A regular meeting of the City Council of the City of Elsinore was-held=on
the above date.
The meeting was called to order at the hour of '/ o'clock P. P,R. vaith Ii4ayor
C. A. Lovejoy in the. chair. .
Councilman: H. Gallagher, 0. B. Sheane, Geo. H. Morton, dr. and C. A.
Lovejoy answered the roll call.
Absent: 4louncilman~S. M. Rice.
Minutes of the previous meeting held on Aug. 22nd were hen read by the
Clerk and there being no corrections ar omissions were approved as read.
The Treasurer's monthly report v:as then presented to Council and on motion
duly made and carried v-~as accepted and ordered placed on file,..
whereupon the Clerk presented to Council a communication from the State
Railroad Commission giving notice that it has been ordered upon the Commissions
own motion that an investigation be made of the rates, charges, classifications
and practices of the So, Calif. Gas Co. and that it has been ordered. that a
public hearing on said investigation be held before Commissioner Carr on
Friday, Sep. 23rd at 10 o'clock A. hR, in the Court Room of the Commission, ~O6
State Bldg. Los Angeles, Calif,
whereupon it vas duly moved and carried that said communication be received
and. ordered placed on file.
Thereupon Ordinance 214 was presented to Council on second reading being
an .^,rd.inance amending Ordinance x"161 of the City of Elsinore providing for the
licensing of business.
whereupon it was moved by Councilman Gallagher and seconded by Councilman
Sheane that Ordinance #214 be passed and adopted which motion was carried by the
following vote:
Ayes: Councilmen: Gallagher, Sheane, Morton and Lovejoy.
Noes: None.
Absent: Councilman Rice.
Thereupon City ~gineer Crane made his report to Council on the ornamental
lighting system on Graham Ave. which is out of commission and stated that the
estimated cost of repairing same would be in the neighborhood of X90.00.
whereupon it was agreed by Co~.ncil that the matter be laid over for a
submission of bids.
The chair then reported to Council that complaints have been made to him on
the condition of the sewer line on Granite Street and suggested that perhaps
an investigation should be made of the existing condition of said line.
Phereupon it was agreed by Council that the matter be laid over for in-
vestigation by Council as a whole on Wednesday, Sept. 14th.
The Chair then reported to Council that Insurance Coverage for Public
Liability and Property Damage on City ovrned and non-owned cars had expired this
date at noon and handed to the Clerk a bid submitted by Yd. w. H. Beach for a
renewal of this insurance.

The Clerk reporting that another bid had been filed with him by J. S.
Green.

Upon Council's consideration of said bids: it appearing that a discrepancy
exists in the classification of Class 1 and 2 employees it was therefore agreed that
the matter be laid over to the next meeting for investigation as to proper
classification and that it be authorized that Mr, Beach be instructed in the meantime
to keep the City covered:
Whereupon Councilman Gallagher moved that the bid of ~~T. W: H. Beach for a
renewal of insurance be accepted.
The motion receiving no second vas lost.
.The Clerk then reported to Council that three bids had been filed +rrith him for
the repair of the ornamental lighting system on Graham Avenue, and thereupon
opened and presented to Council the following bids:

Whereupon it was moved by Councilman Gallagher and seconded by Councilman
Sheave that contract for repair of the ornamental lighting system on Graham Ave.
be awarded to Chuck Collatz, the lowest responsible bidder, which motion upon vote
was carried,
Council then took for consideration and discussion the matter cf applying to
the So. Sierras Power Co. for a rebate for the tiros that certain street lights .ere

cut of service also regarding the clock switch being out: of order in the County
..Club Heights addition and it oras agreed that said matters be referred to the-City
Engineer with instructions that he take up with the So. Sierras Power Co, and
report_on results at next meeting.
Thereupon it eras reported to Council that the City Band was contemplating
the rendition of a series of weekly band concerts in the business district of the
city and Council considered the matter of authorizing a financial contribution to
the band for said concerts. .
yhereupon it was moved by Councilman Sheane that the city contribute~'1§.00
per month to the Sand for ®our concerts per month and the motion receiving no
second v-as lost. Thereupon it was moved by Councilman Puorton and seconded by
Counoi,lman Gallagher. that it be authorized that the city contribute to the City
Band w5'.00 for each weekly band concert for a period of two months providing that
the citizens match the city's contribution ~sihich motion upon vote <<as carried,

Thereupon Council further considered the matter of doing some work in leveling
the airport field and it ~a~as reported that the Clevelin Realty Corp.and Mr. Delaney
have offered the use of their road equipment providing the city eaould furnish gas
and, oil. and. men. to operate the tractor and grader.
Whereupon it was moved by Councilman Gallagher and seconded by Councilman
Morton that it be authorized to do two days work on the airport field the city
agreeing. to. furnish. gas and oil and three men to operate the equipment which
motion upon vote vvas carried.

The Chair appointed Councilman Sheane and Morton to limok after the work.
Councilman Rice being absent, the chair appointed Councilman fi4orton to serve
on the Auditing committee.
Bills as audited by the auditing committee ,4-ere them presented to Council
a_nd on motion duly mace and on call vote unanimously carried, excepting a bill to
C. C. McCandlers for X8.16 for iron bars on band stand windows on which
Councilman Sheane voted no, uaere ordered paid and the Clerk was instructed to
issue warrants in payment of same.
Thereupon there being no further business to come before -0ouhcil on motion
duly made and carried Council adjourned to meet in regular session on Ptonday,
September 26, 1932 at the hour of ~ o'clock P. M. in the City Hall, the usual
meeting place.
