A regular :meeting of the City Council"of the City_of Elsinore was held on
the above date.. -
.The meeting was called to order at the hour of ~.o'elock P.M. with Mayor
C. A. Lovejoy in thechair.
Councilmen H. Gallagher, H, 0, Langstaff,-J. E: Mills-and C, A. Lovejoy
answered the roll call.
Absent: S, M. Rice, .
Minutes of the previous meeting held on June 23rd ivere then read by the Clerk
and there being no,,corrections or omissions were approved as read. -
The Clerk then presented'to Council tke'monthly report of the'Poliee Dept.
which was o~ motion du];y made and carried accepted ahd ordered-placed on file.
Council then took up .far consideration the matter of reported .bad. places
in the City's sidewalks and after some discussion as to the City`s responsibility
for. any injury sustained after their attention was called to-existing dangerous
places,it;:e,~s:,agreed that`the matter be referred t:o Councilmen L-~ngstaff and
Gallagher with instruction that. they make a check of the City's sidewalks and be
authcri~ed to have the dangerous places repaired,
Thereupon Resolution ~23~ was introduced and read being a. Resolution of the
City Council determining and dscla.ring-that the public interest and necessity
demand the aeduisition,'construction and 'completion by said City of a certain
municipal improvement, towit:--"The construction of additions to the present
sewer system, including sewer mains and all appurtenances thereto".
l~lhareupon it was moved by Counci~raan Gallagher and seconded `by councilman
Langstaff that Resolution #237 be passed and-adopted which motion eras carried by
the following vote: -
Ayes: 'Councilmen Gallagher, Langstaff; Mills 'and Lovejoy.`
A?oes: None.

P'hereupon Or-dinance 203 was presented to Oouncil on second-reading being an
Ordinance fixing the water rates to be charged consumers using water ath&-ough a
"plater meter and providing for a minimum water x8te charge in-the said City of
Elsinore: _.
Pdhereupon it was moved by Councilman Gallagher and seconded by Councilman
Mills that"Ordinance #203 be passed and adopted which motion eras carried by the
following vote: - -
Ayes: Councilmen Gallagher, Langstaff, Mills and Loi~ejoy.'
Nces: None.

Ordinance #2D4 was then introduced and presented to Council on first reading,
being an"Ordinance of the City Council calling and providing for the holding of
a special election to be held in-the City of Elsinore on the '29th day of July
193E and submitting. to the qualified voters of said city a certain preposition

completion of a certain municipal improvement, towit:--"The ccnstruction of

9hereupon it was moved by Councilman Langstaff and seconded by
Councilman Gallagher that Ordinance #204 be passed<to its second reading
and that the following persons be e.ppointed to serve on the election
board at the special election to be held on July 29th 1930 in the City
of Elsinore:--G. Z. Hess, Inspector; Frank Yocum, Judge; Ethel M.
Johnston and Adeline Neblett,Clerke, which.moticn was. carried by_the
following vote:
Ayes:.. Councilmen Gallagher, Langstaff, Mhls, and Lovejoy.
Noes: None.
Absent: Councilman 3. M. Rice.
Council then took up for-further consideration the w-dvisability of
retaining certain pump equipment which the Western Enterprise-Engine
Co. had agreed in their contract to accept as a X520.00 credit on the
purchase price of-certain.engines and pump equipment,whieh they .had
installed- at the City water plant and after due consideration-of the
matter it was agreed by Council to retain said equipment and to pay to
,the P.'estern Enterprise Engine Co, the sum-of X520.00.
L. Jackson, member of the American Legion Post: #200 of Elsinore.
-then appeared b~•fore Council-and solicited them for a contribution to
a fund to be usedf_or fireworks display on the 4th of July.
P~hereupon it was moved by Councilman Mills and seconded by Coun-
oilman Langstaff that_it be authottized that the ;City donate the aum
of X25.00 to the American Legion Post #200 for a fund to be used for
a 4th of July fireworks display at Elsinore, which motion mpon vote
was unanimouslp .carried.. - - -
Council then took up for further consideration the matter of re-
painting the parking spaces on the streets and after some discussion
it was moved by Councilman Mills and reconded by Councilman Langstaff
that the Chief of Police be instructed to have the parking spaces and
fire hydrants repainted and to blot out the old markers which motion
was unanimously carr:'ed.r .
The Chair then appointed Councilman Langstaff to serve on the
auditing committee in the absence of Councilman Rice.; -
Bills as aadited by the auditing committee were than presented to
Council and. on motion duly made and on call vote carried were ordered paid
and the Clerk was instructed to issue vrarrants in payment of same.
The Chair then reporteu~ to Council that he expected to be absent
from the City at the time of the next regular meeting and-appointed-
Councilman J, E. Mills to preside as E2ayor pro tem at said meeting of
Council.
Thereupon there being no further business to come befdre the
Council on motion duly made and carried Council adjourned to meet in
-regular session on Monday, July 14th at the hour of 7 0'- cloak Pc M.
in the City Hall the usual .meeting place.
