1i regular meeting of the City: Council of the City oP
Elsinore was held oxi the .above date. The meeting was called to
' order at~the hour oP ~ o'clock P .M. with Mayor C. A. Lovejoy
in the chair.
;Councilmen: 0: B. Sheaney-,Geo. H.-Morton,. Jr.,.and C. A.
Lovejoy answered the roll call,
Absent: Councilmen: H. Gallagher and S. M. Rice. .
Upon report by the Clerk .that the minutes of the .previous
meeting were not written up. it was ordered by the Chair that
the reading oP the minutes be dispensed with.
Thereupon Orville L. •C1ark, Architect, reported that sealed
bids or proposals received for. the=construction-oP.the.-proposed
City Hall building would be openefl and-read at. .the hour of
7:30 P.M. as advertised and a number of interested bidders
being present, he requested that P any one present had any
reason for objecting to the opening of said bids received, at
the appointed time, he would give-them the opportunity of stating
their object-ions at this--time. No one answered.
The Clerk then `read a Dopy oP'the published notice .inviting
bids for the construction of the proposed City Hall building
and thereupon presented and -read an affidavit of publication .of
said notice.
Upon CounEls attention being drawn to the matter._that the
published notice provided that e8eh_bicl_:be accompanied by a cashiers
check for 10~ of the amount of the bid. and that some of the
bidders had attached certified ch®cks instead, it was requested
that Council declare their attitude on this matter before the
openng;.oP.bds.
Whereupon it was moved by Councilman li'iorton and seconded
by Councilman Sheane that either cashiers or certified checks
be aece~ted, which motion upon vote was unanimously carried,

Whereupon it was duly moved and carried that said bids be re-
ceived and that the Clerk be instructed to forward certified
copy of said bids to the Engineer, Public.iNorks Administration for
the purpose of determining the lowest responsible bidders .and
for his appro~al.as to the award of contracts...
Whereupon it was moved by Councilman iVIorton and~seeonded by
Councilman She.ane that Council express their prefe:renc'e for ;the
award of contracts as follows:-
1st. Pi~eist and Anderson--General I:onttact and Foundations.
Glass Bros.--Plumbing and Heating.
A., R. Smallwood--Painting.
.Joe Walker--Electric work. .
2nd. ':Heist and Anderson--General Contract and Foundations.
Kraemer--Plumbing and: Heating.,
A. R. Smallwood--Painting. •
Joe Walker--Electric V~fork.
which motion upon vote was unanimously carried.:
Thereupon there-being no further business to come before
Council on motion .duly :made and:carred Coune l adjourned to _,
meet in regular session on. Friday, Dec. 29th at the hour of 7
o'clock P.M.n the City Hall he usual meeting place.-
