The meeting was call;d to order at the •hour of 'o'clock P.Ad. :with ivTaycr C. A, Lcvepy in he chair. ~`-Councilmen: 'H: Gallagher; H:O. Langstaff, S.M. Rice, J. E. P:4ills and &. A. Lovejoy answered the roll call. Absent• None. Minutes of the previcus meeting held on April 13th, were then read by the Clerk e.nd there being no corrections or omissions were.appreved as read. The Clerk then presented to Council the So .. Sierras Pourer Co's Franchise Tax report for the calendar 'year 1930, with cheek enclosed for the.amount oY 013$.18) to cover tax due the city. • 'thereupon it was duly moved and carried that said report of the So Sierras Povrer`Co; be accepted and ordered placid on file, Thereupon the Clerk presented to Council the So. hlestern Home. Telephone. Co's Franchise Tax report for the calendar year 1930, with check enclosed for the amount of (~15b.j1) to ccver tax due the city. thereupon it was du~.y moved and carried that .said report of the Soouthern ~'estern'Home telephone Co be accepted and ordered placsd on file. Ordinance `209 was then presented on .second reading bedn~ an Ordinances calling and providing .for the holding of a special election_to be held on Friday the 5th da:y of Juhe 1931 to determing whether the voters will recall ffiohn E. Iviills, and H.O. Langstaff from their offices as Councilmen and to elect their successors in the .event that they s3~:11 be removed from office. 'S~hereupori it was moved by Councilman tiIills and seconded by Councilman Langstaff that Ordinance {209 be passed and adopted which'motiot~tvas carried by the following vote: Ayes: Councilmen: Gallagher, Langstaff, Riae, Mills and Lovejoy. Noes: None. Absent: None. - ', Councilman Mills then reported to Council that he vvas in possession of (22) letters signed by (22) persons who had sighsd the recall petitions and who expressed their desire to have their names withdrawn from said petitions, but .that he was`informed that this could not be-le galls done. Thereupon Ordinance #210 was presented to Council on sencond reading being an Ordinance amending Ordinance 161 to provide for a discount on City License under certain circumstances. ~9hereupon it was moved bq Councilman Langstaff and seconded by Councilman Mills"that- Ordinance #210 be passed and adopted vahich motion vdas carried by the following vote: Ayes: Councilmens Gallagher, Langstaff, Rice, b4i11s and Lovejoy. Council MEETr1YG HELD 01Y THE .27th DAY OF April 1931 S9 Page #3 Thereupon Ordinace 211 wa.s presented to Council on second reading, being an Ordinance amending Ordinance."203 fixing. the water-rates to be charged in said City of Elsinore. 7~'hereupon it was moved by Councilman_Rice and seconded by Councilman Langstaff that Ordinance #211. be passed and adopted which motion v,as carried by the following vote: Ayesa Councilmen: Gallagher, Langstaff, Rice,_Miils and Lovejoy. Noes: None. Absent: None. Thereupon Ordinance X212 was presented to Council on senond reading being an Ordinance amending Ordinance 201 fixing. the. salaries of City officials and City appointees of the ¢ity of Elsinore. 'Whereupon it was moved by Councilman Mills and .seconded by Councilman Langstaff, that Ordinance 212 be passed and adopted .which motion vaas carried by the following vote: Ayes: Councilmen: Langstaff, Mills, Rice, and Lovejoy. Noes: Councilman: Gallaher. Absent: None. The chair then. presented to Council for their consideration, the matter of increasing the ornamental street laps for. .sixty watt to one hundred watt lamps after some discussion and consideration,of the matter it v+as agreed that th the chair be instructed to take .the. matter up with the So. Sierras Pourer Co and secure from them their proposition as to the cost of service for one. hundred. watt lamps. City Engineer Crane then reported to Council that he was circulating a petition to be submitted to.T.C. Jameson, chairman of the County Soard of Supervisors, requesting that the next contract let on the Ortega highway be for uaork from the floor of the valley to the summet_of the Elsinore mountains and presented same to Aouncil for. their signatures. The petition was approved and signed by all members of the Council. The Chair then reported to .Council that. he .had been solicited by the Lake Elsinore Yacht Club for a donation from the City for advertising the speed boat races to be held on Lake Elsinore on MaylOth, and asked Council vahat they wished to do in the matter. 'Whereupon it •Aras moved by Councilman Gallagher, and seconded by Council- man Langstaff that it be authorized. to donate (~2§.00) to the Lake Elsinore Yacht Club for advertising the boat .races, which. motion upon vote was unanimously carried. Bills es audited by the. auditing committee were then presented to Council and on motion duly made. and. on caIDl vote carried was ordered .paid and the Clerk was instructed to issue warrants in payment of same.
