carried, Council adjourned to meet
