A regular meeting of the City Council of the City of
Elsinore was held on the-above date.- The. meeting was called
to order at the hour of 7,o'clock P.M:r,with I~Tayor E. C.'4~ickerd
in the. Chair.
Councilmen: H. Gallagher,.O.,B. Shcane, S. M. Rice, N.
h~atich and E. C, y9iekerd answered the roll call.
Absent: None.:
4hereupon it~rvas duly moved and carried to adjourn to
118 So. It2ain St. the new City Hall Bldg, for the .purpose of
holding said meeting.
Thereupon Council in a body adjourxxed to ,the Council
Chambers in the new City Hall Bldg.
v Yhereupon the minutes of the previous,rneetings;held on
July 23rd and August. 4th were read by the Clerk and there -
being no corrections or omission were approved :as read.
The Bldg. Supt's monthly report was then presented to
Council .and on motion duly made-and carried :was accepted and
ordered placed on file.
thereupon the Treasurer's monthly report was presented to
Council and on motion duly made and carried was accepted and
(ordered placed on file.
Thereupon proposed Ordinance IVo. 225 fixing the time and
place of holding Council meetings was presented to_Council :"
on firs t. reading.
iJlxereupon,it was moved;. by Councilman Gallagher and seconded '
by Councilman Rice .that Ordinance;~225 be.;passed,:to its, second
reading which motioxi was carried by the following vote:
.Ayes: Councilmen: Gallagher, Sheave, Rice, ~Tatichand
~Jickerd.
Noes: DTone.

Thereupon Resolution #279, was introduced and xead being a
Resolution o~'.the City Council ordering that Irwin Dr~it~e.,i a,-.
street in the Pepper Grove Tract be closed, abandoned and ,
vacated.
'hereupon it eras moved by Councilman Matich and seconded
by Councilman Gallagher that Resolution_;f~279,be passed and .

Absent: None.
Thereupon thefGlerk reported to Council that-writteh'orders
issued by 'iT. P. 4Ve~st, General Contractor have beers filed, authorizing
Council to withhold from balance due him on City Hali contract and
to pay vier certain sums due by hini to claimants for work furnished
by them on the,City Hall structure,
"v~]hereupon it was moved by Councilman Gallagher and seconded
by Councilman Sheane that said orders be received 'and""placed on
file for payment and that the Clerk be instructed,to notify all
contractors-and--claimants°that"as soon as the"City,receives the.,
30~fo Grantrmoney from the Government that Council vull call°a
Special meeting for the purpose of allowing and paying all sums`
due the contractors and claimants which motion-upon vote was
unanimously carried.
Thereupon the Clerk reported to Council that he has been
requested by .A: H. Gardner, representative of'the Los Angeles
Brick Co. to; call to Councils'attexiton the past due bill'Por
server pipe, with request< hat-'some definite action be-taken on
the matter.
Upon Councils consideration and discussion of the matter'
it was moved by Councilman Gallagher that said bill for-sewer
pipe be tabled.
The motion xeceiving`no second the Chair 'declared the motion
lost.
Thereupon it was moved by-Councilman n7atieh and seconded by._
Councilman.Sheane that the Clerk, Councilman Sheane and"l~atich'and-
C, ;~. Lovejoy, former Mayor be appointed to serve os a comiaittee
to canvass the district and attempt to collect sufficient funds
from;thc"property owners ih the'district'behefitea.by the improve-
ment::to.pay outstanding delinquent bill, which motion upoh'vote
was carried.
Thereupon the Clem?reported to 'Council thatr'a number`of
bids were received for Insurance on the new City Hall Bldg:
and prior to opening same submitted to Council a detailed state-
went of all insurance norv being carried by the City?
u'7hereupon the Clerk proceeded to open the following bids.

~_ d~hereupon it"was moved by Councilman-Match acid seconded
by Councilman Sheave that 'Fire Insurance"in the amount of
p7500 for a term of 3 years on City Hall Bldg. be awarded to
C. $. Lovejoy,-et a premium rate of X93.-and that the-Plate
Glass Insurance be awarded to E: 'C.'Collatz for a 3 year term
at a premium rate of X13.10 which motion upon vote was unanimously
carried,

Thereupon the 'Chair asked the Clerk to read two letters
addr-essed to 'the"Mayor one::from'T'. S.-Logari-regarding-to the bill
which he secured from the Santa Fe R. R. Co. for the•City`of
Elsinore to be installed on Hampton Heights and the other from
Mrs. Foster Jackson aeknoWledgeng receipt of and thanking
Council for flowers sent for Mr."Jackson's funeral.
- `Phereupoii.A. H't Loyd-'appeared before Council-and discussed
the matter-of'present City-~iatcr rates and suggested that
Council give consideration to a revision and if'possible a'reduc-
tion in the present rates. -
':9hereupon it was moved by 'Councilman Matich and seconded by-
Councilman Gallagher that the Clerk be instructed to present
to Council at their next special meeting a copy of the Ordinance
fixing the City water rates, for the'.purpose of considering
and checking said rates, rules-and regulations,'which motribn-upon
vote was carried.
Thereupon "vVm. C; Redler appeared"'before Council and
presented for their'consideration his oral application for-the
positions oP day police 'and water Clerk-at-'a-salary'of X75.00
per month, agreeing-to furnish his-owwn motorcyC2e for patrol
duty:
Whereupon it was agreed by Council that Mr. Reidler be
requested to'5ubmit'his application in writing,
Bills as audited by the auditing committee were then presenteii
to Council and on motion duly'made and bn call vote carried-
were ordered paid and the Clerk was instructed to issue warrants
in payment oP"same.
Thereupon there being no further business to come'before
Council on motion duly made and carried Council adjourned to
meet in 'regular session on Monday; .lug.?27th at the 'h our of''
7•=o'clock F.M: in the City Hall the usual Lneeting~'pla~ee.
