Gouncilmen: H. Ca1J.a.gher, 0. B.-Shean~, S, M. Rice, Geov H. 2:4orton, Jr.,
and C. A. Lovejoy answered the roll call.
Absent: None,
IP4inutes of the previous meeting held on Cct. 10th c=rere then read by the
Clerk and there being no corrections or emissions ~-ere approved as read.
.Thereupon the Clerk. presented to Council a communication`fror! City Attorney
Eugene Aest, reporting on the rate hearing before the $ailroa:d Gommissioh concerning
So. Calif. Gas Co.
T~Ihereupon it vras duly moved.. and carried that said report be received and
ordered placed on file.: .
Thereupon the Clerk presented to Council a communication from "k'a.ldo'-'i7.hoft
Sec'y of the Citrus Division of the League of Calif. P4unicipalities giving notice
that the next meeting of said .body is tr be held in the Potter Cafe, riverside
on Cct. 28th at 6:30 P. DC. a.nd urging that a good r'.elegation be sent to rerreeent
':Elsinore at this meeting.
The Chair ,stated th-,t he v:ould attend said m-.a~insr and urged that as many of
`the Coizhcil as could go wou7.d also attend.
Thereupon the Clerk presented to Council a, ccrnmunication from John H. Chase,
Consulting Engineer, ma'ring application for the ~:~ork of making pre7.iminary studies
c=rith reference to the possibility of the City installing a >,?unicipal Power System.
?thereupon it *ras moved by Councilman Gallagher and seconded by Councilman
Rice that the Clerk 'ea instructed tc reply to said communication and request a
submission of an estimate cf the prob=ble cost of such a survey, c~~hi.ch motion u;on
vote ~~,a-s carried.
Thereupon Rev. J. L. Cameron presented for Councils consideration a proposed
Ordinance to provide for regulation of pool halls, said ordinance being read by
the Cierlc.
'thereupon after Councils consideration of said matter. it was agreed by Council
to meet iith the proponents of said Crdina.nce, in the Chamber of Commerce room at
7 o'clock P.i". on Itdonday, Cct. 31st for the purpose of further considering any
proposed changes in said ordinance.
Thereupon Councilman Sheane reported. that the corataittee on unemp:!oyment had.
intervie,aed A-lr. Jackson, many-ger of the ;lsinere Theater regardin;; tea benefit
shoe,', and stated that c~lrle no definite plans had been made, that P'_r. Jackso_n
had expressed his erillingness to cooperate ~.-ith the community in the matter.
The chair then reported to Council that he h.a.s been informed by the County
Board. of Supervisors that it is their intention to allot sortie fund for uneraployme.nt
in the Elsinore district.
Thereupon it vas reported to Council that Architect Clark has suggested that

-the grade in front of the proposed City Hall site be estib].ished to'coiform `
to a 1/4 inch slope nor foot from curb to property line and approached by t~=ao
ramps.
G~Ihereupon it ~~as moved by Councilman Gallagher and seconded. by Councilman
Sheane that the grade in front of the proposed City Fall. site be officially
established on the basis of z. 1~4 inch per foot slope frorn present curb line
.to the property line and appr•oaehed frorn each side kith a ramp which .motion
v:as carried. by the follo•,-king vote:
Ayes: Councilrnen: Ca1la.gher, Sheane, Rice, t:'orton and Loveioy.

Bills a.s audited by the. auditing committee vaere then presented to Council
and on motion duly made and on call vote 'carried Mere ordered paid and the
Clerk eras instructed to issue t^aarrants in payment of same.
Thereupon there being no further bL?siness to come before Council on
motion duly made and carried Council adjourned to meet in regular session on
:flSonday, P.ov. 14 at the hour of ~ o'clock P.a:. in the City Hall the usual
mseting place.
