Sheane, S,Fii,.Rice, Geo.-H. Ialorton Jr, and C,A, Lovejoy answered the roll call. lib sent: None. P•dinutes of the previous meeting held on April 12th, were then: read by the Clerk and there. being no corrections or omissions were approved as read. Thereupon the,Cler'~ presented to Councal.a oommuhication-from the: Riverside County Taxation Council recently organized and formed for the•.purpose of assisting publicofSicials in preserving the. resources of the County and of-helping to keep i. the. tax rate within reasonable limits, advising that. it vras decided that nominal dues of 03.00). payable annually in advance would ba requir°d fcr membership and urged Council to take prompt action in selecting aheir delegate an an alternate if they desired to participate in said organization. Vdhereupon it eras agreed by, Council that the Pdayor-be appointed to serve as delegate and the Alerk as an alternate.t.o represent the City of. Elsinore and that the annual membership dues of (~j,OC)_be authorized pafid. Whereupon the Clerk reported to Council that three bids.. on proposals had been filed for an audit of the City's-books and'rs~ords and proceeded to open and presented to Council. the..follovring bids:- LrVilliam A. Grossman- Bid $185,00 C,J, Rambo " 375.00 Brice Harold Frazier " _ 275.00 Whereupon it was moved by Councilman Gallagher and seconded by Councilman Dorton that the bid of Wm A, Grossman being:the lowestand best bid, be accepted and that he be awarded the contract for an audit of the City's books and. records cover; `ing a period from July 1st 1830 to April 18th 1932 which motion upon vote vaas unanimously carried, Bi11s as audited by the auditina.cnmmittee were then presented to Council and on call vote carried vaere ordered pd•id:;and the Clerk was. instructed to issue warrants in payment of same. ~ The retiring Council thereupon made a canvass. of .the votes cp.st at"the - Pdunicipal election held in the City of Elsinore on-April 11th, 1932 including also eleven absent Votsrs Ballots voted and filed as recuired by law. 'thereupon Resolution #256 was introduced and read, being a Resolution of the City Council declaring the result of the election.. ~f The following :persons v¢ere declared elected by said Resolution: Henry Gallagher-Councilman- full term 4 years. _ O,B, Sheane -Councilman- Full term -4 years.. :_- S M -Rice -Councilar:;an-full term 4 vears. . . ~_ _ _ _ _ Page #2 REGULAF. Vdhereupon it 4vas moved by Councilman Morton and seconded by Council- rnan Sheave that Resolution X256 be passed and adopted. , .Upon roll-.call said Resolution #256.tras passed and adopted by the follovring vote: Ayes: ,Councilman: Gallagher, Sheave, Rica, Morton and Lovejoy. Noee: None Absent: None tdayor C,A, Lovejoy then administered the oath of office to C,J. Kalina, duly elected.City Clerk, [Whereupon the Clerk C,J. Kalina then administered the oath of office to .all: others duly elected officers. The retiring Council then adjourned sine die; and the.new:officers,took charge of their respective officers ivhen the following-proceeding were had: Upon roll c11 the fo1lo~ing Councilmen were found. present: H. Gallagher, O,B, Sheave, S,Id, Rice, Geo. H. Pdorton Jr, and C.•4. Lovejoy. S, M, Rice then nominated C.A. Lovejoy for the office of Mayor of the City and presiding officer of the City Council. Whereupon Councilman Sheave moved-that nominations be closed. and that Councilman C,A, Lovejoy be unanimously declzred elected to said office, vrhich motion was seconded by Councilman Rice:, and upon .vote said motion was unani- mously-carried. .Mayor Lovejoy then took the chair and in a few well chosen words ex- pressed his appreciation of the honor confirmed upon: him by the new Council, The chair then reported that.,since there was no_change in the per- sonel of the Council that the standing.committee appointments tivoul.d remain as they-stand. The chair then furthern reported that he eras of the:opimion that at the present time no change should be made in the appointive officers of the City and stated if agreeable to Council .that he favored a_confir;nation of all: persons fill- ing appointive :offices of the City at the pressnt time. ;Whereupon it was moved by Councilman Rice and seconded by Councilman Gallagher; that.appoihtment of the following persohs be confirmed.to erve at the pleasure of Council.- A,G, Sarber- Chief of Police C,J, Kalina City Judge M. Yarborouh appeared before Council and reported that he contem- plated improving his property at the corner of Selover and. Pottery Sts and request ed Councils: cooper~tionrby authorizing the improvement of said street by bringing it to official grade. Whereupon it was agreed that Council as a urhole make an investigation of the uiork required and ascertain the probable cost of same. Thereupon there being no further business to come before Council, on motion duly made and carried .Council adjourned to meet in regul<cr session on Monday April 25th at the hour of ,o'clock P.M. in the.
