Minutes of the previou's msetings hAld on Play 21st and 28th were then
' read'by the clerk and on motion duly ma de ?and carried-, were appro wd as read.
A communication to 'Council from the'Pacific Coast:Bu8lding`Conference re-
garding to the adoption of a uniform Building Ordinance'was than=read by .the clerk,
' `'Ahereupon it-was"-duly moved and earri.ed;'that sdid communication be laid

The clerk then presented to Council a communication from E. T. Sellers,
-complaini.ng'of the:attitude taken by R. ~:'-Ferrell, Chief of Police against patrons
of his place of businees'and the lainguage uae'd in`"expressing his demat$-s:
"Whereupon it was moved-by'Councilman Maes that said communication
be'received and orderedfia ed; said inoti.on receiving no second was lost:

of sealed bide and proposals for the improvement of Prospect Street, the clerk opened
and presented to Council the following b%ds:

Whereupon on motion duly made and carried,- the bids received were
ordered referred to City Engineer, Glenn Graham for checking.
The,City,Engineer,later reported to Council that ;upon checking
of,the bids received forrthe improvement oP.Prospeet Strest, heCfound>the `'~.'
bid of Mauch Bros, to be. $4605.:7.2;the.lowest responsible .bidder, 'Sully
Miller Contracting Co, bidding #469:45 and W. J. Brand ~48~4.43.
Whereupon Resolution #196 being a resolution of the City Council
providing for the awarding: of contract. "-for'the= improvement of Proap: ct Stre~
to Pdatich Bros. was presented to the Council and on motion by Councilman H.
Gallagher and seconded by Councilman 3daee,--Resolution:#196 ®ras passed and
adopted by the fallowing voter _
.Ayes: Councilman Gallagher, Maes and Keck.
Noes: .None.
Absent: Councilman Langstaff.:'
Thereupon Councilman Maes reported that with: the Engineer, he made
an .inspection of the City sewer septic tank and found that it was. mat
`functioning•properly:and needed to be-cleaned and recommended sore action be
taken. on the; matter: ,
Whereupon, it was moved by G.oancilman;tdaes andiseconded by Coun-
Gilman Gallagher that M.°Harmon,-..Water-'Superntendent?be instructed to
fee to it that sewer septic tank is cleaned::at as:early a date as possible,
~ which motion upon .vote. was carried.
~ _: S. H. Coogan and a representative of t he Pca tland:Cement Company
then appeared before the'Councl;requesting,that Council:c.onsider the; use
,., ;of cement concrete 'sewer pips m the:city'andiadvanoedreasonsafa•a:change
in the present Ordinance permitting the use of:rsame. _.

Whereupon it was duly moved and carried. that the matter of allow-
ing the use of cement concrete. sewer: pipe, in the:eity be .taken under ad-
sisement which motion upon vote carried.
:Councilman Gallagher of:,Committee appointed to,invest:gate Mr.
<Mo~ley's request.for an: extension of water line o:his property; on Railroad
Ave, ,reported-.that it would require the laying of`. about' S09 feet .of :pipe
and recommended. the city' lay lOC feet of said; ppo if Mr. Pdoxley vw uld
pay for the remainder of said line. _

~ Bills: as audited by the auditing committee were then presented
_ ( to the Council and on motion duly. made and on;call vote carried were or-
dered paid and the clerk was instructed to issue warrants in payment of`
:same.

Council on motion duly made and carried, council adjourned to, me et in-
