The mooting was called to order at the hour of :pan. vrith ivIayor A: G. Keck im the Chair. Councilmen Ir1. H. Wiesner, H. O. Langstaff, L. A. F. PBaes, and .'-.. G. Keck answered -the roll. call. .Absent: Councilman ;<. Gallagher.. L!nutes of the previous meeting held on Sept. 24th were then read by the Clerk and on motion duly made ea:d ~arrj.ed were approved as read. the Clerk th:;n pxesen~ed tb Council a notice of her-.ring ordered by the P,ailroad Cornrnission in the matter of investigatirn on Commissions otvn motion into the rates, practises regulations, operations and. service of the I'slsinore Gas ',Forks to be held at the City Hall. in Elsinore at 1C e. m. on Oct. 10th, x923. !;,'hereupon t_v~ras duly moved and carried that said I'Iotice be received and ordered pl2ced on file._ - The Clerk then presented to Council t.vo petitions on.e asking for the im- provement cf Sumner dive. bet?veen &Iain ~. St, and the other asking fcr the improvement of fiellogg St. bet=.ween Graham and I'.eald avenues. ?:'hereupon it was moved by .Councilman i~kaes and seconded by Councilman l'Jesner tlsat the ne-titmns just presented to Council be rederred to the Gty Engimser for chec'cing with instructions that a rct;ort on same bo returned to the Co~zncil. t~hich motion on roll call eras unanimously carried. The Clerk then reporter: that a representative cf -the. 50: Cz.lif. .=~utomobilo Club called .at .the City Hall in the interest of -the Councils adoption .and passage of boulevard s:bop ordinance and recommended the passage of en ordinance designating all intersecting streets with the main highways passing thrcu~h the city as boulevard stops and advised that as soon as such an or:`:inarce ryas passes abd adopted the Club ticould .erect stop signs at all. points so designated vrithcut cost tc t_:e City. ??hereupon as"ter considere._tion of the matter it eras moved by Councilman Ilaes and Seconded by Councilman Langstaff that the City Attorney be instructed to draft e. Boulevard stop ordinance and present to Council at a lateL meeting for passage anc? ador>t_.on, which motion upon vote ryas unanimously carried.. City Engine+c:r Glenn Graham then reported to Council that upon chec'sing o8 _:;et petitions for street i.mprove:ncnt he. found that 55~ fif the property owners signed for the improvement of Simper and Ellss Sts. and that the Kellog St. petition .~.as signed by 48.6 of property ovc:ers. Thereupor_ it vas moved by Councilmen b,'~aes and seconded by Counc ilman F`es- ner That the Petitions for Sumner and Rellogg St, be kaid o=rer for 1 weed for further consideration which motion upon vote tieas carried. Ceuncilr!an ?`aes then reported that number of citizens have int^-.rviewad him on the matter of installing electric signs over highway 2.t city li!aits and reouested that he call the matter to Councils attention. ?:`hereupon after so~~.a consideration of the matter it was moved by Councilman Langstaff and seconded by Councilman cesner that L. A. St. ydhereupon it was moved by Ceunc,_lman Langstaff and ssconded by Councilman I_?ass that the intersection of Frain ~ Peck Sts, be marked with four traffic buttons and that the Clerk be instructed to order same tchich moticn upon call vets ~sas unanimously carried. Councils attention eras then called to the Picla;~ick Stages having moved their depot. to the Pla?a Hotel but were still rssu~rving their old parki+.zg space on .Graham ave. rdhereupon after due consideration of the matter it Baas duly moved and casriod that the ~lerlc be instructsd to communicate with the Pickwick stage Co. anc nctify them that if they can get along without the parking reservation on Graham ?_ve. the Cit;,* :would appreciate its release for general parking. Council then considered further the drainags of main sewer line from Heald Ave. to pumping statior_. dhereu??on it teas moved by Counci~ma.n Langstaff and seconded by Councilman I;iaes that later Supt. M. Harman be directed to flush the set^~er line from Heald Ave. to pumping station with vier^r of improving drainage in said line, which motion open vote cans carried. Councilman Gallagher of the auditing committee being absent the chair apoointed Councilman Langstaff to serve en said coramit~tee to audit bills. Bills as audited by the. auditing committee were then pre- sented to Council and en ca?.l vote carried were ordered. paid and the Clerk was instructor.. to issue t~~arrants in payment of same. Thereupon there being no further business to come before Council on mo+, ion duly made and carried Council adjourned to meet in regular session on Monday, Cct. 8th at the hour of 7 p, m, in the City Hall the usual meeting place. a . ~.X,~ ~~tGf t tiayor T Clerk
