The meeting was called to order at the hoes of 7 - o'clock p,m. with Mayor A. G. Keck in the chair. CoumciJ,men H. Gallagher, H. 0, Langstaff, C. S, Merrifield, A. S. Burnham and A. G, Keck ansvtered the roll call. Absexxt: None. Idinutes of the previous meeting held on Feb. 10th vrere then read by !the Clerk and on motion duly made and carried were approvod as read. The Clerk then presented to Council a copy of a communication addressed to Mr. L. Thom by welter S. Clayson,. Attorney, representing a number of prop- erty owners residing at the head of Lake Elsinore and organized under the name of west End Protective Assn., advising him of their objection to his negotiations and actions regarding to the disposal of surplus vrater from his"+r~ell to be used on adjoining lands and stated that any necessary legal proeed.ure vaould be instituted .if further action was taY.en to dispose of any water in such a manner, whereupon it was duly moved and carried"that said communication be re- ceived and• ordered placed on file. The Clerk then presented each member of the Council with a copy of his ahnual report covering in detail a complete financial statment of the years' receipts and disbursements-and an itomized statement bf departmental expense. whereupon i$ was moved by Councilman Burnham and seconded by Councilman PZierrifisld thst the Clerk's annual"report be accepted and that the Clerk be commented for preparing such a neat and complete report, which motion upon vote was unanimously carried. ~- The Clerk then reported to the Council that Mrs. M. A. Gardner had re- quested him to call Co~mcil's attention ,to their promise to her to grade and clear the streets in the district west of the High School. whereupon after Council's further consideration~of the matter it was moved by Councilman Gallagher and seconded by Councilman Langstaff that that the Street Committee be authorized to"-have the streets in the district .west of the High School corner staked, brush cleared and' graded which motion was carried by the following vote: Ayes: Councilmen Gallagher,-Langstaff, Merrifield, Burnham and Keck. Noes:' None. Absent: None, Council then took up for consideration matters regarding to the care off the City Park. whereupon it ~~ moved by Councilman`Langstaff and seconded by Coun- cilman Gallagher that the position of City Park care-taker be declarod vacant, and that the Park Committee notify Mr, Heckman of his dismissal, and that sup- ervision of the City Park be left with the Committee vahich motion upon vote was unanimously carried. Ordixvo,nce #201 was then introduced and road .being an Or- dinance of the City of Elsinore, fixing the salaries of City Of- ficials end City appointees. !9hereupon it was moved by CouncilmanIRerrifield and second- ed by 'Councilman Gallagher that Ordinance #201 be .passed to its .second reading which motion was carried by the following vots: Ayes: Councilmen Gallagher, Langstaff, Merrifield, Burnham and Keck, Noss: None.. Absent: None. - Council then took,up for considera~sion the matter of-lending ..financial aid to the support of the recently established tourist room - and after some discussion on the-matter, 'it-was duly moved and car- . ried that action be laid over to the next meeting of the Council. Council then took up for consideration the matter of appoint- ing an election board for the coming City election. whereupon it was moved by-Councilman Langstaff-and seconded by Councilman tderr"ifield that G. Z. Hess be appointed Inspector, Ethel ,Johnston and Adeline Neblett Clerks,. and Frank Yocum Judge of the Election Board and that their salaries be fixed at X4.00 and 1 cent per each ballot east and that the polls be open from 8 a.m. to '].o'clock p.m, which motion was carried by the following vote: Ayes: Councilman Gallagher, Langstaff, Merrifield, Burn- . ham and Keck. Noes: None. Absent: None. Bills as audited by the Auditing Committee cnrere then presented to the douncil and on motion duly made and on call vote carried, were ordered paid and the Clerk was instructed to issue warrants in payment oP same. Thereupon there being no further business to come before the Council on motion duly made and carried, Council adjourned to meet in regular session on Pdonday Mazeh 10th at the hour of ~ o'clock p.m, in the City Ha11, the usual meeting place. erk. i Mayor.
