A regular meeting of the City Council of the City of Elsinore was
held on the above date. The meeting was called to order at the hour of
~ o'clock p.m. with i~tayor Lovejoy in the chair.
Councilmen: H. Gallagher, H. 0. Langstaff, S. Pi. Rice, J. E. Mills,
and C. A. Lovejoy answered the roll call.
Absent: None.
The minutes of the previous meet~rg held on April 28th were then a!ed.
read by the clerk and there being no oarreeticns or omissions were approv-
ed as read.
The Clerk then presented to the Council a communication from the
High School Senior Class rogue sting that they be granted a permit
to hang a banner advertising their class play across the streot at R~fain
St. and Graham Ave.
VPhereupon`it was moved by Councilman Rice and seconded by Council-
man Langstaff that the permit requested by the Hig}a School Senior Class be
granted which motion upon call vote eras unanimously carried.
The monthly reports of the Building Superintendent, City Treasurer
and Police Department were then presented to the Council and on motion
duly made and carried :ogre approved and cr dered placed on file.
With reference to a communication received from the Byron Jackson
Fump Co. requesting that they be instructed how to ship the Kimball
pump which they were advised to~return to the City, the Clerk reputed
that nrith the advice of the Pdayor he had forwarded them instructions to
return said pump by Pacific Motor Express at the City's expense.
The Clerk then presented to the Council a communication from
Harold Lynds reporting a dangerous wash-out on Mill Street in Country
Club Heights Addition and suggested-its immediate repair.
The matter was referred to the Street Committee for attention.
The Clerk then presented to the Council the Franchise Tax Reports
of the Southern Sierras Pourer Co. for the year of 1929, with check en-
closed for ~14~.29 and the Southern California Gas Co, for six months
from July 1st 1929 to Jan. 1st 1930, with check enclosed for X122.04.
~9hereupon it was duly moved and carried that the reports be ac-
cepted and ordered placed on file.

Thereupon the clerk presented to the Council the Ci$p Engineer's

written report witch recommendations, with reference to the sewer com-
mittee's inspection ofcxisting sevaer conditions and submitted their firri-
ings together with additional data and facts for Council's consideration.
Vhereupon after Council's lengthy discussion agd. due. consideration
of the sewer matter it was moved by Councilman Mills and seconded by Coun-
cilman Langstaff that the condition of the Lakeview Bath House sewer be
referred to the City Health Officer, with instructions that he take such.
steps as are necessary to correct thepresent unsatisfactory condition,
v~hich motion upon vote was unanimously carried.
Thereupon it was moved by Councilman Langstaff and seconded by
Councilman Rice that necessary proceedings be .taken for the calling of a
special sewer bond election and that .the matter beSreferred to the City At-
- torney for a submission of bids for the handling of the necessary proceed-
ings which motion was carried by the following vote: -

Noes: None,
Absent: None.
The Clerk then presented to the Council a communication which: had just
bean filedby Alva D. McGuire; Attorney fpr the Pachanga Mineral 49ater Co.
...with reference to the .City's Trunk line seFrer crossing the property of said
company and which was preventing them from making certain desired improve-
ments and reque sting that the city remove said sewer line or that they will ;:
be held lid le for resulting dmmages.
Whereupon it was moved by Councilman A4ills and .seconded by Councilman
Langstaff that. the communication received from Attorney McGuire be referred
to the City Attorney for his opinion as to the City's liability in the
matter which motion upon vote was unanimously carried.
Thereupon it was moved by Councilman Langstaff and seconded by Coun-
cilman Gallagher that the previous carried motion with reference to the
calling of a special hewer Bond Election be rescinded which motion was
carried by the following vote:
dyes: Councilmen Gallagher, Langstaff, Rice, Mills and Lovejoy.
Noes: None.
Absent: None.
Chief of Police Barber's written report calling attention to the defective
condition of the street lighting system was then presented to the Council
for consideration.
The matter was referred't o the street committee for attention.
Maps of Country Club Heights Units G & H vaere then presented to the
Council for approval and acceptance.
VpYeroupon it was moved by Councilman Mills and seconded by Councilman
Langstaff that maps of Country Club Heights Units G ~: H. be approved and
accepted vuhich motion vas carried by the folloring vote:

Noes: None.
Absent: None.
.Councilman Gallagher. then reported that the Gas Nngines and pump equip-
ment contracted for by the old Council were now completely installed and in
operation at the City V7ater Plant.and suggested that a test be made of said c, `.
equipment before it is finally accepted.
Whereupon it was moved by Councilman Mills and seconded,by Councilman Gal-
lagher that the Gity Engineer be instructed to run_a .test on the City's water
:pumping plant to ascertain if the terms of the contract had been fulfilled,
and to submit his report at the next meeting of the Council which motion upon
vote was unanimously 'carried.'
. Lills as audited b.y .the Auditing. Committee were .then preseirted to the
Council and on motion duly made, and on call vote unanimously carried, Caere
ordered paid and the Clerk car instructed to issue l~Jarrants in payment of same.
Thereupoh there being no further business to came befcre the Council
.on motion duly made axxl carried, Council adjourned to meet in regular-session
on Monday May 19th at the hour of ~ o"clock. p.in., in tY~ City. Ha11, the usual
..meeting place.
