The meeting vas called to order at the hour of '] o'clock P. ^". with Mayor C:z P.. Lovejoy in the Chair; Councilmen: 'H. Gallagher, 0. B. Sheane, S: A?. P,ice, Geo. H, ft?orton; Jr. and C. A. Lovejoy answered the roll call. - Absent: None.. Pdinutes of the previous meeting held on June 2~th v.-ere then read by the Clerk and with the correction that there be added that the City agrees to also furnish gas and oiL fdr tract ors'used"for leveling airport landing field v:-ere approved as read. - - - The Bldg. Supt's monthl5r report for the-month of June'viae then presented to Council and on motion duly made and carried was accepted and ordered placed on file. Thereupon the Treasurer's monthly report vas presented to Council and on motion duly-made and-carried vias accepted and ordered placed on file.- whereupon the Clerk presented to Council the So. Pi'estern Home Tel, Co's- annual franchise tax report for the year ending Dec. 31 et, 1931 with enclosed. check for X180.16 to cover"the amount of franchise tax-due. whereupon it was duly moved and carried that said report be accepted and ordered placed on file. A communication from ahe Railroad Commission of the State of Calif, was then presented to Council which v:as received in response to a letter requesting their investigation of the electric rates prevailing in the City of Elsinore and in which they advised that they would give this question their serious consideration and that Council might expect to be advised of their progress in the matter during the latter part of July. whereupon it was-duly moved and carried that said.communication be received and ordered-placed'on file, Thereupon the Clerk presented to Council communications from the Calif. League of Municipalities and 4+rm. A. Grossman, C. P. A. submitting best available information with reference to the Revenue Act-of 1932 imposing certain taaes which also involves cities. whereupon it ens duly moved a,nd carried that said corru¢unications be received and placed on file. -~ Ordinance #214 was then pre sented to Council on first reading being an Ordinance amending Ordinance 161 by adding thereto a new Section to be known a.s Section 85'2 providing for a license for every person making deliveries'or sales of goods, ti~ares, or mdse. by means of any motor truck or automobile. whereupon it vuas moved by Councilman Gallagher. and seconded by Councilman Morton that Ordinance #214 be passed to its second reading which motiom was carried by the following vote: REGULAR MEETING OF THE CITY COUNCIL July 1.1,>1932 Ayes: Councilmen: Gallagher, Sheane, Rice, Adorton and Lovejoy. - P1oes: None: Absent: None: The chair then reported to Council, that the Library Board had filed with him the written resignation of all the members of the present board, submitted for the purpose. of adjusting and. establishing the proper term of office For each member reappointed on the Board. ; whereupon after C,ouncil's consideration of the matter, it vras-duly moved and carried that the resignaticn of all the members of the Library Board be accepted. Thereupon it was moved by Councilman Rice and seconded by Councilman Gallagher that P. C. Graham be appointed on the Library Board to serve for a term of one year, C. S. Merrifield and Henry Perret to serve on the Library. Board for two years and Geo. O. Keck and P.'m. ti'Fittifelt to serve on-the Library Board for three years whn:dh motion upon vote v:as unanimously carried. D. R. Crane, City engineer, then reported to Council that the City would need about 2 barrel-of Petrolastic for Billing,the expansion joints at the City Water Reservoir and that if they would purchase l bbl, that Mr. Coogan has agreed. to take z bbl. whereupon it was moved by Councilman Gallagher and seconded by Councilman Sheane that it be authorized that City .purchase one barrell of.petrglastic to be divided with Pdr. S. H. Coogan which motion upon vote cas carried. The chair then reported to Council That Dr. Cope had called his attention to the condition of Sumner St. between Spring and Riley Sts. and had requested that Council order that said street be cleaned up., Phereupon it was moved by Councilman Iviorton and seconded by Councilman Sheane that the Street Committee be authorized to have Sumner .Street pavement between Spring and Riley Streets cleaned off which, mot ion upon vote v;as unani- rcously carried. . The chair then reported to Council that Mr. Gough executor .for the Horton Estate, owners of the building now occupied as a city ha.11, had submitted a nevi proposal, offering to sell to the City said property as the reduced price of u~500,00 and asked it Council wished to consider said offer. No action v.=as taken by Council on said proposal. Thereupon a bill for ~~.KO contracted by the fi4unicipal Band with Elsinore Iron worY,s for iron bars which were placed across the windows at the Band Stand and submitted to the Gity for payment was considered by Council. whereupon it was moved by Councilman Sheane and seconded by Councilman Morton that the bill for ~~.§0 for iron bars submitted by the ylsinore Iron ?Norks be handed back to the Band for payment, which motion was carried by the fol~oPring vote: , Ayes: Councilmen: Sheane, F.ice and Morton. Noes: Councilmen: Gallagher and Lovejoy. Absent: None. -<. OF 9Tq NOARO MINV E RI Councilman Sheane then reported to Council that he was in favor of bringing up-for-further consideration and discussion-the matter of-building a City Hall and stated that he mould be glad to have.-Council take some definite action on the matter. Whereupon after Councils further cdnsideration and discussion of the City Hall matter it was moved by Councilman Rice. and seconded by Councilman Sheane that the Clerk be instructed to ascertain from the Architects who have submitted tentative floor plans if they are willing to prepare plans and specifications without cost to the -0ity i:n the event of-Failure to finance the building program Prhich motion upon vote etas carried, Bills as audited by the auditing committee sere then presented to Council and•an motion duly made and on call vote carried Jere'ordered-paid and the Clerk was instructed to issue mlarrants in payment-of same. '- Thereupon there being-no further'business to come before Cduncil on motion duly made and carried Council adjourned to meet in regular session do Monday, July 25th at the hour of ~ o'clock P.
