A regular meeting of the City Council o£ the City of Elsinore eras held on the
above date,
The meeting was called to-order at the-hour of :o'clock P.A~i. cuith Mayor
C.A. Lovejoy in the-chair. '
Councilmen: H. Gallagher, O.B. Skeane, S. M. F.ice, Geo. H, t~iorton Jr, :and
i C, A. Lovejoy answered the roll call,
Absent: None. .

The Clerk than presented to Council the vrrittan application of R. C.
Honeyville, for the position of City Traffic officer.
Zhereupon it eras duly mov®d-and carried that the application be received:.and
ordered placed on file far future consideration.
A. Comrzunication-from Geo. 17, Crouch wa tjsm presented to Council .calling
attention to a charge made to the City of Elsinore in the-:sum of {~22.j0) on
May 31st, 1929 for the examination rnade of the propo ed assessment for the
Improvement of Graham Ave and Kellogg St and requesting that Council pass upon
the bill and authorize the payment of wane.
Upon Councils consideraaion of the matter it was disclosed that ,this eras
a matter between Former City Engineer, Mr. Graham and Pdr. Crouch and that it
vas not a proper charge against the City and the CD:erk was instructed to so
inform tSr. Crouch.
The Clerk then`,presentad to Council a report of the chemical analysis of
`'the City vrater, made by the State Dept of Public Health, on P.4ay 20th, 1931, of
sanples of vaatertaken from City :'Pater Plant; i'lells No's land-2, and it
appearing that this analysis was made at the request of City Health Officer
Dr. S.J. Brimhall it was crdered that the matter be refered to him,
Thereupon H,C. Scott a member of the Grammar School Board, appeared
before Council and reported that tke School board were contemplating on en-
larging their school play-grounds vrhich ,ould require the moving of a large
quantity of dirt and proposed to Council that they would move any quantity
of dirt required for the fill on Riley Street between Graham ave and Heald ave
at an expense to the City of .15'¢ per cubic yard.
Upon Councils due consideration of the matter it was agreed tkat the offer
made i=.~as attractive and that it is advisable to hone the fill grade at. this time.
i~'nereupon it vuas moved by Councilman Gallagher and seconded by Councilman
Skeane; that it be authorized to have the Grammar School Board move (2000) cubic
yds of decomposed granite on the Riley St fill for the agreed price of ,15~ per
cubic yard and that in case any additional yardage is necessary to tkake a proper
fill, the matter be left to the action of a majority of the City Council vrhich
motion upon vote was unanimously carried.
Thereupon Ordinance. 213 was introduced and presented to Council on first
reading being an Ordinance requiring t;?e removal of dry grass, vaeeds, etc, From
improved or unimproved lots in said city and providing a procedure for the asses-
ment and collection. of the cost ofsuch-removal vrhen done by the .City, and making
-such cost a lien upon the land affected hereby.

Whereupon it was moved b;,r Councilran Riee and seconded by Councilman
Gallagher,'that-Crdinanbe X213 be passed to its second reading which motion
upon vote vras carried: ~ -

Absent: None.
The Clerk then reported to Council that ho had been requested by Idr. J.E.
Knotts to present to Council his offer to purchase from the City one of-the.
City's old unused pumps at a. price of (65.00) the purchass to be subject to
a i~reeks trial use.
'~Ehereupon after the Water Supt's report to .Council on the condition o; the
pump:; it v>as moved by Councilman Rice and seconded by Councilman ll~lorton,that
riir, Knotts offer to purchase-pump at the price of 0'65.00) be accepted writh an
option of a weeks trial use of said pump crhich motion upon vote was carried.
Thereupon Mrs. Anna Horton and Mrs. L.IJ, Waddell: from the Civi¢ Section of th
the ~Pomans Club appeared before Council :and urged Council to,consider the fin-
ing of some certain day as a general clean up day in 1;ha City cf Elsinore,
Whereupon it cats agreed bye Council that the I~iayor be instructed to issue a
proclar,~ation fixing Tuesday June 30th, as a general Cleanup Day in the City of
Elsinore.
The Committee appointed to investigate the. running of water .and sewage -into
the Ternescal ditch then reported that the Bath house owners -running water into
the-..ditch assureddthem that they :would. take, immediate steps to correct. this sit-
nation, but.they reported that further action!vaould be necessary,to,correct the
sewer condition at-the Lake Viaw Bath House.
'Shereupon it •rras moved by-Councilman ftiee and. seaondad by Councilman P3orton,
that the committee be instructed to confer aritly the City Atty and tc follova his
instructions regarding to the.. Lakeview Sewer_matter which .motion .upon vote :cas
carried,
Thereupon it w~.s moved by:Gouncilman:Gallagher-,and seconded by Councilman
Skeane, that the Water Supt, be instructed to install a second-hand rater meter
£or the Night Baseball Assn without charge;: which.mction upon vote-was carried.
Bills as audited by the.. auditing committee were then presented to Council
and•on•motion-duly made: and.dn call vote-..carried were grderad paid and the Clerk
v,as instructed to issue warrants in payment of same.
Thereupon •i.hero being no further business to come before Council cn motion
J duly. made and carried Council adiournad:;to meat in .regular session on A4onday
July 13-th; at the hour of 7 o'clock &.A~. in .the ,City Ha11 the usual meeting
place.
