A regular meeting of the City Council of the City of Elsinore was h
' held on the above date..
The meeting was called to order at the hour of 7o'oclock P.M. with
Mayor C. A. Lovejoy in the chair.
Councilmen: H. Gallagher, H.O. Langstaff, S.I. Rice, J.E. Pdilla and
C.A. Lovejcy amsuvered the roll call.
Absent: None.
- Pdnutes of the previous meeting held on the Feb.. 9th, were then read
by 'the Clsrk and there being no corrections or-omissions were approved<-
as read.
The Clark then presented to Council, Calif. League of Municipaliter
Legislatior Bulletin #3 calling attention to Senate Bill 126 a pro-
posed new recall law and requesting Councils approval or dissaproval
of said bill,
thereupon it was moved by Councilman Gallagher and seconded by
Councilman Rice, that said bulletin #3 be received and placed on file
for further consideration whcih motion was lost by the folio+~ring cote:
Ayes: Councilmen Gallagher and. Rice.
_ Noes: Councilmen Langstaff, Mills and. Lovejoy.
Thereupon it was moved by Councilman Mills and seconded by Council
man Langstaff, that Senate Bill 126 be endorsed by Council and that the
Clerk be instructed to forward notice to the League of Municipalities of
Councils approval of said Bill which motion was carried by the following
vote:
Ayes: Councilmen Langstaff, Mills, and Lovejoy:.
Noes: Councilman Gallagher
Councilman Rice not voting.
The Clerk then presented to Council for their approval a contract
prepared by City Atty Best for,execti'kion by and between the Gity of
Elsincre and City Engineer Crane.
Upon Councils consideration of the terms of said contract it
was moved by Councilman Mills and seconded by Councilman Langstaff that
said contract read to provide that the City Engineer be paid not to ex-
coed 75~ of the normal amount due him, in the event that for any reason
a work is ordered cancelled which motion was carried by the following
vote:
Ayes: Councilman Langstaff, Rice Mills, and Lovejoy.
Noes: Councilman Gallagher
Absent: : None.
Whereupon it was moved by Councilman Rice, and seconded by
Councilman Gallagher that the contract with the City Engineer be laid
over to the next rnaeting for further consideration; which motion upon ,
vote was carried,

The Glerk.then presented to. Council a communication for the Controller
of the I~detropolitan ;later District received in response to'Councils request 8
for certain information affecting the A4etropolitan :"ater District and in which
there is set out a statement .showing the information desired; to r.,it-,
1. Amount of bonded or other indebtedness.
2. The assessed value of .taxable property according. to the most recent
assessment.
3. The names of all municipalities, the area of which are. included with-
in said district.
9hereupon it cas duly moved and carried that said. communication be
received and .ordered placed on file for further consideration.
Council then considered the terms set out in a certain lease prepared to
cover the rental of the old City Hall Bldg to Atty A.D. McGuire and after due
consideration of same, it was moved by Eouncilman Mills that said lease approve
in all respects, excepting .that it be changed to,prowide that in the event the
',lease, is terminated by the City, within one .year, the adjustments to be allow-
'ed for any improvements made be limited to not exceed the sum of 050.00) which
!.motion upon vote was carried.
The. Clerk then submitted to Council recall petitions filed with the City
Clerk of the .City of Elsinore, demanding the removal of J.E. Mills and
H,O, Kangstaff Councilmen of said City, containing a statement of the grounds
on which the removal or recall is sought and demanding the election of their
successors as members of the. Council of said City, to which petitionsthere was.~.-
attaehed the certificate of the said City .Clerk dated Feb.,24, 1931, certifying
that said petitions wrere signed by the requisite number of qualified voters of
said City, and are sufficient and compilod in alT respects with the laws of the
State of California.
thereupon it .was moved. by Councilman bills and seconded by Councilman
Langstaff, that City Atty Best be instucted`to,prepare an Ordinance calling
and providing for the holding of said special re call 'a lection which motion upon
vote was carried.
Thereupon it was moved by Councilman Mills and seconded by Councilman
Langstaff, that the heading of said recall petitions containing a statement of
the grounds on which the recall is sought, together writh the number of names.
attached to said petitions an: the number of votes cast at the last preceding
municipal election, be published in the Elsinore Leader Press, whichrnmotion
upon vote was carried.
Thereupon it was roported to Council that Mr. Ed. Funk was delinquent
0300.00) in the. payment of rent on his lease of the City Sewer Farm and that
his circumstances were such that he could not take care of same at than time,
and would appreciate being granted an extension of time for the payment of sans.
~kxereupon after Councils consideration of the matter it was moved by
Councilman Gallagher and seconded by Councilman f~dills that Mr. Funk be granted
a six Months extension of time for the payment o;' rents due, providing that he
give the City a crop mortgage as security for the payment of same, which motion
upon vote was carried.

Thereupon it was. agreed by Council that the Clerk be instucted to
notify the City Atty to prepare a crop"mortgage with interest to be
~raived and"to notify Mr. Fuhk by Councils action in the matter.
Councilmen Gallagher, .Langstaff and T+Vater Supt. Harmon, a
committee on purchase of Plater pipe, reported that they purchased
(500) feet of second hand•pipe in very ~oor'_ condition i~thcih purchase
resulted in about a 0200,00) saving to the City. •
A+hereupon, it was duly moved and carried that the report be accepted
and commmittee discharged.
Councilman Mi11s then brought'up for consideration the matter of
delinquent rental licenses and`also made inquiry if all persons having
rentals mere listed on the books.
39hsreupon, it -was moved by Councilman bYills and seconded by Council-
man Gallagher, that the Clerk be instructed to mail out bills on Roar. 1st
for all delinquent licenses with stamped notice to pay up in ten days or
- that collection will be enforded e~rhich motion upon vote was carried.
Thereupon, it was moved by Councilman Ivfills and seconded by Council-
m~.n Rice,. that the. Clerk be instscucted to make a personal canvass of. the
City for the purpose of securing a list of all persons subject to a
rental license•ahd placing their names on the license ledger which
motion upon vote was carried.
Hills as audited by the auditing committee were then presented td
Council and on motion duly made and on call vote carried, were-orc'ered
paid and: the Clerk was instructed to issue warrants in payment of
same.
.Thereupon there being no further business to come before Council on
motion duly made and carried, Council adjourned to meet in regular session
-on Monday iLarch 9th, at the hour of `~0'Oeloak P.PR. in the CityHall the
