STANOgRD MINVTE RECORO A regular meeting of the City Council of the City of Elsinore vJas'held on the above date.. i~ The meeting was called to order at the hour of ~ o`clock P.M. vrith Mayor ', C,A. Lovejoy in the chair. , { Councilmen H, Gallagher, S,M. Rice, 'J .E. Patills, a.nd C. A% Lovejoy ans- ,~ ; ~ered the-roll call. ` Absent: Councilman H.C. Langstaff. Minutes of the previous meeting held on May 25th, were then read by the Clerk and there being no corrections or omissions were approved as read. The Mayor then appointed Councilman Gallagher and Rice to serve on a committee to canvas the :election returns of the Special recall election held on Friday June 5t 1931. ~Bhereupon the Committee reported that the rssult of their canvass 'of tkye returns of the Special recall election was as follows: Shall John E, Mills be recaaled from the office of Councilman 'of the City of Elsinore* Yes: Votes cast 244 No: Votes cast 228 To succeed John E. Mills as Councilman in the event that he be recalled. Geo. H. Mortorf Jr, received .244 votes. i i Shall Herman 0, Langstaff be recalled from the office of Councilman of the City of ElsinoreY Yes: Votes cast 250 ` . ,._, ,- _ - ! No; Votes cast 219 I To succed Herman 0. Langstaff. as Councilman in the event that he be recalled. 0, B. Sheave received 250 votes. 'hereupon it eras moved by Councilman Mi11s and seaonded'by Councilman Lovejoy that the report of the Committee on convass of the election returns ice approved. and accepted which motion upon. vote. was carried. ,,_ I Resolution ~~245 was then introduced and read being a Resolution of the City +i Council declaring the result of the special recall election.. V7hereupon it eras moved by Councilman. Mills and seconded by Councalma~s dice that resolution 245 be passed and adopted dvhich motion uses carried byahe..,follocving -~ vote: Ayes: Councilmen:. .Gallagher, Rice, N,ills, and Lovejoy. Noes: Councilman: Nons Absent:Councilman:.Langstaff Councilman Langstaff, John E, Mills then vacated his chair and the Mayor... I~ expressed to him his thanks and appreciation for past services rendered, i Page ~2 Regular P~eeting of the City Council June 8th, 1931. The Clerk then issued cirtificates of election and administered the oath of office to the newly sleeted Councilman, Geo. A, Norton Jr, succeeding John E. 62ills and O.B. Sheane succeeding H. 0. Langstaff. Whereupon the two new members of the pity Council took their seats. The Clerk then presented to Council the Treasurers monthly'report which was on motion duly-.made and. carried was accepted end ordered placed on file. The. Clerk then presented to Council a eommunica'tion .from the. sigh posting Dept of the Automobile Club. of So. Calif, calling. attention to the. new speed limit laws to i7h~¢o~e effective Aug. 14, 1937., which will necessitate the erection of .new speed limit signs, in order to enforce the law and submitted quotations for the. erection of these signs. Whereupon. it was moved by Councilman Gallagher, and seconded by Council- man R4orton that the communication be received and that the Clerk. be. instruct ed to rsply.to same,. and to request-that they have cne of their representatives get in touch vrith us, with the vieaw of collecting necessary data as to where signs should. be placed, which motiom upon vote eras unanimously carried. The Chair then appointed the new Councilman Riorton and Sheane to serve on the .same committees filled by the former Councilmen. S~hereupon the Clerk presented to Council a commurnication from A. E. Bottell County Agricultural Commissioner stating that it has been .reported to him that our City Streets are infested with puncture vine and .other. noxious. weeds and requesting that Council take immediate. action .to eradicate said noxious. weeds. After .some discussion on the matter it cuss agreed that it vrauld be ad- visable.to have the County take care of this work. ' 'V~hereppon it eras moved by -0ouncilman Norton that it be authorized to i:c'~have $krb County take care of the eradication of puncture vine and other noxious weeds from our- streets at the expense of the. City which motion upon vote was carried. Whereupon it v+ras moved by Councilman Gallagher and seconded by Council- . ..man Rice, that.-the City Attmrney be instructed to prepare an emergency Ordinance providing for the cleaning of City lots and charging .the expense of yarns. to property ovmers with taxes if necessary; which mot ion 'upon vote was unanimously carried. Councils attention was,then called to the matter of certain bath houses in the City running water into the Temescal ditch and that same was becoming a nuisance. Whereupon the Nayor appointed Councilman Norton and Gallagher as a committee to confer with the owners of said bath houses with the view of ...getting them to discontinue the practice of running water into the temescal ditch. Thereupon_it was called to Councils attention that .the Treasurer vras in need of a filing cabinet for the filing of cancelled Bond and coupon folders and after Councils consideration of the matter it eras moved by Councilman Sheane and seconded by Councilman Gallagher that it be authorized to purchase for the Treasurer a two section steel .filing cabinet which motion upon vote u~as carried. ~ ' MIIYVTE RECOt~D of REGULAR S~ETING OF 7".iH CSTY COUNCIL MEETZIYG HELD OlY THE .8th - DRY OF June 1931 Is Page ~~'3 The clerk then presented to Co~mcil a communication from Crouch and 0rouch Atty`s for. the BrovJn Crummer Co With enclosed demand upon the Gity of Elsinore to levy a special tax in connection vJith the delinquene~es on account of Elsinore ~ater< Bonds. . iflhereupon it eras duly moved and carried that the matter be referred to~the City attorney for his consideration and attention. . The Clerk then presented to .Council a communication signed by a number of citizens interested in the organization of a night. baseball team in Elsinore and requesting of Council permission to use the City property on Grahaan Ave for a base ball park.. Whereupon it eras moved by Councilman Rica and seconded by Councilman taorton that the Elsinore :night baseball Assn be granted permission to use Hea:1d Pax•k for a baseball diamond c~hich motion upon vote *,aas carried. Bills as audited by-the auditing coimnittee crere then-presented to Council. and on motion duly made and on call vote carried tivere ordered -paid and the Clerk was instructed to issue'~Parrants in payment of same. Thereupon there being no further busines _to come .before Council on motion duly made.:amd carried, Council adjourned to meet in regular sessicn on A~ionday June 22nd, at the hour of `/ o'clock P.im. in the Gity Hall -the usual meeting place.
