HomeMy WebLinkAbout02-09-1931 City Council MinutesMINUTE AECOxn of REGULAR PdEETING OF THE CITY COUNCIL MEETING HELD ON THE 9th DAY OF Fel',f. 1931 79 A regular meeting of the City Council of the Gity of Elsinore was held on t'he above date. ' The meeting ras called to artier at the hour of go'clock P.M. with Mayor C. A, Lovejoy in the chair. Councilmen: H. Gallagher H. 0, Langstaff S.A.4, Aice, J. E, Pdills and C. A. Lovejoy answered the roll call. Absent: None. Minutes of the previous meeting held on Jan. 26th were then read by the Clerk and there being no eorree~.ions or omissions were approved as read. The Bldg Supt's monthly report-for the month of January was then presented to Council and on motion duly made and carried, was accepted and ordered placed on file. Thereupon the Treasurers monthly report was presented to Council and. on motion duly made and carried was accepted and ordered placed on file. Thereupon the Clerks annual detailed report of the financial trans- actions of the City of Elsinore was presented to Council a copy of said re- port being furnished to ea eh councilman. whereupon, it i~as moved by Couneilman•Gallagher and seconded by Councilman Langstaff that the Clerks annual report be approved and accept- ed, and that same be ordered published in the Elsinore~Leader Press, which motion upon vote was carried. ^ The Clerk. then presented to Council a communication from the clerk of the City of San Jacinto tivith enclosed copy of a resolution adopted by said City and designed to assist a movement instituted by the dairymen of Southern California in their effort to prevent the marketing of fluid milk. produced north of the Tehachapi,, in competition with that produced in so- uthern California and urvged Council to consider the adoption of.a similar ~s resolution. whereupon it was duly moved and carried that said communication be received and ordered placed oxi file, A communication from the American Bitumuls Co, quoting a price of (98.00) complete for a portable, small air displacement unit for Bitumuls distribution. tivas then presented to Council. whereupon it was duly moved and carried-that said communication be received and ordered placed on file for further reference. A copy of communication adredded to Matich Bros by the So. Calif. Gas Co, authorizing them to repair street pavement at a number of stated locations was then presented to Council, ^ whereupon Council also took up for consideration the matter of lxaving repaired the damaged places in street pavement caused by the in- Page ~2 stallation of sewer lines, and it-was agreed by Council that the matter be referred to the fitreet Committee vrith authority to have said places repaired, 1I.egislative Bulletin ~1 from the League of Calif Municipaliters in regard to`Srenate Bell No. 86 raising the tax limit from.~1,00 to ~01.25`was them presented to Council for their approval or dis- approvaL of said proposed amendment. Vhereupon it was moved by Councilman i~dills and seconded by Councilman Langstaff that Senate Bell ~~6 be disapproved which motion upon vote was carried. Legislative Bulletin {~ from the league of Calif. rc~unicepa~.ites in regard to Senate Bell ,¢`386 which provides that~those~city streets that happen to be a continuation of a state highway should be im- proved and kept in repair out of the State .gasoline tax fund ; was then presented to Council for their approval or disaproval. Whereupon it was moved by Councilman Rice and seconded by Councilman P6ills that the Clerk be instructed to natify the League of Calif. Municipalities that Council endorses and approves the passage of Senate Bell 386 erhich motion upon vote was carried unanimously. - Therapon the Clerk presented to Council the written application _ of D, ~, Crane for the office of City Engineer, :4hereupon it was moved by Councilman Langstaff and seconded by ` ~ "" Councilman Rice that D.R. Crane be appointed City Engineer and that th. City Atty be instructed to prepare a suitable contract for ex- acgtion with Mr. Crane mihich motion was carried by a vote of four ayes, Gallagher voting no., The Clerk then presented to Council communications from City ratty Best also the fiietropolitan Water District, received in response. to inquiry made concerning the method of entry into the Metropolitan -Water District:. 4Yhereupon it was moved by Councilman P~iills and seconded by Councilman Rice that the report of Auditor Frazier be appaoved.and accepted which motion upon vote was carried. ` Thereupon on moticn by Councilman Mmlls and seconded by Councilman Langstaff and on vote carried, The Clerk was in- strutted to prepare demands for the refund of any money trans- - fered to other funds from the General and tfater Funds. Thereupon Council took up for consideration the matter of leasing the old City Hall-Bldg. to Atty A, D, McGuire. T~ihereupon it Baas moved by Councilman Gallagher and seconded by Councilman Langstaff that it be authorized tm execute a lease covering the rental of the old City Hall Bldg to Atty A.D, McGuire for a period of one year at a rental of 020,00) per month said lease to be subject to termination in in the event of sale or required use of .said premises by the City _ and in the event that lease be terminated in less than one. year an adhjustment be allowed to the lesser for any improvements made, which motion upon vote was carried. w ivrrr~zuTE RacoAn of REGULAR RiEETING OF THE CITY COUNCIL MEETr1YG HELD OK THE. 9th. DAY OF Feb. 1931 re Page #3 Thereupon it was moved by Councilman Langstaff and seconded by Councilman Aice, that auditor Fraziers recommendation.regarding to a monthly check of securities deposited, by the Bank to cover-the .City's deposits, and that the key to the Treasurers deposit box be left in charge of the City Clerk be carried out. Which motion upon vate was carried. Bills audited by the auditing committee were then presented tc Council and on motion duly made and on call vote carried were ordered paid out and the clerk was instructed to issuo warrants in payment of sage,- Thereupon there being no further. business to come before Council on motion. ..duly made and carried, Council adjourned to ;feet in regular session on Tuesday February 24th, at the hour of 7 o'clock P.M. in the City ,Hall .the usual meeting place,
