A regular meeting of the City.. Council of the City of Elsinore eras hsld on
the above date.
The meeting eras called to cyder at the hour of 7 o'clock P.IuI. v+ith Pia.yor
C.A, Lovejoy in the chair.
< Councilmen: H. Gallagher, O.B. Sheane, 5,?S. Rice, Geo. H. Morton Jr, and
C.A. Lovejoy answered the roll call..
Absent: I1one,
Fiiinutes of the previcus meeting held on B?ov. 9th, crere -then read by the
Clerk and there being no corrections or emissions mere approved as read.
The Clark then presented to Council a communica$ion Prom th.e Elsinore
Booster Club submitting a report of the result of its recant pall of the n--star us
users upon the question of making ava.ila'ole to the residents of the City, both
fresh aril sulpharn~ater, a.nd also the proposition to changethe name of the City
and the postoffice from Elsinore to Lake Elsinore.
?hereupon after Councils due consideration cf said report it v,as moved by
Councilman Rice and seconded by Councilman Sheane that the matter regarding Chang
ing the name of P'asinore to Lake Elsinore be referred to the. Gity Attorney for
information as to legal nrocaedure necess~.ry to e,ccomplish said change crhich
motion upon voteta!as carried.
Thereupon it +,~rz;.s moved b,~ Couneilrnan Gallagher and seconded by Counci.lnran

Thereupon -r. J,G. Hunter filed vrith the Clerk a subscription list to be
presented to Council, ~~rhich ~r~as circulated by a. crmt:tittee Prcrn the Elsinore Bocst
ar Club and signed by a number of businese men pledging sums oppcsite their names
totaling about (~~C0.0O) crhich they a.. reed to centri.bute to a fund to be used to
defray.the cost cf getting out about 25ooa advertising folders of Elsinore, said
pledges being made on condition that the City Council urould agree to ccntribute
($250.00) to .said fund,
', ice., that the corn;nunication from the Elsinore Booster Club be recsived and that
',the Clerk be instructed to -reply to same acknovrledging receipt and advising the
'Club that Council trill be glad to receive in rariting an;% information ~;rhich they "
.might have regarding source of fresh Custer supply and ,probable cost of sere, ~r4zci

Upon Councils .due consideration of said matter t~t~,as moved by Councilma
man Sheane and saccnded by Councilman Ty?orton tht it be authorized that the City c
contribute 0'250,00) to the advertising fclder funs. providing that the :sums
pledged on the subscription list presented to Council are collected s='r:ich motion
upon vote, v;as carried,
Thereupon Council took up for further consider~_tion th matter regarding
the se: e of ':.he i'•Iorth 25 feet of the old City Hall lot and after some uisctitssion
on the matter, it vas agreed that perhaps Council should first imr.sti_ate the
possible purchase of the L.L. May lot cn E, Graham Ave, for a. City Hall Site.

Gallagher, that the chz.ir appoint a coiiiaittee to try and secure a 60 or ,0 day

The chair appointed Councilmen Sheave a.nd :allayher to serve en this committee.

mater Co's pipe line is in a very bad condition reporting that Because of many
lea.lcs in the li:1e it is a nuisance and suggested that an effort should be m?.de
to oet the Teraescal a5ater Co to install a nee;- pipa line.

The chair appointed Councilmen Gallagher and P:ior'con to serve on this
Committee.
Thereupon ?aavo-r Lovejoy requested Councilman Ialorton to ta~se the chair.
The P~ayor then adressed~Council on the unemployment situation sxisting
in the Gity`and urged .Council that as a matter of affording releif the;r dive
favorable consideration to the installation of the. Lakeshore Drive Se-raer:
The i~iayor then presented a tentative plan for doing the work, stating
that he had been ..reliably informed that the approximate cost of the ~^rork ~*rould
be' about (y`'y4500,00) ~r:rhich cost lass (~y500,00) ~e be contributed by the city ,
would be assessed against -the property crith tlse district according o the
benefits received, 20~ to"be paid in cash and balance to be repaid. over a:
'.period of four years caith interest.
whereupon after Councils consideration and discussion of the matter it
uses moved by Councilman Lovejoy and seconded by-Councilman Rice that the
project of installing the Lakeshore. Drive Se,tirer be approved, providing -that
in excess of 7jj> of the property ol~rners within the proposed. district ~°rill
consent to accept assessments against their property according to benefits

Ayes: Councilmen:,Sheane, Rice and Lovejoy. .
Noss: Councilmen: Gallagher and Morton.

Thereupon Mayor Lovejoy .again took 'the chair.
Upon motion of Councilman Rice and seconded by Councilman llhrtan that'
Couneilrnan Shaane be appointed na-rmanent rnamber of the local '.elfare Corn*nittae
to represent the Citj, motion. upon vote ~+?as carrried.
Thereupon it .was moved by Councilrna.n Skeane and seconded by Councilman<
Rice that it be authorized that the citj contributes 025,00) tc the ereodyard
fund, w'_~ich motion upon vote tiaras carried.
It eras then reported to Council that snore blankets •,iere needed, at the
City jail.

Gallagher that Councilman Morton be authorized to purchase six army blankets
for the City jail °r?hich motion upon vote tiaas carried.
Thereupon Councils attertion.etas again called 'torthe vacancy existing on
the ~.ibrary Board.

Council then took up for consid~eration.a .change in 'che .city- vrage scale for
common labor,. .. -
whereupon it ivas moved b,~ Councilman t'+Iorton and seconded by Councilman
Galla.gh~:r that the city establish a z+Ta.ge scale of ,~!Ocents per Y~ou-r for cor.~mon
labor to be <ffective at ancc:::~hieh motion upon vote vra~ unanimously carried.
Bills as audited by the Auditing co~m~:ittee sere then presented to Council ;
and on motion duly made G:nd on ca.11 vote carried e;ee crderct paid a.nd the Clerk
vv&s instructed to issue•~°:arrants in paym~.nt:of same,-
Thereupon there being no further business to come before Couilcil on motion
duly made and carried Council adjourned to rnzst in:regu].ar session on Pdonddy
