MINUTE RECORD of REGULAR PuLETING OF THi'GITY COUNCIL MEETING HELD ON THE 11th DAY OF Aug. 1930.. z9 A regular meeting of he City Council of the City of Elsinore was held on the aboge date,., The meeting,;was callsd to; order at the hour of ~ o'clock P.P.ft. with P,Qayor hogejoy in-the chair.:.. Councilmen H. Gallagher, FP. 0, Langstaff, S. Pd. Rice, J. E. P.Rills and C. A. Lovejoy answered the roll call... Absent: None. Pdinutes of the previous meeting held on July 28th were then read by the Clerk and there being no corrections or omission were approved as read.. ~'he City Treasurer's monthly report was then presented to ,Council and. on motion duly made and carried was approved and. accepted and ordered placed on file. Thereupon the Bldg. Supt's month:y,report for July was presented to Council and on motion duly made. and carried was accepted and;:ordered placed on file. ~'he Clerk then presented to Council a communication from the Dra-Goo Sign Co .;soliciting any sign business v~hieh the city might have.. whereupon it was duh~ roved and carried that-said-...communication be received and placed on file. A communication from Dr's Cope and Eglund requesting Council's permission to remove Four eucalyptus trees from parkway in frmnt of their property on Riley St. was then presented to Council'. .whereupon it was moved by Couneilraan P:4ills and seconded by Councilman Rice that Dr. Cope and Egludsroquest to remove trees be granted which motion upon vote was carried. Glenn Graham's written resignation from the City Library Board was then tendered to Council. whereupon it.was moved by Councilman ~bdafi,l~^'f and. seconded by Councilman Langstaff that.:thseresignation of Glenn Graham-,from the City Library Board be accepted tivhich motion upon, vote was carried.. The_Clerk then presented to Council a petition signed by a number of L'lsinore business-men requesting Council to_consider the enactment of an Ordinance: to provide for regulation against disagreeable odors coming from restaurants, lunch rooms and similar places and after due consideration of the matter by Council it was moved by Councilman Langstaff and seconded by Councilman Mills that the c}iair appoint a committee to-wait upon the persons complained-of and request their cooperation by taking such action as will be necessary to correct said crndition, whic~a motion upon vote was carried. The chair appointed Councilman Gallagher, >Li11s andoSelf to serve on said Committee. This being the time fmxed by law for canvassing the returns of the Special Municipal Election,_held on Tuesday, the 29th day of July, 1930, in the City of Elsinore,. California, for the purpose of submitting to the qualified voters of said City, the follov;ing porposition; to-wit: i L __. ' _' DAY OF Z9 ' eTANOARD FORM C9G It was moved by councilman Gallagher and seconded by Councilman Langstaff ` that the following order as herein recorded be cnd the same is hereby adcpted: WH);REAS, a Special Municipal Election was held in the City of Elsinore, California, on Tuesday, the 29th day of July, 1930, in accordance with the pro- visions of law and as designated and provided in Ordinance No 204 of said City, for the purpose oF'submitting to the qualified electors of said City the following .proposition; to-wit: "Shall the Citp of Elsinore incur a bonded debt of Twenty-two Thousand Five Hundred . ", and no~100 Dollars, 022,500,00) for the purpose of the acquisition, construction and completion by said City of Elsinore of a certain municipal improvement, to'-wit: The Construction of Additions to the Present Sewer Fdains and all appurtenances .thereto?" _. and., PJhereas,.it appears from the report of the Tellers of the Council, ap- gointed to officially canvass the returns of said Special iunicipal Election, which report is,hereinabove recorded in full,that the total votes cast at said election in the said City of Elsinore Haas 252 votes: that. the number of votes cast in Consolidated Voting Precinct A for the proposition leas 192 votes, and against tho proposition was 60 votes, and that. the number of votes cast in the entire City dor the proposition was 192 votes and against said proposition was `.60 votes; that the proposition received the necessarq two-thirds affirmative vote of all the voters voting at said election. NOW THEREFORE, BE IT