A regular meeting of the .City Council of the. City of Elsinore was held on
the above date.
The meeting.,.=as called to°order at .the hour of o'clock P,M, with P.Zayor
C.A. Lovejoy in the chair.
Councilmen: H. Gallagher, S.M. Rice, J.E. Y~Iills and C, A, Lovejoy ans-
caered the roll .call.
Absent: Councilman: H.O. Langstaff.
Minutes of the previous meeting held on April 2gth e~rere then read by the
Clerk and thane being no corrections or omissions uaere approved as read.
The Treasurers monthly report vuas then. presented to Council which eras on
motion duly made and carried accepted, and .ordered placed. on file.
A.Communication from the First National Bank adressed to b4ayor Lovejoy wa
was then. presented to Council., in which they called attentmon to the general re
duction being made by Los Angeles Banks in interest rates on demand deposits
from a three, to a two-and one-half perceht basis and stating that after an~-
lizing the situation they felt just ified.in making a similar reduction in the
interest rate on demand-deposits.and further stated. that any suggestions that
Council might make on the matter would be appreciated.
thereupon after due consideration of the matter, it etas moved by Council
roan Rice, and. seconded by Councilman k4ills, that the Clerk be instructed tc
ascertain the-amount. of inactive._funds available for a-time deposit and to re -
port of his findings to the Mayor and that it be authoriged to transfer the sum
available from a d::mand deposit to a time deposit which motion upon vote eras
unanimously carried.
Thereupon the Bldg Supt's monthly report was presented to Couhcil, .:: ;
which +r~as on motion duly made.and carried accepted and ordered placed on file.
Tho Clerk then presented to Council. a. communication from the State
Compendation Ins. Fmnd, asking to be advised if the safety measures recomritend-
ed to be-made at the City SetRrer and pumping plants have been completed,
thereupon the. Clerk presented 'to Council communications from City Atty
Best, submitting copy of Answer filed in the matter of Clark et al, VS Lovejoy
et al, and reporting, that on May .4th, he had appeared in Court, being the
return day of the alternative writ of mandate. and filed motion for a dismissal
of the action on the grounds .that the .Ordinance providing for the holding of a
special recall election had already boen passed and further reported that the
motion was granted and that the Court discharged the alternative writ of man-
date.
'Thereupon it was duly moved and carried that said communications be
received and ordered placed on file.
Thereupon the Clerk presented to Council a communication froom the
Boulder Dam Assn, enclosing six different publications of .the U.S. Reclamation
Service pertaining to Hoover Dam and its attendant benefits and suggesting that
the titles of these documents be published in the local newsp~,paer with state-

'Whereupon it was duly moved and carried that said coranunication and
.documents be received and ordered placed. on file.
Resolution X244 was then introduced and read by Mayor Lovejoy being a
resolution of the City Council resolving that the Council. hereby pledge, a
reduction in the tax levy for the ensuing tax year and further resolving that.
a copy of this resolution be transmitted to the tax levying bodies of the tvro
Elsinore Sehool•Distric$s anci the County Board of Supervisors, viith the re-
quest that .they.. join with the Gouncil in in effort to .afford additional relief.
t9hereupon~it•was aroved`by.Counclman•Pdills and seconded by Councilman
Rice, that Resolution p~`244 be passed and adopted which motion •~=as carried by
the following vote:
Ayes: Councilmen: Gallagher, Rice, Mills and Lovejoy.
.Noes: None.
• Absent: Councilman: H.O. ;Langstaff.
Citg Engineer Crane.then reported o Council that with reference to the
proposed increase in the size of lamps to be used in the. ornamental street lights
from. 60 watt lamps to 100 watt, that he had been advised by the So. Sierras
Power Co 'that-the service-would be-01.45) per lamp or an increase_of (.50) per
lamp over the present cost for 60 watt lamps. ,
?Whereupon after due consideration of the matter by. Council it t°:as agreed
that the ehgineer be instructed to install several 100 watt lamps for a demon-
stration,.as to the increase in lighting to be .obtained. ;
Council then took up for .further consideration the matter of using Bitunuls
for the repair of'strret<pavement.
- R'hereupon it was moved-by-Councilman.,Rice, that he Clerk be. instructed to o ::..,.
order 8 bbls of Bitumuls-and to request of the Bitumuls Company that they-.send a man
out to demonateate-the use of said product which. motion upon vote. was unanimously
carried.
. Bills as audited by the auditing committee were then presented by Council
and on motion-duly made and on call vote aarried, were ordered paid: and the Clerk
was instructed to issue warrants in payment of szsne.
Thereupon there-being no further business to come.before Council on motion
duly. made and carried, Council adjourned to meetiin regular session on Monday'
P~4ay 25th at the hour of ~ o'clock P.2~4. in the City Hall the usual meeting place.
