regular meeting oP ahe City Council of the City of
Elsinore was-held on the above date. The meeting was called
to order at the hour of 7:30 P.M, with P~iayor E. C:'S'~ickerd in
/ the Chair.
_ Councilmen: 0._ B. Sheane; N. I12atich; and E. G. yVickerd
enswered the rol .call.
absent: Councilmen: H. Gallagher and S. M. Rice.
Minutes of the previous meeting held on Sept. 24th were '
then read~b,• the Clerk ~nd;there'being no=corrections or.Omissions
were:approved;:as;read. ~ ;
Thereupon the Treasurer's monthly report was presented to
Council and on motior_ duly made--and carried was accepted-and
ordered.. placed ,on-file.
~IJhereupon thecBldg. Supt's monthly-report was presented
to Council and on motion duly made and :carried eras accepted armed
ordered placed on file.
Thereupon the written report of'the Police Dept. was
presented to ,Council and on mo ion duly made %and`carred vvas
received and orderedplaced on :file.'
IIpon report by the Clerk that no further word has been
received from;`u'Vashington regarding the payment of the City Hall
grant,--
~ - It was::moved; by Councilman 4"_atich'and seconded by C`Ouncilman
Sheane that the 'Clerk be instructed to forward another wire to
.the proper authorities at ',~'Jashington urging-'that payment of
- the City Hall grant be .expedited ,:: which motion-upon vote vras
carried:. c;
Thereupon the Clerk presented to Council the written
resignation of°Couneilman,S. M.. Rice; requesting that same:,become
effective at once. _
whereupon it was moved. by Councilman Sheahe and seconded
by Councilman Ilratich that the resignation of Councilman Rice
be accepted to take::effect:at Once, which motion waS carried'
by the following vote:

Noes: None.
Absent: Councilmen: Gallagher and Rice:'
Councilman Gallagher appearing at this time, taking his usual
,chair. -
'~ahereupon the Clerk presented to Council a communication
from J. M. George reporting that. dirt and silt washed down by

the last heavy rain has filled the gutter along his property on N
Main Street, causing the vtater to run:.over the curb and; across his
lot doing much damage ana req,ueated hat Council oorrect this -
condition by removing, said dirt and thereby restoring the natural
run-off down the street.
'whereupon Councilman nQatich reported that 'this condition has
been drawn to his attention and that he vaould se e:. to it that it '
is corrected.
Council then took u~ for consideration the matter of water
.delinquents and upon due consideration:of`said matter, It was
moved, by Councilman 5hean~ ahd: scconded< bg..Goundilman Ma~Gieh .:~hai;r

past due water bills, which motion upon-vote was carried.
Thereupon it was moved by Counclman:Matich and seconded by
Councilman Sheane that the Clerk be authorized to accept notes
from water delinquents to cover the amount of past due bills, said..
notes .to be,executed for-a six monthsperiod;:and to bear interest
at the sate ,of six percent, which .motion upon vote was carried. -
Thereupon the Clerk presented to Council a communication from
J. R. Swisher, agent for. the Union Oil Go. stating that if-in need
of lubricating oil for;the Vdater Dept. that they-would be pl"eased
to submit a scaled bid to cover the Guy's requirement for"the
coming year.
Upon Councils consideration of the matter it`was agreed to°
lay the matter over for checking.
•Nhereupon the Clerk;gresented.to Oounail'a communication from
City Atty. Eugene-:Best in reference to the Claim for X1000 filed
by Sylvia Shapiro against'the.Cty, feting-that he+is•_now
informed that:: she will accept-the.sumof $150 iii'£ull settlement '
of the Claim and that it is his opinion it would be advisable to
settle the Claim on that basis.
Whereupon it was moved by Councilman ~heana. and seeoi2ded by:'`
Councilman PGatich that the claim filed by Sylvia•Shapiro be
approved Eor ~p150 and that it be rejected for any further amount
which motion was carried by_the following vote.:
Ayes: Councilmen: 5heane.Matich and ZVickerd:.
Noes: None. .

Councilman Gallagher not voting.
Thereupon the Clerk presented to Council a communication from
Citty Atty. Eugene Best, regarding the;1915 Aet:Bond controversy
setting forth in detail a complete history of the case.
`whereupon it was duly moved and carried that said communication
be .received and placed on file.

The Chair then reported that he was in receipt°of ttivo
bids on a new. police ear and requested-...,the Clerk o present

Upon Councils consideration of the matter, ~it was agreed
,thatbids on-,police car be laid over to:.tha next meeting of
Council.

'ehereupon it was moved by Councilman Matich that F. ,A.
Roach be appointed Councilman to fill the existing vacancy.
The motion receiving no second the Chair declared the
motion lost.

Thereupon it was moved by Mayor ,^Jiekerd and seconded by
Councilman &iatich that F. ~. Roach be appointed Councilman to
fill the existing vacancy, which motion was carried by the
following vote:
Ayes: Councilmen: Matich, and 4Jickerd.
Noes: Councilman: Skeane.
Councilman Gallagher not voting.
Thereupon the Chair appointed Councilman I~Ratich to serve
of the Audit committee.
Bills as audited by the auditing committee were then
presented to Council and on motion duly made-and on call vote
carried were ordered paid and the Clerk was instructed to issue
warrants in payment oP same.

"No°Dumping" signs-placed on Riley Street, which motion upon
vote was carried.
