A regular meeting of the City Council of the City of Elsinore was held on
the above date. The meeting eras called to order at the hour of 7 o'cJ.ock P.A4.
with IuYayor C. A. Lovejoy in the Chair. ,
Councilmen: Y.. Gallagher, Q. E. Sheane, S. Pii. Rice, Geo. H. b4orton, 7r.
and C. A. Lovejov answered the roll call.
Absent: P4one.
Adinutes of the previous meeting held on Feb. 14th were then read by the
Clerk and there being no corrections or omissions,v;ere approved as read.
Thereupon the Clerk presented to Council a cormiunicaton from G. H. P.?orton
and family gratefully acY,novaledging and .thanking Council for their kind expression
of sympathy which v:as on motion duly made and carried, received and ordered
placed on file.
Thereupon the Clerk presented to Council communications from the League of
Calif. A4unicipalities and the Los Angeles County League of PQunicipalities,
regarding the proposed legislation, to allocate a portion of gasoline tax revenues
directly to the cities and requesting Councils support in this matter by the
adoption of a Resolution endorsing and pledging their support to the Gasoline
Tax program of the League and opposing all other measures proposed regarding
same.
Whereupon. it was moved by Councilman Brice and seconded by Councilman Sheane
that said communications be received and that the Clerk be instructed to draft a
resolution to be submitted to Council at the next Council meeting which motion
upon vote vaas carried.
~9hereupon G. R. Gough addressed Council on the matter of petitions which he
filed with Council, said petitions being three in number and ~-ere signed by sirty-
nine property oviners and taxpayers requesting that the nevv City Hall for which
a bond issue was recently approved by the voters, be erected in the City,,Park.
`9hereupon it was moved by Councilman PJPorton and seconded by Councilman
Sheane that said petitions be received and read which motion upon vote v,as carried.
The Clerk then read the petitions and the names of sixty-nine persons whoee
signatures acre subscribed thereto,
1~Jhereupon Councilman Gallagher moved that said petitions be received and
taken under consideration with the vies+, of changing the proposed City Ha~.l location.
The motion receiving no second vas r;eclared lost.
Ydhereupon it i^as moved by Councilman Rice and seconded by Councilman. Sheane
that the pstitions requesting a change in the City Hall location be received a.nd
.ordered placed on file, v:hich motion was carried by the following vote:
Ayes: Councilmen: Sheane, Rice, t4orton and Lovejoy.
P1oes: Councilman Gallagher.
Absent: IQone.
Thereupon Crdinance `219 a•as presented to Council on second reading being an
Crdinance of the City of Elsinore providing for the issuance of City Hall Bonds,
fixing the amounts and time and place of payment of such bonds authorized at

Special Municipal election•oF Februs.ry 7th, 1933, and authorizing the issuance
thereof. •
CJhereupon it Bras moved by Councilman Morton and seconded by Councilman Rice
that Ordinance 219 be passed and adopted vahich motion was carried b}~ the following
vote:
Ayes: Councilmen: Sheave, Rice, Marton and Lovejoy.
Noes: Councilman: Gallagher.
P.bsent: None.
Thereupon Resolution #262 was introduced and presented to Council being a
Resolution of the City Council establishing the general prevailing rate of per diem
v=ages in this locality for each craft or type of workman needed for the erection and
construction of a City Hall Bldg. for municipal purposes.
tflthereupon it ?gas moved by Councilman Pdorton and. seconded by Councilman Sheave
that F.esolution 262 be passed and adopted which mction «as carried by the following
vote:
Ayes: Councilmen: Sheave, Rice, Morton and Lovejoy.
Floes: Councilman: Gallagher.
F.bsent: None.
Thereupon Council further considered the matter of disposing of the old
buildings located on the City lot on Ii4ain Street and upon discussion of said matter
it was moved by Councilman Rice and seconded by Councilman Morton that the P;~a,yer
be authorized to publish a notice inviting bids on the t~s:o City buildings lccated
on the City lot on So. Main St. said 0ids to be received and opened at the next
meeting of Council which motion upon vote vva.s carried.
Thereupon Architect Crville L. Clark appeared before Council and presented
in detail plans and specifications drafted for the proposed City Hall building
and requested if satisfactory that Council approve sale.
whereupon it *as moved by Councilman Morton and seconded by Councilman Rice
that Plans and Specifications for the proposed City Hail Bldg. a.s prepared and
drafted by Architect Crville L. Clark be approved and accepted and that the Pcayor
be authorized to sign said Plans and Specifications.for the approval of same v~:hich
motion cas carried by the foi).o~=ing vote:
Ayes: Ccuncilmen: Sheave, Rice, I~iorton and Lovejoy.
Noes: Councilmn: Gallagher.
Absext: None.
Thereupon Architect Clark requested of Council that he be granted a 300
advance payment on account of work done.
whereupon it vas moved by Councilman Sheave and seconded by Councilman ?:4orton
that Architect Crville L. Clark be advanced X300 to apply as payment on contract
for plans specifications and supervision of the construction of the proposed
City Hall Bldg. and that it be agreed and understood that he be awarded a fee for
said work based on a 5~ cor.:mission on the ecntract price of said building ,,v;hich
motion was carried by a four-fifths vote of the Council, Councilman Gallagher
voting no.

No, on the demand of Orville Le Clark for ~;300.
Thereupon there being no further business to come before Council on motion
duly made and carried Council adjourned to meet in regular adjourned session
on Ponday, March 6th at the hour of ~ o'clock P.flf. in the City Hall the usual
meeting place.
