A regular meeting of the City Council of the City of Elsinore was held on
the above date. The meeting eras called to order at the hour of 7o'clock P.9i,
vrith Mayor C. A. Lovejoy in the chair,
Councilmen: E. Gallagher, H'C. Langstaff, @.M. Rice 7. E. 1`.4llls and
C. A. Lovejoy. answered .the roll call.
,.Absent: None.
A4inutes of tha previous meeting held on IuIarch 23rd, ttrere then read by '_
the Clerk and ther° being no corrections or omissions were approved as read.
The Bldg Supt's monthly report for the month of ISarch,was then presence
to Council and on motion duly made and carried was accepted and ordered placed
on fine,
Thereupon the Clerk presented to Council the Treasurers monthly report
vrhich was on motion duly made and carried, accepted and ordered placed on file.
The annual Franchise Tax Report of the So. Calif. Gas Co eras then.
presented to Council, vrith enclosed checl: for 0254.64; to cover Franchise Tax
due the City for the year 1930,
Whereupon it was duly moved and carried that said report of the So,
California Gas Co, be accepted and .ordered placed on file.
The Clerk then reported to Council-that the Automobile Club of So
California had given notice that policy covering insurance on the police, car
vrould expire on April 18th, and asked to be advised regarding the renecral of
said insurance.
Whereupon it was moved by Councilman Langstaff that the insurance
on the police car carried with the Auto Club of So Calif be renewed which motion
upon vote was unas:imeusly carried.
League of Calif Idunicipali'c.ies, Legislative Bulletin ~~7 was then
presented to Council, calling attention to Assembly Bills ~11 and'1188 and
Senate Bill 283 all of which relate to the taxation of motor vehicles, and
urging Councils opposition to Assembly Bills ~ll,and 1188 and endorsement of
Senate Bi11 X283.
Whereupon after Councils due consideration of the matter it eras
moved by Councilman 1Jiills, and seconded bgt Councilman Rice, that assembly Bills
~11 and 1183 by opposed and that the passage of Senate Bill 233 be endorsed wh
which motion upon vote was unanimously carried.
A conununication from the Riverside County Planning Commission waa
then presented to Council, advising that the Clevelin Realty Co are willing to
dedicate for Public park purposes a parcel of lots in Units 1 and T ofCCountyy
Club Heights and do some planting providing that the public will maintain the
Park, and further advised that the County .Board of Supervisors may be twilling
to assume a part of the burden if the City cJil1 co-operate,

Upon Councils consideration of the matter it eras mcved by Couhcil-
man Langstaff, and secended by Councilman I;iills that the matter be laid
over for futher consideration vahich motion upcn vote was carried.
• -Ths chair then brought up for Councils emnsidaration,~the matter
of allowing the Fire Dept, to answer calls and Anse the City's Fire
equipment outside of the City iirnits.
yhereupon after due consideration, of the matter it was moved by
Councilman L?ills and seconded by Councilman Langstaff that the Fire Chief
be authorized at his discretion to answer fire calls ai7d use the City`s
fire equipment outside of the Gity which motioh upon vote vgas unanimously c~.
carried.
The chair then read a commmunication from A. W. Eckerson in which
he stated that he was willing to sell to the City a strip of land for
street purposes .Eighty feet vaide and three hundred feet long lying along
the easterly side of his camp ground for the sum of (~~rj50.00) and Sub--
mined said proposal for Councils consideration.
Whereupon it was moved by~Councilman Gallagher and seconded by -
Councilman Mills that said communication be received and ordered placed
on file which motion upon vote was carried.
The Clerk then read a conununication'fxom the Syron Jackson Co,
regarding certain bills covering an emergency repair job on the City
Water pump, which wets considered excessive and payment on same held up ,
in an effort to secure an adjustr:ent on same and in which they set forth
the conditions under vahich the job eras done, and stated that they con-
sidered said bills fair and requested Councils favorable action on same,..
Whereupon it was duly moved and carri~;,d that the Byron Jackson
bills for repair of purlp be allowed and paid,
The Clerk t'ren presentad to Council the itimized bid sL:bmitted
by C. Kingsley Haviland for repair and refinishing of Council table,
desks and chairs in the City Hall for a total of (x`44.§0) and after
consideration of same.

It tivas moved by Councilman Il¢lls and seconded'by Councilman
Rice that it be authorized to have-only the City Council table repaired
at the quoted price of (~10.§0) which motion upon vote eras carried..
A communication from the State Compensation Ins. Fund was °'
then presented to Council calling their attention tc an inspection
made at the City Water and See/age Plants by their safety engineer
IvIr. Donohue in company with 1'Ir. Harmon as'a result of this inspect-
ion they urge that certair, change's be made for the purpose of increasa-
ing genaral safety.
Wherreupon it *rtas movad by Councilman Iu?ills and sacondsd by
Councilman Rice that Mr. Harmon by instructed to do the worl: rsquired
and that 'the Clark be instructed to-notify the Ins. Fund ~^rhen the eaork
is done which motioh upon vote was carriad.
Council then listened I;o representatives of the So. Calif. Gas
Co and So. Sierras Power Co, who advanced certain suggestions with 'reference
tc installations providing for standby pumping wquipment and quoting
probable costs for each type of installation.

Ordinance 209 providing for the ealiing of retail election was then press
presented on second reading, whereupon after some-discussion on the passage
and adoption of said Ordinance`a$ a previous spacial meeting crhich it t=ras held

vhereupon it was moved by Councilman Langstaff and. seconded by Councilman

unanimously carried.
Thereupon Ord: I~1211 eras'introduced and presented on first reading being an
Ord ~~203 fixing the skater rates to be charged.

vote was carried.

Ordinance amending Ordinance n201 fixing the s€aariss cf City officials and
City appointees,
Whereupon it was rnoved by Councilman ~:~ills and seconded by Councilman
Langstaff that Ord. 212 by pa.ssod to its second 'reading which motion was
carried by the following vote:
Ayes: Councilman: Langstaff, Rice, hills and•Loaejoy.
Noes: Councilman: Gallagher
