A regular meeting of the City Council of the City of Elsinore was held
on the above date. The meeting was called to order at the hour of ~ o'clock
p,~t, with lviayor A. G. Keck. in the chair.
Councilmen H. Gallagher, H. 0. Langstaff, C: S. Merrifield, A. S,
Burnham.. and A. G. Keck answered the roll call.
Minutes of the previous meeting held on .Jan.. 23rd were then read by
the Clerk and on motion duly made and carried were approved as read.
The Building Superintendent's monthly report. for the month of January
was then presented to Gouncia and om motion dulymade and carried was accepted
and ordered planed on file. ,
The Treasurers montfly report was then presented to the Council and on
motion duly made and carried was accepted and ordered placed on File,
The Clerk then read a communication to Council from the Banning Al-
mond Blossom Committee of the Banning Chamber of Commerce extending a personal
invitation to each member to visit Banning during. Almond Blossom time; said
communication was-duly received and ordered placed on file..
A communication from County Tax Collector C. R. Stibbens was then pre- .
--sentad'to Council i:n which he called attention to delinquent taxes for the year
1924 against Lot 31, Block 14, Unit #3, Country Club Heights and which appears
to have been assessed to the City of Elsinore and advised that unless it was
redeemed it vrould be necessary to offer_it for sale in the near future for de-
linquent taxes.
Vlhereupon it bras moved by Councilman Langstaff and seconded by Coup-
ci.lman Merrifield that the Clerk be instructed to aseertai:n the amount of the
delinquent tax 'against said lot and that same be ordered paid which motion upon
vote was unanimously carried. ,
The Clerk thexi read a-communicat ion: to Council .from C. G. Gillespie,
Chief of ,the Bureau of:Sanitary Engineeriiag,State Dept.. of Public Health in
which he<reported on his inspection of the City's 9Pater and Sewer Systems and
stressed the importance of further sanitation improvements..
::'hereupon after due consideration of said matters, it was moved by

carried by the following 9ote:
Ayes: Councilmen.Gallagher, Merrifield, Burnham and Keck.
Noes: Councilman.Langstaff.
Absent: None,
Council then took up for consideration the matter of using metal
traffic buttons instead of paint for marking off parking spaces on the street
and after due consideration of said matter, it was moved by Councilman Calla-
-gher and seconded by Councilman Merrifield that the metal traffic buttons be
used and that the Clerk be instructed to place an order .for 415 of said buttons
which motion upon call vote was unanimously carrioc~,
Resolution of the City Council 223 was then introduced being a Reso-
lution approving and accepting Plans and Specifications;for the Improvement and

Acquisition in the matter of a certain Sewer Improvement District #1.
- Whereupon it was moved by Councilman Gallagher and seconded
by Councilman Langstaff that Resolution 223 be passed and adopted
which motion was carried by the .following voter
Ayes: Councilmen Gallagher, Langstaff ;Pferrifield,
Burnham and Kee k. -
Noos: None.
Absent: None.
Resolution #224 was then introduced and read, being a Resolution of In-
tention of the City Council in the matter of the Improvement and Acquisi-
tion providing fora certain seiner improvement, District ~'1.
Whereupon it'was moved by Councilman Gallagher and seconded by Coun-
cilman Langstaff that Resolution of Intention ,224 be passed and adopted
- which motion was carried by the follo~~ring vote:
Ayes: Councilman Gallagher, Langstaff, Merrifiold, Burnham
and Keek.
.Noes: None.
Absent: None..
A:::Wi~:Ste~rart owner of property in Block 83 of the City of Elsinore
then appeared before Council and expressed his opinion on the iznp8rtanee of
providing an alley through Block 83 and recommended that an effort be made to
secure deeds to a strip of land 1§ feet wide through said block far alley pur-
poses. .,
-' Whereupon it was moved by Councilman Langstaff and seconded by Coun-
cilman Gallagher that the Gity Attorney'be instructed to prepare a joint deed
eonaeying=to the Citg!a 1$ foot strip of land through Block 83 for alley pur-
poses and that an effort be made to secure a joint execution of: same, 4rhich
motion upon call vote was unanimously carried,
kYr. Chas. Randolph then appeared before Council and complained
of crowing roosters being kept in the City; stating that they dic~turbed
the peace of his guests at the Lindbergh Hotel ~ Apartments, and requested
- that Counoil consider the adoption of an Ordinance ~ probhibiting the keeping
of crowing roosters in the city.
N?heraupon a previously prepared Ordinance covering said matter was pre-
seated to Council and Co ~ncilman Langstaff moved its adoption, but receiving
no second,. he withdrew his motion.
Councilman Gallagher then moved that said Ordinance be adopted 4zith
change to also include zone 3 of the city but said motion receiving no
second was lost,
Health Officer Dr. S. S. Brimhall then addressed Council regarding
the present ordinance 'providing fora dog tax and recommended that said
ordinance be amended to provide for the vaccination of all dogs against
rabies.

Whereupon after Council`s due consideration of the matter, it was
moved by Councilman Merrifield and seconded by Councilman Langstaff that the
Clerk be instructed to notify the City Attorney to prepare an amended ordi-
nance to provide for the vaccination of dogs against rabies, which motion
upon ca]:1 vote was unanimously carried.
Bills as audited by the Auditing Committee eaere then presented to the
Council and on motion duly made and on call vote. unanimously carried, were
ordered paid and the clerk was instructed to issue warrants in payment of same.
Thereupon there being no further business to come before the Council
on motion duly made and carried, Council adjourned to meet in regular session
on Menday Feb. 24th. at the hour of 7 o'clock p.m, in the City Hall, the usual
meeting place.
