MEETZIYG HELD OM THE 2~th DRY OF Oct. 1°30 79
A regular; -meeting of the City Councl'of the City, of Elsinore was held on
the above date. The meeting was called to order at the hear of ~ o'clock P.P~°,.
with Pfayor C, A. Lovejoy in the Chair.
Councilmen H. Gallagher, H. -0. Langstaff, S. b?. Rice, Jt E;: Mills and C. A.
Lovejoy answered the roll call. -
Absent: None.
Minutes of the previous meeting held. on Oct. 13th were then read by the Clerk
and there being no corrections or emissions were approved as read.
The_City Engineers estimate of work completed on_the setia~er from Oct. 13th was
then presented-to,Councl, for their acceptance,
Whereupon it was duly moved and carried that the Engineers report be accepted
and ,bill filed for .payment of work completed less 10~; ,.
The Clerk then reported to Gouncil that Mrs. C. P.,Carter had complained of
the drainage at the corner of Prospect and Chestnut Sts. stating that in times of
rain the dirt vrould wash down upon her property: and r eouested h.a,t Council giise
the matter their attention.
Whereupon it avas ordered that the natter be referred to the`Street committee
for investigation. ..
The Clerk then presented to Council a comrr.unication from the League of Calif.
Municipalities received in'response to a reouest for copies of ordinances which
would provide for the abatement of a,,certain nuisance complained.. of by the local
theater.owner, and in answer they advised that the proper ¢~iedy is a eourt
proceeding to be taken,~n behalf of_the City itself for the abatement of a public
nuisance,: or by the local theater manager.
Whereupon it .was duly moved and parried that the communication be received
and. ordered placed cn file and that the matter be refarred bacY> to the previously
appointed committee vaith..instructions that. they further. attempt to bring about an
amicable settlement of-the matter.
Thereupon a petition was presented to Council signed.by seven contractors
of the Gity in which they expressed their appreciation of the competent manner in
which I~r. Boyle has. performed his_duties,as.Bldg, Inspector a.nd petitioned Council
to retain him in his present position. ;,
~hereupou it was moved by-Councilman-;Langstaff and.seeonded by Councilman Rice
that the petition be receivedl and ordered placed on file,'which motion upon vote
was carried,

Ordinance #206 was then presented to Council on 2nd reading; being an Ordin-
ance prohibiting and regulating the sale, purchase ,and possession of wine tonics
and bitters in the City of Elsinore.
thereupon it was moved by Councilman,Gallagher and se,ccnded by Councilman
Langstaff that proposed Ordinance {206 be laid on the table for future consider-
ation, which met ion upon vote was-unanimously..carried.
Ordinance ~f206 was,then introduced and presented to Gouncil.on first reading,
being an Ordinance amending Section #11 of Ordinance 201 providing that the salary

of the Building In pe'ctor shall-be fi"red at the'sum of X15.00 per
month.
Whereupon it was moved by Councilman Langstaff and r econded
- by Councilman h~i11s that Ordinahce 206 be passed to-its 2nd
reading, which motion aas carried by the following voter
Ayes: Councilmen Langstaff, P.ice, and Mills.
Noes: Councilman C~..A. Love;oy,
Absent: None...
Councilman Gallagher not voting.
. The Mayor then reported that he was not prepared to suggest
any definite action on the matter with referehce`to the contract
submitted to Council ~fyrC. J. Rambo accountant, providing for the
recovery of the delinquent trac penalties-and interest cSh-a'S0~
contigent basis, but that'he had discussed the matter with'the
City Attorney and made further investigation and was of the
opinion that the. matter should be earefully`cohsidered and per-
haps a committee appointed to conifer with-the officials of'other
cities with the view of all agreeing.on the same action.
After some discussion of the matter by Council it was agreed
that the Chair appoint a Committee to make further investigations
and to confer vrith other City officials and the-County-Board of
supervisors.
The Chair appointed Councilmen Gallagher ahd Langstaff and
City Clerk Kalina to serve on Said committee,
The committee on Sewer pump reported that after inspecting
several different make s. of se~cer pumps they were convinced that
the Kimb~al Krogh pump wrs the best type of pump to buy end advised
that they ha~f;placed ani":order for a Kimball Krogh pump.
Whereupon it was moved by Councilman Riee and seconded by-, -
Councilman Langstaff that the report of 'the Committee be accepted
and that the committee be discharged which motion upon vote was
carried.
Councilman Langstaff reported that he attended Water meeting
held in the City of Lynwood-and listened writh interest to the dis-
cussions on Metropolitan water questions.
D, R. Crane,member of the Elsinore Water Assn. committee then
reported .to Council''that arrangements ha~ie been made for a water-
meeting to be held on Nov. 8th at the hour of x:30 P.M. in the--
auditorium Elsinore Grammar school at which time Vice President
Thomas of the Metropolitan Water District would address the meeting
on Ti~etropolitan water questions, and suggested that the Clerk be
instructed to notify the cities in the San Jacinto River Basin of
this meeting and urge them to send a deleg~.tion to attend this meeting.
The Clerk was so instructed,
Bills as audited by the auditing committee were then presented to
Council and on motion duly made and on call vote carried were ordered
paid and the Clerk was instructed-to issue-warrants in payment of same.

Thereupon there being no further business to-''come before .Council on moticn
duly made and carried Council adjourned to meet in regular session nn Monday
Nov{ 10th-at the-hour-of-~ o'clock P;Pd, in the City P3sll the usual meeting
