A regular meeting of the City Council of the City of Elsinore ivas held on
the above date.
The meeting eras called to order at the hour of '] o'clock P.P.t. with P.nayor C. A.
Lovejoy in the Chair.
Councilmen: H. Gallagher, O. .B. Sheane, S. D?, Rice, Geo H. P2ortcn, Jr.
and C. A. Lovejoy answered the roll call.
Absent: None..
Minutes of the previous meeting held on Nov. 28th were then read-by the
Clerk and there being no corrections or omissions i+ere approved as read.
The Building Supt's monthly report was then presented to Council and on
motion duly made and carried.vrae accepted and ordered placed on file.
thereupon the ^lreasurer's monthly report aaas presented to Council and upon
motion duly made and carried cos accepted and ordered placed on file.
Thereupon the Clerk presented to Council a communication from the CIevelin
_ Realty Corp. expressing their thanks to Council for their cooperaticn by authorizing
a reward offered jointly t=;ith their corporation for information leading to the
arrest and conviction of anyone destroying light globes and other personal property.
< Whereupon it uvas duly moved and carried that said communication be received
and ordered placed on file.
whereupon the Clerk presented to Council a communication from G. H. ??ctiath,
Principal of the ~'lsinore Union High Schcol reporting that his attention has been
drawn to the fa=_ct that. some persons are receiving ~r:ater which is highly charged
with a sulphur bearing gas, where others were receiving rater which is cdmparatmvely
free from sulphur and requested the-t Council arrange if possible to have the nigh
Sdhool receive water from the reservoir ~~:here aeriation is more complete.
Whereupon it was moved by Councilman Rice and seconded by Councilman Gallagher
that .the matter be referred to ?+:. Harmon and the ?•"ater Committee with instructions
that they make an investigation of the feasibility of serving cater to the. high
school from the low water reservoir and if the school Board are c.illing to bear the
expense of same that the vrater Committee be authorized to order that the necessary
connection be made, which motion upon vote v: as carried.
Thereupon the Clerk presented to Council the report cf the State Boar .of
-Equalization regarding the ratio of assessed to true value o~lfiw and stating t
the ratio so appearing on said schedule be used for the purposes oR a certain
act designed to limit the amount of special assessments for public improvements
of property said schedule to be used for t~=o years beginning Jan, lst, 1933•

Whereupon it was duly moved and carried th-,t said report be received and
ordered placed on file.
Whereupon the Clerk presented to Council a communication from the League of
i Calif. TL',unicipalities stating that as its major project for this year the League
has undertaken to secure for cities a direct return of gasoline tax monies for use
in the construction and maintenance of city streets and enclosed there ith a
uniform copy of a Resolution which they requested Ccuncil to adopt.

Upon Councils consideration of the matter it vvas agreed that said Resolution
be laid over for further consideration.
The Clerk then presented to Council the.-written application of H. Happe for
a permit to operate a pool hall, filed in accordance vvith the provisions of
Ordinance ,~21§.
Whereupon it vans moved by Councilman Gallagher and seconded by Councilman
Sheave that the application of H. Happe for a permit to operate a Wool hall be
laid on the table for, future consideration, vrhich motion upon vote was carried.
Thereupon Ordinance tt216 eras presented to Council on second reading, being
an Crdinance amending Crdinance ;%191 of the City of ~asinore.
;Nhereupon it m;as moved by Councilman Morton and seconded by Councilman
Sheane that Ordinance 216 be passad and adopted which motion v:as carried by the
follag~ing vote:
Ayes: Councilmen: Gallagher, Sheave, Rice, Morton and Lovejoy.
Noes: None.
Absent: None.-
Thereupon Councilman Gallagher brought up for Councils discussion and
consideration the matter of amending City Ordinance #188 v~hich provides for the
enforcement of liquor violations.
y:'hereupon it c.as moved by Councilman Gallagher that Ordinance 7188 be referred
to the City Attorney for amendment to conform vrith the repeal of the State lr~lright
Act.
The motion receiving no second ~~as declared lost.
Whereupon D. R. Crane appeared before Council and on behalf of the American
Aerial Reserve Class, requested of Council that they be granted the free use of
the City Park Band Stand for holding their meetings.
`whereupon it vJas moved by Councilman Rice and econded by Councilman-Ithorton
that the American Aerial. Reserve Class be granted the use of the City Band
Stand tP;ro nights a ~~eek, with the understanding that they bear all. the expense
of heat over the minimum charge, and the city agreeing to furnish lights, which
motion upon vote waas unanimusly carried:
Bills as audited by the. auditing committee v^rere then presented to Council
and on motion duly made and on call vote carried ~~ere ordered paid and the
Clerk ' as instructed to issue vrarrants in payment of same.
Thereupon there being no further business to come before Council on motion
duly made and carried 0ouncil adjourned to meet. in regular adjourned session
on Tuesday, Dec. ?_~th at the hour of 7 o'clock P.M. in the City Hall the usual
meeting .place.
