P/iarCh 1831 Is A regular meeting of the City Council fo the City of Elsinore was held on the above date. The meeting ~sas called to order at the hour of ~ o*elock P.f;I. with _}~ayor C. A. Lovejoy in the chair. Councilmen: H. Gallagher, H.O, Langstaff, J.~. P•tfills; S'Pei. Rice and C. A. Lovejoy-answered the roll call. Absent: None. < Minutes of the previous meeting hold on Feb 24th, were then read by the Clerk and there being no-omissions or corrections were approved as read. The Bldg Supt's monthly report t^ias then presented to Council and on motion duly made and carried, a~as accepted and ordered placed on file. Thereupon the Treasurers monthly report was presented to Council which was on motion duly made and carried accepted and ordered placed on file. :Bn itemi2ed inventory of 'the equipment on hand and not in use at the City water Plant, prepared by•M. $armon water Supt, was then presented to Council. whereupon it ?vas orderd that an inventory list of the equipment in use be also prepared and together with invoice presented be filed in the office of the Clerk for future reference. The Clerk then presented to Council the vm itteh opinion of City Atty Best with reference to the City's liability for tha payment of delinquent Ig15' Act water Improvement Bands, in ~+rich hs stated -that it seems extremely doubtful whether or not the City would be held liable on thes matter and that in vieva of existing cir- cumstances it would seem to be preferable to a17ow the Court to deter*aine the liability of the City, end therefore recommended that the City take no-action in regard to the request made by Mr. Crouch Attorney for the Brown Grummet Bond Co, purchasers of said bonds. thereupon it was moved by Councilman Mills, and seconded by Councilman Gallagher, that the written opinion of City Atty Best be accepted and ordered placed on file, which motion upon vote was carried. ~ - . The Clerk then presented to Council a copy of Resolution adopted by the Civic Section pf the Elsinore womans Club, resolving that the public interest demands the acquisition by the City of Elsinore, bf as much of 'the Lakesh2re within the corporate l.raits, as will safeguard its use for the best interests of the people and that a copy of said resolution be presented to the City Council vrith the request that a commmittee from their number be appointed to investigate. the mstter and report at tha next meeting. - Upon Councils consideration of the•matteF it eras agreed that the chair appoint a committee to rnal:e an investigation of said matter and report on same a~ the next meeting. whereupon the chair appointed Councilmen Rica and Mills to serve with himself on said committee. Page #2 The Clerk then presented to Council legislation bulletins of the ' League of Calif `Liunicipalities r4 requesting Councils support of Senate Bills X52 ~ #53 designed to properly pabtett cities and their officials in damage suits for injuries to persons or property -resulting from defect- ive or dangerous condition of public streets and bulletin #~5 ca~.~.nffig attan~ion to Senate Bills 526 and 527 providing that-all fines imposed. for violation of City Traffic ordinances and state laws, be paid over to -..the County_treaeury, and requesting Councils apposition to same. Whereupon it was moved by Councilman P;Sills, and seconded by Councilman Rice, that the Clerk be instructed to write,to,our Senator and Assemblyman and on behalf of Council express their, support-of Senate , Bills No's 52 and 53 and their opposition to the passage of Senate Bills No's 526 and 52'j, which motion upon vote was carried. ..Resolution r~242 ti+.as then .introduced .and read being a resolution providing that a contract be entered-into with-D;R; Crane covering pay- - ment of engineering fees and appointing hiun City Engineer and that the RQayor and City Clerk be authorized to execute such a contract fo-r and on behalf of the City of Elsinore. ~9hereupon it was moved by Council~an ieiills and seconded by Council- man Langstaff that Resolution 242 be passed, and adopted which motion was carried by the Following vote: - Ayes:, Councilmen: Langstaff, Rige, Pdmlls, and Lovejoy. Noes: Councilman: Gallagher. ,P~bsent• None. Whereupon Resolution 243 was introduced and read .being a resolution providing that an extension be granted to Ed. Funk for the payment of rent on the Sewer Farm leasod from the City and that a crop mortgage be accepted from him, to secure the payment of s~.id rent. .Thereupon it_vaas moved by Councilma~s A3id:1~ and saconded by Council- man Rice, that Resolution 243 be passed and adopted vrhich motion upon vote was unanimously carried. Thereupon Ordinance 209 was introduced and. .presented to Council on first reading, being ann. Ordinance calling and providing for the. holding of a special elect ion. to be held in the City of Elsinore on Friday the First day of May 1931, to determine whether the goters of said city will recall: J,E, S~~fills and H.C, Langstaff from their offices as Councilmen and to - elect their successors in the event they shall not be removed from office, Whereupon it was-moved by Councilman Langstaff and saconded by Councilman P,ii11s that Ordinance #20j be passed to its second reading„which: mot ion -was carried by the following vote:' Ayes: Councilmen: Gallagher, Langstaff, Rice, Pdills and. Lovejoy. Noes: None. &b sent: None. The chair. then called to Councils attention that certain irnprove- _rnents shoulcc be made at the City Park, and after some discussion on the matter he chair appointed Councilman Rice to-serve on the-Park Committee, crith Councilman Langstaff. , MII~zuTE rzECOr~n of REGULAR I,L~ETING OF THE CITY CGUNCIL _ __, MEETING HELD ON THE 9th - DAY OF Tdarch 1931 19 3 • Council then took up for further consideration the matter of purchasing bituraul product§ and necessary equipment for application-of same in he repair of streets. ` 1~Phereupdh it ~'vas`moved'by Councilman NRills and seconded by'Cou~oilman Rice that the Street Committee be authorized to purchse the necessarj equipment and material for use in the repair of City streets which motion upon vote Xmas carried Bills as audited by the auditing committee were then presented to Council and on motion-duly ,made and on call vote carried were ordered paid and the Clerk , was instructed"to issue warrants in payment of same.
