The Clerk then presented to Council .the So. Calif-Gas Co's annual franchise tax
e4oort fox year 1931 accompanied by their check for (~12j7.Oq).to. cover the amount of
franchise tax due.

Thereupon the Clerk presented to Council a communication from Flay E, hToulton
istric't I~ianage-r of the automobile .Club of So. Calif seeking Councils support in. its
pposition to proposals made for. an increase in the Gasoline Tax, also against the
'aversion of gasoline ta:; revenues to purpose ot'rer than the construction, r-:ainten- '
nce,and repair of roads, streets and highrays, by Councils i`avorable consid~;ration i.
o tho adoption of a resolution in .support of the Clubs position.

Council then took up for considc-raticn the matter of ,'rater impounded back of

excess of the Temescal mater Co's prescriptive rioiii w;;.ich should be allowed to
flow th'rcugh the darn and. upcn Councils due consideration of said matter it w2s
agreed to refer the matter to the Committee recently appointed to confer c:,ith
the Temescal Water Co oil other matters.
Council then took up for ecnsideration the r.~atter cf delinquent accounts in
the itiater Dept and upon Councils due considErati^n of said matter.
It vans moved by Councilman Sheane a.nd. seccnd.:;d by Councilman i~:orton that
the Clerk be instructed to mail a notice to a.ll delinquent dater users request-
ing payment of account v;ithin reasonable tir.~e or 'thaw water service si,ill be
turned off, ~r:hich rnot9.on upon voto eras una.nirnously carried.
Thereupon -ihe Clerlt presented to Council the report of i'7m A. Grossman Cer-
tified Public Accountant of his audit of the accounts, books and records of the
City of Elsinore covering a period from July 1st 1930, to P,ay let, 1932.
i,7hereupon it pus moved. by Councilman Morton and seconded by Councilman Sheane
that the auditors report be approved and accepted and that it be authorized to
issue a vrarrant for. (~:1L5,Op} to cover paym~=nt for said. r=cork. uahich motion upon
vote was unanimously carrirsd,
Thereupon D,R. Crane appeared be_bre Council and reported that Mrs. Logan,
himself and other property own:rs on So. Spring St and Lakeshore Drive rrere
planning to install a sevrer service line to connect with rnan'_nole at intersection
of Lakeshore Drive and Riley Sts, and hat it ~~:rould be,n=,c~ssar~i to secure a
right. of mvay along proposed Lakeshore Drive, prop=srty of the Patariposa Co and re-
ouest~d thmt Council take Borne action on the matter.
.Whereupon it vas moved by Councilman Iu,orton and s~~oonded b~; Councilma:n Rice
that the Glerk be instructed to make an effort to secure frcm the iil~riposa Co
a right, of say along and upon proposed Lakeshore Drive from Spring St to Riley
St for the purpose. of laying a se~nrer.line which motion upon vcte eras carried,
Thereupon J,R,.Scott appeared 'oefore Council and requested Council to author-
ize t'nat some road *rrork be done on E, Flint St and. upon Ccuncils ccnsideration of
the matter it was agreed that the matter be referred to the Street Committee vrith
authority to act,
J~Ihereupon it was repcrted to Council that 'the pay ga.s-meters at the City Park
Kitchen were out of commission and upon consideration and discussion of the matter
it eras agreed by Council that it is advisable to discontinue the use of the pay-
meters.
'thereupon it was moved by Couhcilman Iviorton and seconded by Counailcnan Rice
that Councilman Sheane be authorized to rei:ioved the. gas pay-meters from .the City
Park kitchen and have a direct connection made to the master meter which motion
upon. vote eras carried. ,
Tne chair then appointed Councilman Sheane to serve on the auditing Comtirittee.
+dhereupor, bills as audited by the auditing comrsittee sere presented to Council
and on notion duly made and on call voto carried were ordered paid and. the Cl.erlt Baas
instructdd to issue vrarrants in payment of same.
