A regular meeting of the City Council of the City of Elsinore was ;'_..
held on the above date,
The meeting was called to order at the hour of 7o'clock P.P~. with
Mayor C, A, Lovejoy in the chair:
Councilmen: H. Gallagher, S.B~i. Rice, and E.A, Lovejoy answered
the roll call,; '
Absent Councilman: H. 0, Langstaff
Minutes of the previews meeting held on Dec. 22nd, were then read b
by the Clerk and fihere being no corrections or omissions, were approved as
read.

Tk~ereupon:George Crouch, Atty for the Brown Crunmer Co, purchased
of the Elsinore 1826 Water Bonds appeared before Council and called to their
attention that'at the present time the City was delinquent in the payment of
more than 010,000;00) of said bonds and interest coupons, which delinquency
he stated, was caused principally by-the non-payment of taxes on propertp
in the bounty Club Heights and Elsinore Heights and suggested that the mattar
could be taken care of by Councils authorization of a re-assessments on the
entire district and placing increased assessments on the more valuable pro-
perty. .He also stated that on behalf of the Bro~Frn Crummer Co, he l*/as making
a demand upon the Council to take necessary steps to liquidate the existing
delinquency or that they would be forced to file lega$ action against the
City with the view of reducing their claim to a judgement.
Whereupon after Councils due consideration of the matter, it was
moved by Councilman Mills, and seeondEid by Councilman Gallagher, that matter
of Water Improvement Bond delinquency be referred to -0ity Atty. Best, for ha
opinion as to the City's responsibility in the matter which motion upon
vote was unanimously carried.
The ~ldg Supt's monthly report was then presented to Council and on
motion duly made any carried, was accepted and ordersd~pla:ced on file,
< Whereupon, the Clerk presented to Council the Water Supt's
monthly report which on motion duly made, and carried accepted and ordered o
on file.
The Clerk then presented to Council the following communications:
A Communication from the State Dept. of Public 'Works,~advising tha
that the permit grantedto the Temescal Water Go, for the appropriation of
Waters Prom the San Jacinto .River was cancelled at the request of the'
applioant.
A communication from the Lake iasinore Hot. Springs Cd, suggesting
that if- Riley Street is to be re-named, that it be named Hot Springs Ave, -
A Corrmunication from City Atty Best, stating that in accordance
with the request of Council, he had looked up the Aet# concerning the quali€
ication~of members of the-Library Board, and that 'it was his opinion-that
the members of the Board were not disqualified by the fact that they reside
outside the Citv limits.

Whereupon it was duly moved and carried that said comrnunicati.cns be

!t communication fro the Morton Clay Co, was then presented'to
Council in which they stated that they were about to commence some develop-
ment,wark on their North Elsinore property which would make available
many yards of material suitable for the filling of Ailey Street or any other
necessary. fills and which they would be willing to make at a very low cost,
and requesteyl councils'consideration of the matter.
Whereupon, it was moved by Councilman Gallagher and seconded by
Councilman Rice, that the chair appoint a. committee to further investigate
the proposafl submitted and to ascertai3i ~lefgifit~®t~catue~~nthis vrork,.which.
motion upon vote was carried.
The chair appointed Councilman Gallagher and Rice to serve on said
committee...
The Clerk then presented to Council the written opinion of City
Atty. Best, .concerning the refund by the County of certain .tax penalties, Here-
tofors:collected and thought to .belong to .the City of Elsinore; and fcr reasons
set out ,at,lenght it was his. opinion that the City of Elsinore. is entitled to
all penalties collected by the County officers on delinquent municipal taxes,
which have not hertofore been accounted for and paid to the.City apd.-that. the
County could be compelled by appropriate action, to account to the City.for
such penalties and. subject however to the statate of limitations, and further
advised t}iat.if the City contemplates any action that it should be preceded _
by a.demand upon the County Auditor and County Board of Supervisors and that he
woull be glad to furnish forms for such demand if the Council so desired. .
Whereupon it was moved by Councilman Gallagher, and seconded by
Councilman Riee that tY~e City Atty's,written opinion concerning the refund of
deliquent tax penalties be received and orderd placed on file; and further
that the City Atty be instructed to prepare the necessary demand forms to be
served upon the County for a refund of delinquent Tax penalties vrhich raotion was
carried by the following vote: -

Hbsent; Councilman: H,O, Langstaff.
Thereupon Bob Ruskauff representative. of the Cleuelin Realty Corp,
appeard before Cpuncil and submitted a proposal for Councils consideration, in
the interest of improving conditions of Lake Elsinore for the benefit of„pro-
posing game gish, stating that by seining the lake and getting rid of the carp
much Qould be accomplished in .the way of improving conditions for the pro-
pogation of bass, which had been placed in the lake.
He advised that his company was very much interested in this .work,.
and would agree to contribute up to the sum of ($500.Op~ providing that a
like amount was raised from other sources to cover the expense of the Rork.:
Council agreed that the proportion eras worthy rof consideration and
that an ,investigation would be made to see what can be done in the matter:`
Water Supt M, Harmon hen reported to Council that the Elsinore
Garage was advertising for ,sale for storage and garage vrork a Chevrolet
Coupe with box back, which he thought could be bought dor about, ($50,00).

Page #3 The chair then appointed Councilmam Gallagher to check up on said car
car, and if found satisfactory for use by the Water Dept, that he be authori
zed to gurchase same at a price not to exceed (50,00).
Council then took up for consideration the matter of purchasing
' necessary equipment forr used in the application of Bethumuls on street
work.
Whereupon it was moved by Councilman :?ills and seconded by Council-
man Gallagher, that the Clerk be instructed to get definite price quotations
on small mounted equipment alson the hand purip and tank equipment, which
motion upon vote was carried.
The Chair then called to Councils attention that on San, 19s:nd 20th
there would be an encampment of Army Cffieors and soldiers from Fort P~cArthu
stationed at Elsinore, andrequested that Council as a whole, take it upon
thenselvea to sooperate with the Army officers during their stay in the City
The chair then called to Councils attention that a meeting of the
Imperial Highway Association is to be held in Elsinore on Jan. 31st, and
requested that-all Councilman lend their support to make the meeting a
success.
D,, R, Crane t~sen appeared before Council and reported that the
Directors of the Elsinore Plater Association were ccnsidering the forma-
tion of County Water District and extended to Council and invitation to
attend the next meeting to be held on Friday San. 16th at which time,
the matter would be further considered and discussed.
Bills as audited by the auditing committee were then pre-
rented to Council and on motion duly made and on call vote carried evere
ordered paid and the Clerk was instructed to issue warrants in payment
of same.
Thereupon, there being no further business to come l6efore
Council on motion duly made and carried, Council adjourned to meet in
regular session on ktonday Jan. 26th at the hour of 7o'cloek P,Nf. in the
City Hall, the usual meeting place.
