A regular meeting of the City Council of the City of Elsinore
was held on the above date. The meeting was called tb order at the hour
of 7 p, m. with tvTayor A. G. Keck in the chair. Councilmen H. Gallagher,
H. O. Langstaff, A.' S. Buriilam, C. S. Merrifield and A. G. Keck answered
the roll Call.'.;

Minutes of 'the prev;.ous meeting held.-on July fist were then read
by the Clerk and on motion duly made"and carried were-approved. as read.
The hour of<7:30 p,rm. having :arrived being',the.'time fixed for
heariYg of protests o`ahe Assessment Rolls filed for the improvement of
Kellogg St. and also East Graham ~ve.,and Other-Streets;, he Clerk re-
ported that no written protests had been Filed.

rCouncil for approval and ecnfirmation:and after being duly ch~clced by
Council Resolution-,~218 spas introduced being a resolution approving
i and confirming tho Warrant,:As;sessment:and;Diagram For the improvement of
Kellogg St. more particularly described in Resolution of Intention X05
adopted by Council on Dec. 17th, 1'928.'
Whereupon it was moved by Councilman Langstaff and seconded by
Councilman ;Gallagher that ;Re solution 218 be .passed and adopted which
r.; '.motion was carried by the folldz~ing.vote:

The Clerk hen preserited'to Council Resolution';<219 being a
&esoluton.approving`and confirming the Tarrant; Assessment and Diagrat:t
%for the-lmprovementof East'Graham Ave. and Other Streets, more par-
- ticularly described in F.esolution of Intention 206 adopted by Council on
Dec. 17th, 1928.
'hereupon it was moved by Councilman Langstaff:-.and seconded by

motonz~as carried by the following vote:

Council thereupon made a canvas of the votes cast at the Special
x"16000 Secrer Bond Election held in he".City of Elsinore on the 2nd day of
July, 1929 :and said Council found that the total number of votes cast at
said election was 164 of which 94 voted Yes and 70 voted No and as said Bond
:.:!issue did !riot receive 2~3 of the vote cast as required by law, was there-
fore ''declared lost.
The Clerk then read a communication to Council front O, L. Pow-
"ell ehairmat of a citizens committee outlining a proposed plan of pro-
`- ~ -viding a motor patrol boat fully. equipped with !.life'rsaving equipment
to be :purchased .by .public subscription,:.-and ,given;to.d;he City-of Elsinore
and operated under Councils supervision providing thatcthe City would
`agree to maintain the boat in good repair and furnish at least two capable
;_, men to:man_"the boat on the days."it is_on duty,.et the, expense of the city.

49hereupon after some consideration of the matter it eras moved by
Councilman Gallagher and seconded by Councilman Burnham that said communi-
cation be laid over for further consideration at the next regular. meeting.

3'he Clerk then presented to Council a communication from the State
Dept. of Social welfare calling attenton'to their receipt of an inspec-
tion report on our City Jail which shovrs very unsanitary conditicns and
suggesting that Council take some action on providing a new js.il structure
and if possible at this time to at least maY.e temporary improvements on the
present fail, _.
_ whereupon it'was moved by Councilman Langstaff and seconded by
'Councilman Burnham that the conununication be received and that the Chair
'appoint a com:nitte to make an investigation of the condition of the City Jail
and to report on same to the Council which motion upon vote was unanimously.

The Chair appaintefl Councilman Pderrifield and Councilman Langstaff
to.serve on.said committee.

The. Clerk then presented to Council the annual repoxt_of the Li-
brary Board for the year ending June 30th, 1929 fihoivvrtg ~YiPIt$ebe~pts 'and dis-
bursements for the past year and submitting their budget for the ensuing year'
from June 30th, 1929 to June 30th 1930,
whereupon it was duly moved and carried that the report of the
Library Board be approved and accepted and ordered placed. on file.
The ClerY, then presented to Council the bid of the peerless Pump Co,
quoting on a Peerless P.4oturbo type pump equipped with a 60 Ii, P, F~?otor
installed complete at well site for X2318.75, The object of considering the
purchase and installation of said equipment was with the view of reduciag
pumping costs and after some consideration of the matter it was moved: by
Councilman Langstaff and seconded by Councilman "Burnham that the matter be
referred to the City Engineer for checking with L. w, Bentley of the So,
Sierras Power Co. rega~tding to probable power cost, which motion upon vote t-
was unanimously carried.
The Clerk then presented to Council a petition signed by a number
of citizens requesting Council to take some action to curtail the unnecessary
loud operation of a certain radio an East Heald Ave. which was annoying to
~ the neighborhood,

whereupon it was moved by Councilman Langstaff and seconded by
_ Councilman flferrifield that the petition be received and placed on file and
that officer ward be instructed to interview the offending party and ask
him to tone down his radio, trhich motion upon vote was unanimously carried.
A report of the Chief of Police covering a period of two weeks
from July 2nd to July 15th was then presented to Council vahich v~a.s on motion
duly made and carried accepted and ordered filed.