RESOLVED that said report of the Tellers of the Council be and the same is hereby approved and adopted'snd that the said proposition relative to the said question submitted to the qualified voters, be and the same _is hereby declared to be adopted and carried. This motion carried by the fol- lovaing vote: Ayes: Councilmen Gallagher, Langstaff, Mi11e Riee, and Lovejoy. Noes: Councilmen: None. Absent: None Thereupon Ordinance ~20§ was introduced and read 'on first reading being an Ordinance of the City of Elsinore providing for the issuance of Sewer Bonds; fixing the amounts-and time_ and place of payment of such bonds authorized at - epecial municipal election of July 29th, 1;30 and authcicizing the issuance thereof. Whereupon it.was moved by Councilman Rice and seconded by Councilman }dills that Ordinance 205 be passed to its second reading which motion was carried by the follov~ing vote: Ayes: Councilmen Gallagher; Langstaff,'Idills, Rice, and Lovejoy. Noes: None. - Absent: Nona. Attorney A. D. A4cGuire than appeared before Gouzicil in behalf of his Client IJlra. Ida L. Haworth and filed with the Clerk a writtan claim against tho-City of Ulsinora in the sum of X1000.00 for damages caused by the paving of 15 ft of 'property quitclaimed to bdrs. Haworth by the City Council on Feb. 4th, 1924. _ Whereupon after Councils consideration of the matter it vras moved by Council- '11s and sew"anslad Coun ilman Lan staff that the. matter be referred to the Page #4 Meeting of the 11th day of Aug.. 1930 City Attorney for his opinion as to the City's Liability which motion was upon vote carried. ' Joe Walker then appeared before Council and on behalf of the Ameri- can Legion solicited the Council for a donation to help defray the ex-`' penses of their delegateato the Convention to be held in Sacramento. Whereupon it tvas moved by Councilman Uitills and seconded by H. 0, Langstaff that the American Legion be granted the sum of ~2§,OO do- nation for delegates expenses to the Legion Convention at Sacramanto which motion uvon vote was carried. ' Supt. .M. Harmon then reported to Council that he had made an in- vestigation of the sewer line oh Granite St. and stated that it could be lowered at a cost of about X200.00. Whereupon after councils consideration of the matter it was agreed that. it would be more advisable to repair the -portion subject to crushing with a few joints of steel pipe. Whereupon it was moved by Councilman Mills and eaanded'by Councilman - ' Langstaff that Pdr, Harmon be instructed to repair the broken sewer line on Granite St. with steel pipe which motion upon vote was carried. Map of Country G1ub Heights Unit G was then presented to Council ' f or approval and acceptance. `~+hereupon it was moved by Councilman Ga lagher and seconded by Councilman Rice that Map of Country Club Heights Unit G be approved and' accepted which motioh upon vote acs unanimously carried,.. The chair then called to Councils attention that the tall weeds growing on Heald Ave, betvreen Spring Pc Riley should be cut doom and burned and it was agreed by Council that the matter be referred to the strec;t Committee for attention. The following persons were then nominated for appointment to fill vacancies on the Library Board: P. C. Graham, Henry Perrot, and H. C, Scott. Upon vote of Council Henry Perrot received 3 votes, H. C. Scott 2 votes and P, C. Graham § votes, h~hereupon it v+as duly moved and carried that Henry Perrot and P. C. Graham receiving a majority vote ot'Councl' be declared appointed to fill the two vacancies on the i,ibrary Bo-rd. The Chair then called Councils attention to the condition of the young peppor trees on Graham Ave. between Spring and Langstaff Sts, and suggested that they be trimmed`'and staked., Whereupon it was agreed by Council that the matter be referred to tho Street Committee, for at- - tention. Bi11s as audited by-the auditing committee were then nresenl,ed to Council and on motion .duly made and on call vote carried vrere ordered paid and the Clerk was. instructed to issue warrants in. payment of same, - Thereupon there being no further-business to come before the Council on motion duly made and carried Council adjourned to meet in regular session on Monday, Aug-2$th at the hour of 7 o'clock P.M. in --. the City Hall t sual meeting place. _~ _ C erk~ Mavor__
