STT NORRO FORM C3< 22nd DAY of Dec. 1930 zs A regular meeting of the City Council of the City of Elsinore was held on the above date. The meeting was called to order at the hour. of '] o'clock P,Pd: with P~7ayor Lovejoy in the chair. Councilmen; H. Gallagher, J. E. Mills, H, 0, Langstaff and G. A. Lovej answered the roll call: Absent Councilman: S. PJ. Rice. k;inutes of the previous meeting held on Dsc..8th were then read by the Clerk and there being no corrections or omissions were approaed as read. The Pfionthly report of the Mater Supt, for the month of Nov. eras then presented to Council and on .motion duly made and carried was accepted and ordered placed on file. ,Thereupon the Clerk presented to Council the City. Engineers report on test made on the sewer pumps setting forth the amount of sewage being de- livered by said pumping plant. Whereupon it was duly moved and carried that. the Engineer's report be accepted and ordered placed on file. Comunnications from the. Lions Club and Chamber of Commerce were then presented Council; calling their attention the need of more adequate pclice protection, and asking .that Council employ temporarily at least four deputy policemen to patrol the residential section of town. Upon our condideration of-the matter by Council it was agreed that the emergency could be satisfactory taken. care of by the added employment of a part time pd~3deman to-patrol the residential_section of tovm. And issue over of-free meal tickets to hungry. and destitute transients passing through the city. Whereupon it was moved by bouncilman Gallagher, and seconded by Councilman PHills that notices be posted at the entrance to the City setting forth the information that begging food at residences is strictlp prohibited, and that free meal tickets. will be issued at the City Ha11 to applicants who are 2~ungry and destitute, which motion upon. vote was carried. Thereupon it was moved by Councilman b4ills and seconded by Councilman Langstaff that a parttime officer be employed by the Poliee_C.orunittee and the Chief of Police with the salary to be fixed at the-basis of ,~0 cents per hour athich motion upon vote z;as carried, The Clerk then presented tn.CounciL a communication from the State Department of Public V~orks advising that under date of Nov. 29th, 1930 they issued to the Temescal Water Co and Lake Hemet Water Co, permits to appropriate-excess water from the. fan Jacinto Rivera Whereupon it vaas duly moved and carried that said communication be referred to the Gity Atty For his attention, Communication from the League of Calif. Tunicipalities was then presented to Council setting forth new proposed laws affecting municipalities Page #2 Meeting of the 22nd day of `Dec. 1930 Y~hereupon it etas duly moved and carried to receive said commun- ication and ordered placed on file. Ordinance #208 was then presented to Council on second reading being an Ordinance amending Ordinance #161 to provide for a discount" on City License under certain .circumstances. 'Thereupon it was moved by Councilman Langstaff and seconded by Councilman Ptills that Ordinance #208 be passed and adopted which met ion was ea carried by the following vote: • Ayes: Councilmen, Gallagher, Langstaff, Mills and Lovejoy • Noes: IIense~kaff - Absent: Councilman S, M, Rice. .Thereupon it was moved by Councilman I~Zills and seconded by Councilman Langstaff that the Clerk be instructed•to confer with the City Atty and ascertain qualification necessary for a person to be ellegible to serve on the Library Board which motion upon vote was 'carried. Council then took up for condideration the use of emulsified asphalt a cold oil process for repair and patching of paved streets. Yhereupon it aas moved by Councilman 6~ills and seconded by Councilman Langstaff that the chair appoint the Street Committee to investigate purchasing of necessary equipment for use i:n the application of emulsified asphalt for repairing and patching of streets which mction upon vote was carried. Thereupon it was reported to Council that complaints were being -filed because of ornamental street lights being out of service especially in the Country Club Heights district. ~Phereupon it was moved by Councilman Langstaff and•seconded by Councilman Mills that D,R. Crane be authorized to take care of the replacement of lamps in the ornarental-street lights for a period of six months 1a~hich motion was carried by the following vote: - Ayes: Counci'_men: Langstaff, Mills, and Lovejoy . " Noes: Councilman: Gallagher Absent.: Councilman: Rice whereupon it eras'duly moved and carried that the Clerk be instructed to notify the So. Sierras Power Co, to cut off one light at the corner of Railroad avenue and Country Lub Blvd. In the absence of Councilman Riee the Chair appointed Councilman Langstaff to serve on the auditing committee.- . Fills as audited by the au diting committee, were then pre- sented to 6ouncil and on motion duly madea and on call vote carried were orderd paid, and the Clerk was instructed to issue warrants in payment of same. - of the 22nd day o4 Dec. 1930 / __. ....
