MINUTE RECORD OF R1;GULAR FETING CF THE CITY COUNCIL MEETIlYG HELD OlY THE Arid DAY OF JUne Is 30 A regular meeting of the City Council of the City of Elsinore was ..held on the above date. The meeting was called to order :at the hour - of '] o'clock P.M, with Mayor C, A. Lovejoy in the chair. Councilmett H, Gallagher, H. 0. Langstaff, S. M. ?tics, J.. E. PRills and C. A. Lovejoy answered 'the roll call. Absent None, Minutes of the previous meeting-.held on fl4ay 19th were then read by the clerk and there being no omission or oorrections were aaproved as read. The monthly reports of the: City Treasurer, Chief of Police and Bldg, Supt. were then presented to Council and on motion duly made and carried were accepted and ordered rlaced on file. The Clerk then presented to Council a report filed by aho Fire Chief o~ the results of a test made by the Riverside Fire De~tL.on the newly purchased fire hose and it appearing that,sai.d,hosen'up to the. guaranteed standard. It was moved by:Gouncilmam Mills and seconded by Couneilmatt Langstaff that the report be approved and hose accepted and ordered placed in ser- vice, which motion upon vote was unani.meusly carried. The Clerk then presented-to Council Matich Bros. bid for laying a 4 inch cement concrete floor. in the,Engine Room and pump house of the Water Dept, at 16¢ per sq. ft. and. 40¢ per ft, for. cement foundation.:.. Whereupon it was moved by Councilman PQills and seconded by Councilman -.Langstaff that Mattich Bros; bid. be accepted and that the work be ordered done which motion upon vote was unanimously carried." M. Harmon Water Supt. then presented Council with a list of the parts that were missing on the pump which vas recently received from the Byron _;Jacksott Bump Co. Whereupon it was ordered-thst the Water Supt. be.instructed;to notify the Byron Jackson Pump.Co, of the parts that were missing with request that they furnish same, - The,ehair then reported to Council than h's thought it advisable to appoint a standing Water Committee and Conncilmett Gallagher, Langstaff aad Mills were appointed to serve on said committee, Bills as audited by the auditing committee were then presented to Council and on motion duly made and on call vote carried were ordered paid and the Cleric was instructed to issue warrants :in payment of same. Atty. Geo. `A. Crouch represent®ng the Brown Crummer Bond Co, who hold the Elsinore Water Bonds then addressed Council regarding to the delinctuent water assessment and offered for Council's consideration a suggestion that the amount of delinquency might be reapportioned under a reassessment plan `_ ~ provided by law against the balance of the property within the district. V~Jhereupon it was moved by Councilman Gallagher and seconded by " Councilman Rice that the matter be referred to the City Attorney for consideration, which motion upon vote was carried. Council then .took up for further consideration the matter of the proposed seVier improvement and it. was agreed that -it~ is advisable to submit the matter to the voters at an election for a general bond issue.. Vhereupon it was moved by Councilman Gallagher an8 seconded by Councilman Rica that the City Attorney be instructed to institute the : necessary proceedings for the calling of a general bond election for the prcposed sevvar amprovsmeht;-providing tihat the fee for"said service including the fee of associate attorneys for rendering ~n approving opinion be not to exceed ~"300..00'vdnich motion upon vote was'unanimous- ly carried. . Councilman fviills then called Councils attention ttothhe dangerous condition.. of Pottery St. at the end of the pavement and after due consideration-it was agreed that-the matter be referred to the St. :committee for their attention. Council then took up for further consideration the bill presented by the City. Engineer for work dohe on the abondoned sewer proceeding and in settlement of same it was agreed by Eouncil and accepted by the City Engineer that he do the-necessary engineering work on the proposed sewer bond issue plan if bonds carry for a. fee of ~21~4.50 anc~. that he be. allowed an advance payment at this time of ~1482.CK the-balance to be paid-the Engineer upon the completion of the-proposed vvork• and in the evont that bonds do not`'carry then the Engineer be alloy;ed and paid the ba~:ance of his original bill. Thereupon it was moved by Councilman Pdi11s and seconded by Coun- cilman Langstaff that City Engineers present contract be cancelled. and that the City Attorney be instructed to draft a nevv contract for execution, which motion upon vote was unanimously carried,` Thereupon there being no further business to come before Council on motion duly made and carried Council adjourned to meet in regular session' on Monday, June 16th at the- hoist'-; of '] o'clock P.A;.' im the 8ity Hall the usual meeting place. • ~__° `C erk Mayor '..
