The meeting yeas called tc order at the hour of 7 !o"clook"'P.M. 'ith tdayor C. A. Lovejoy in the Chair. Councilmen H. Gallagher, 0. B. Sheane, Geo. H. 2.?ortcn Jr., S. A?. P,ice and C. A. Lovejoy answered the. roll call. Absent: None. P.?inutes of ,he previous meeting held: on October 9th v:ere then read. by-the Clerk and there be ng no corrections or omissions, vere.approved as read. Thereupon the Clerk presented to Council a communication;fromrRayrnnnd Boone, General P:lanager of the Elsinore Unemployment Association, vho on .behalf of said "c - as'soaiation, proposed to the City Council, that since it was .understood that the.- City did not intend to operate a Brood yard this coming v;inter, they vrould be willing tc pay 10;~ of the total advanced for meals to transients, providing they would be required to work a reascnable length of time on the •ood pile provider,' by the Association and said labor to be under their sup<rvision and further that they be allowed to designate the place where these meals shall be served. Whereupon it was moved by Councilmen Gallagher and seconded by .Councilman Sheane that s.~.id communication be received and placed cn file for future consider- ation which motion upon vote v.as carried. The Clerk then re<.d a. communication from Mayor E. B. Griddle, of Riverside addressee? to frtayor Lovejoy, giving notice that the next regular meeting of the Citrus Belt Branch of the I:eague of Calif. I:4unicipalities Brill be held on Friday evening, Cct. 27th, at Hclmstrom's Cafe, 3757 Seventh St., Riverside and urged that as many Elsinore officials, as possible would at ;,end this meeting. ??chereut~on it v-as agree-: by Counc_1" that the communication be received and that as many as could go u:-ould attend said meeting. The Chair then reiorted to Council that Chief' of Police Barber had caller.' to his attention that it would be necessary to provide for extra police on Hallow-Ben night and requested that Council take some action on the matter. ?hereupon it eras moved by Councilman P;?orton and seconded by Councilman Sheane that the Chief of Police be authorized to appoint the necessary number of extra :e jiQlsj:cemen to properly police the City on Halloween night, ~::hich motion upon vote ~:as unanimcuslf~ carried. Thereupon it v:as called to Councils attention that the gutter on B!'est Heald :ve. at the brir:ge, has not been completed and that it is advisable, before the rainy season sets in that this nor?: be taken care of. "`hereupon it was s;oved by Councilor,.°n Morton and seconded by Councilman Rice that it be ordered that the gutter on the north side of Heald Ave:. be carried through the bridge with a 20 inch severer or cement pipe, v;hich motion upon vote vas carried. Thereupon the Clerk reported tht,t a number of sealed bids G-ere filed, submitting proposals for the collection and disposal of garbage and rubbish and proceeded to open said bids. The following bids were then presenter.'. to Council: Geo. B. Heckman, collection of garbage and rubbish, 100.00 per Po. Carl Torbett: Collection of gs.rbage and rubbish--x°100.00 per month. Gollection of rubbish only--~.85.G0 pe::r month. Roy R bRacy: Purchase of garbage only: following price per y'ar. a 50.OC chile price of hogs below 8¢ per lb. ~lOG.00 chile price of ~ogs is 8 to 10¢ per lb. ~"150.OC vahile price of Legs is over 10¢ per lb. Earl: Collection and disposal of garbage and rubbish x`1000.00 per year, to be paid monthly. Whereupon it ,ras move, by Councilman Morton and seconded by Ceuncilman P.ice that contract for the collect-ion ahd disposal of: garbage and rubbish be avarded to Arthur D. Earl, the loo-est bidder, providing that he furnish a faithful performance bond in the sum of 815'0.00 cash or 300.00 property, said oontract tc_be effective as of Nov. 21st, 1933, which motion upon-.vote Sias cesrried. Bills as audited by the auditing committee eere th-n presented to Council and on-motion duly made and en call vote carried ;ere ordered paid and the Clerk cas instructed to issue urarrants in payment of same.
