A regular meeting of the City Council of the City of Elsinore was held on the
above date. The meeting was called to order at the hour of 7 0!clock P.M. with
-Mayor C. 'A. Lovejoy in the Chair.
Councilmen: H. Gallagher, C. B. Sheane, S. M. Rice, Geo. H. Morton, Jr.
~ and C. A. 3,ovejoy answered the roll call.
Absent: None.
Minutes of the previous meeting held on Ddarch 13th v-ere then read by the
Clerk and there being no corrections; or-omissions were 'approved as-read.
R'hereupon the Treasurers monthly report vas presented to Council and on
~ motion duly made and carried ~a[es accepted and ordered 'placed oh file. ,
Thereupon the Clerk presented to Council a communication from the State
Tax Committee of the California Muhicipal Utilities with reference,to proposed
legislation designed to include-Pdunicpal Utilities the same as"any individual
or business to pay a gross receipts tax and requesting Couhcil to forward a
protest to said legislation. '
The Mayor reported that he had received a copy of this communication and on
be}ialf of Council had entered a protest to-said proposed legislation.
Thereupon the Clerk presented to Council a writted application from ~'. C.
Collets for a permit to sell beer.
Whereupon it was moved by Councilman Rice and seconded by Councilman Sheane
that the application of F. C.' Collatz be 'received ahd placed on file for future
consideration which motion upon`wote' was carried.
Thereupon the Clerk reported to Council that he was in receipt !of'two'proposed
Ordinances drafted bg the City Attorney, one providing for the absolute repeal of
Ordinance #188 and, the other amending said Ordinance to conform to a recent Act of
Congress.:.}.egalizng-gale of _3.2% beer.
Whereupon it ti^ras moved by Councilman Gallagher that Ordinance 188 be repealed.
The motion receiving no second +.sas declared lost.
Thereupon proposed Ordinance #220 was introduced and read being an Ordinance
of the City of ..'lsinore prohibiting the P.~anufacture, sale, transportation and
possession of intoxicating liquors for b=verage purposes and providing penalties
for the violation thereof.
~~ Whereupon it was moved by Councilman Morton and seconded by Councilman Sheane
that Ordinance #220 be passed to its second reading which motion was carried by
the following vote:
Ayes: Councilmen Gallagher, Sheane, Rice, Morton and Lovejoy.
Noes: None.
Absent: None.
Whereupon Ordinance #221 was introduced-and read being an Ordinance of the
City of Elsinore regulating the sale of Beer, Ale, Porter and other bevorages and
providing a License therefor.

Whereupon it was moved by Councilman Rice and secohded by Councilman.
Sheane that Ordinance #221 be passed to its second reading which motion
was carried by the following vote:
Ayes: Councilmen Gallagher, $heane, Rice, Morton_ and Lovejoy,
Noes: None.
Absent: None.
Dr. S. J. Brimhall, City, Health Officer then appeared before Council
and reported. on his investigation of the recent•appearance of a certain
larvae in the City Water supply, stating thr;t he has been informed that the
larvae develops from eggs laid on the water-by a certain fly and. while
objectionable said condition is. not harmful „and suggested thet with the
cooperation of the Plater Supt. they would keep a check on the matter.
Thereupon the Chair reported to Council that he had been requested
by C. F. Iviiller of the Lake Elsinore Ice Co. that the City transfer hio
water connection at the ice-plant to the ow reservoir supply. line and upon
Councils consideration of the matter it was moved .by Councilman Gallagher
and seconded by Councilman Morton that it be authorized to instruct Mr.
Harmon to connect the Lake ~'isinore Zce Plant to the low reservoir vaster
line, which. motion upon vote, was parried.
Sills as audited by the auditing .committee were then presented to -
Council and on motion duly made and on call vote carried were ordered paid.
and the Clerk was instructed to issue warrants in payment of same.
Thereupon there being no further business to come before Council on
motion duly made and carried Council adjourned tq meet in regular session
on Monday Paril 10th at the hour of 7 o'clock P.M. in the City Hall the
usual meeting places ,-
