A reauiar meeting of the City Council of the City of Elsinoreeaas held'
on the above date. The meeting vaas called to order at the hour of ~ o'clock P.fl.
vaith mayor C. A. Lovejoy in the Chair.
Councilman: H. Gallagher, 0. B. Sheane, S. h4. Rice, Geo.. H. Morton, Jr.
and C. A. Lovejoy ansrered the roll call.
Absent: None.
Minutes of the previous meeting held on San 4th v~ere then read by the Clerk
and there being no corrections or omissions were approved as read.
Thereupon the Clerk presented to Council the Treasurers monthly report
which was on motion duly made and carried,:::.adcepted and ordered placed on file,
Thereupon the Clerk presented to Council a communication from the League of
Calif. Tslunicipalities requesting Councils cooperation by the adoption of enclosed
cony of f?eselution protesting any Federal ma~ation nahich imposts a burden upon
States, State Agencies, and~or publicly o~t~ned utilities.
t~Vhereuroon attar Councils due consideration of said matter Resolution No.
259 was introduced and read being a Resolution of the City Council, protesting
any Federal Taxation which imposes, or ma.y be interpreted to impose, a burden
upon States, State agencies and~or publicly o~=~ned utilities.
Yihereupon it was moved by Councilman Gallagher and seconded by Councilman
Sheane that Resolution ;259 be passed and adopted v;hich motion ~aa.s carried by the
following vote:
Ayes: Councilmen: Gallagher, Sheane, Rice, Pdorton and Lovejoy.
Noes: None.
Absent: ATOne
Thereupon the Clerk reported to Council that he was in receipt of a bill
from the Elsinore Lumber Co. for the amount of x;5.22 unpaid balance due for
material furnished for tables placed at the public camp grounds i.n the
Cleveland National Forest, and that the fund raised. by populax subscription for
said purpose has been exhausted a-nd requested that Council take some action
on the matter.
"hereupon it was moved by Councilman P.ice and seconded by Councilman Sheane
that it be authorized that the City donate the sum of ~+5.2?_ to cover the balanca
due the Elsinore Lumber Co, for material furnished for tables pla-cod at the
public camp grounds ir. the Cleveland National Forest ~:~hich motion upon vote v+as
unanimously carried.
Thereupon Ordinancej;~2l'j was presented to Council on first reading being
an Ordinance Amending Crdinance X201 fixing salaries of City officials a.nd
City appointees of the City of Eleinore.
!~Jhereupon it was moved by Councilman Rice and seconded. by Councilman Sheane
that Crdinance `21~ be passed to its second reading e:hich motion eas carried by
the following vote:
Ayes: Councilmen: Sheane, Rice, ?!?orton, and Lovejoy.
Noes: Councilman Gallagher.
Absent: None.
Thereupon the Clerk presented to Council a communication from City Atty.
Eugene Best referring to the proposed Bond issue for the erection of a City
Hall and enclosing therev;ith a form. of Resolution which ma;; be adopted at the

Council meeting, January 9th and further advising that he has talked with P~.r. Schv~[ab
of the firm of O'P.delveny, Taller and hdyers concerning the. fees to .be .charged for the
supervision of the legal proceedings and the certification of their regularity
upon completion and tha'.t they.ha.ve agreed to do this ~rork.for a fee od "125 and
that he vaill prepare the necessary papers and conduct the proceedings fo.r the same
amount, making a total of250,00,
l~thereupon it r;as moved by Councilman Rice and seconded by Councilman Sheane
that it be authorized to engage the City Attorney Eugene Best and the law firm of
C'iF,elueny, Fuller and Payers to prepare the necessary. legal proceedings for .the
proposed Bond issue For the erection of a City Hall at the agreed anon total fee of
X150 And. that they be instructed to proceed [~rith the work ~n^hich motion upon vote
wras unanimously carried.
Thereupon Resolution x"260 cas introduced and read being a Resolution of the
City Council of the City of Elsinore determining and dec?.wring that the public
interest ad necessity demand the acouisition; construction. and comp?.etion by said
City a certain municipal improvement tohit: "The erection and construction of a
City Hall Building for Municipal use."
Vhereupon it was moved by Councilman Sheane and seconded by Councilman Aice
that Resolution 74260 be passed and adopted which motion ~ra.s carried by the
follouting voter
Ayes: Councilmen: Gallagher, Sheane, Aice, R4orton and Lovejoy. ,
Noes: None.
Absent: None.
Thereupon Councilman Gallagher reuorted to Counci]_ th,~,t his attention ha.s been
called to the dangerous condition of some tall eucalyptus trees located on Chestnut
Street near Prospect and ree,uested that Council take some action on the matter.
~Qrhereupon it i^ras ogre^d by Gouncil that the matter be referred to Councilmen.
Gallagher and Rice with authority to have said trees tc;oned if for safety they
deemed i.t necessary. [
whereupon Council took up for consideration the matter of acjustirg the .resent
wage scale for common labor on City Streets to conform faith the County scaly and it
eas agreed th t such an ar'justtnent is advisable.
'Thereupon it ~r+as moved by Councilman Rice and seconded by Councilman Porten
that the v,~age scale for corrunon labor. on City Streets be changed to conform t'~ith the
County scale of 25¢ per hour, said scale to prevail until further change is made,
which motion upon vote ~[:a.s unanimously carried.
Bills as audited by the auditing committee v:ere then presented to Council a.nd
on motion duly made and on call vote carried ~~-ere ordered pair'. and the Clerk ~~as
instructed to issue ~~arran.ts in nayme??t of earns. _
Thereupon there being no further business to come before Council on motion
duly made and carried Council adiourned to meet in regular adjourned-.session on
P.ionday, Jan. 16th at the hour of 7 o'cloc..ft P.P<i, in the City Hall the,usua.l rneeting
